World Food Summit

U.N. Says Food Plan Could Cost $30 Billion a Year

Faced with an immediate hunger crisis and the need to double food production in the next 30 years, world leaders meeting Tuesday to discuss soaring food prices were mostly in agreement on how the problem could be resolved. The questions were how to get there and who was going to pay for it.
The steps needed? Immediately deliver more food aid to the world’s hungry. Provide small farmers with seeds and fertilizer. Scrap export bans and restrictions. And vastly increase agriculture research and outreach programs to improve crop production.
The cost? Jacques Diouf, director general of the Food and Agriculture Organization of the United Nations and the host of the meeting, estimated it could run to $30 billion a year. “The problem of food insecurity is a political one,” he said. “It is a question of priorities in the face of the most fundamental of human needs. And it is those choices made by governments that determine the allocation of resources.”
As expected, biofuels emerged as the most contentious issue of the conference, and several speakers criticized government policies that diverted food crops to energy use, particularly at a time of increasing hunger.
President Hosni Mubarak of Egypt called for “an urgent international dialogue” on the food crisis that “sets standards for the responsible utilization of agricultural crops as food for human beings, not as fuel for human beings.” He suggested that biofuel production be restricted to agricultural waste and nonfood crops.
Brazil’s president, Luiz Inácio Lula da Silva, also took a swipe at the United States’ ethanol production, saying that corn-based ethanol could “obviously only compete with sugar-cane ethanol when it is shot up with subsidies and shielded behind tariff barriers.” Brazil and the United States are the world’s largest producers of ethanol. Most of Brazil’s ethanol comes from sugar cane and most in the United States comes from corn. “There is good ethanol and bad ethanol,” he said, adding that ethanol from sugar cane was far more energy efficient than corn ethanol. “Good ethanol helps clean up the planet and is competitive. Bad ethanol comes with the fat of subsidies.”
The United States’ agriculture secretary, Ed Schafer, who attended the meeting, dismissed the criticism, saying Brazil could be planting food crops like corn and soybeans on the acres it devotes to sugar cane from ethanol. “They’re choosing to grow sugar cane, and we choose to grow corn,” said Mr. Schafer, who maintains that ethanol has played a minor role in food inflation. “I don’t understand the distinction.”
The three-day conference drew dozens of world leaders, like President Nicolas Sarkozy of France and Prime Minister Yasuo Fukuda of Japan, to discuss food security. Food prices are at their highest in more than three decades and stockpiles are at perilous lows.
The reasons for the rise in food prices include weather problems that reduced crop yields, growing demand for food among the emerging middle class in China and other developing countries, and the increasing production of ethanol and other biofuels.
Mr. Diouf of the Food and Agriculture Organization sharply criticized wealthy nations for cutting spending on agricultural programs for the world’s poor, while spending billions of dollars on carbon markets, subsidies for their own farmers, weapons and biofuel production. “The developing countries did, in fact, forge policies, strategies and programs that — if they had received appropriate funding — would have given us world food security,” Mr. Diouf said, adding that countries had finally mobilized to help only after images of food riots and hunger emerged in the news media.
Susan Shepherd of Doctors Without Borders said that in Niger, where she has worked for the past few years, higher prices meant that families bought less food — or less nutritious food — for their children. “The only one who really focused on hunger and malnutrition — about the people who go hungry — was the pope,” she said, referring to a message from Pope Benedict XVI that was read at the conference.

BACK in 1996 and again in 2002, the UN’s Food and Agriculture Organisation arranged summits to reverse the miserable condition of world farming. They failed. This week yet another food summit got under way, in Rome. It takes place when, for the first time in a generation, there is widespread acceptance that something is needed beyond windy promises. But what?
Joachim von Braun, the head of the International Food Policy Research Institute (IFPRI), a Washington, DC, research group financed by governments, sees several things that the world food conference should do.
1, First, it needs to finance the world’s food-aid shortfall. Earlier this year, the World Food Programme (WFP), the main agency handing out emergency relief, put out an all-points bulletin asking for over $750m to offset the impact of higher cereals prices. Last week, it completed its fund-raising, thanks to an extraordinary gift of $500m from Saudi Arabia. Unlike most offers of “new money”, this turned out not to be old promises repackaged.
2,Next, the conference could help to rationalise biofuels policy. It probably won’t. Some non-governmental organisations want a moratorium on ethanol production. Even some big food companies would support something milder, such as international restrictions on producing ethanol from maize. In practice, the Rome conference cannot discuss even that. Just before it began, America’s secretary of agriculture, Ed Schafer, claimed that ethanol accounts for only 3%, at most, of the increase in world food prices—a highly contentious view, and one that is likely to leave the summit split and paralysed over biofuels.
3, The conference could come also up with some short-term fixes to bring down world prices. The most obvious such fix would be to reduce export bans, imposed by about 40 countries. A study by IFPRI calculates that getting rid of these would reduce world cereals prices by an average of 30%. Here, there is some good news. Vietnam has promised to resume some of its rice exports; Kazakhstan has done the same with wheat; India has said it will restart rice exports to some African countries. Summits have a way of persuading heads of state not to beggar their neighbours, so the Rome one could encourage more such promises.
“The underlying problem,” says Lennart Båge, the head of the UN’s International Fund for Agricultural Development, “is the decline in agricultural productivity growth. Unless we reverse that, we’ll be back in the same situation in a few years' time.”
4, A world trade deal on agriculture. Japan’s prime minister, Yasuo Fukuda, called on everyone to “smooth trade in agricultural products”, which sounds waffly but since any action will have to come at the next meeting of the G8 group of rich countries and since he will chair the meeting, it may count for something.
5, But most important, the Rome meeting could make a start on the main task of farming: a second green revolution. Ban Ki-moon, the UN secretary-general, suggests that world food production needs to rise by half by 2030 to satisfy growing demand. Behind the scenes, countries are preparing an avalanche of promises to help finance research into new seeds, build irrigation canals and spread fertiliser use (seeds, irrigation and fertilisers were the main components of the first green revolution of the 1960s). These promises could be the main achievements of the Rome summit. But they will be flawed and partial.

Bizottsági javaslatok az agrárpolitika átalakítására

A KAP 2003-ban elindított reformja számos felülvizsgálati záradékot tartalmaz 2007-2008-ra vonatkozóan, mely lehetővé teszi, hogy a meglévő politika alapvető reformja nélkül módosíthassák a jelenlegi jogszabályokat. Ennek megfelelően kezdett a Bizottság a KAP „állapotfelmérésébe”, melynek lezárulta után a Bizottság ismertette elképzeléseit a mezőgazdasági támogatások átalakításával kapcsolatban.
  • A Bizottság javasolja az egységes farmtámogatási rendszer (SPS) egyszerűsítését. Ezzel kapcsolatosan véglegesen eltörölnék a kötelező területpihentetést, amely jelenleg a szántóföldi növényeket termelő gazdálkodóknak előírja területük tíz százalékának ugaroltatását. Teljesen felszámolnák az esetenként még alkalmazható termeléstől függő támogatások rendszerét is, ez alól kivételt képeznének az anyatehénre, kecskére és juhra vonatkozó közvetlen kifizetések. A termelés és a támogatás teljes különválasztásával azt kívánják elérni, hogy a gazdák a piaci változásokra megfelelő módon reagáljanak, azaz a keresletnek megfelelően növelhessék termelésüket.
  • A Bizottság ad hoc intézkedésként már tavaly decemberben indítványozta a tejkvóták 2 százalékos növelését, a jelenlegi jogszabály-tervezetben azonban továbbmegy: a korlátok teljes megszüntetése mellett érvel. A tejkvóta felszámolását 2015 áprilisára tervezik, addig azonban öt lépésben végrehajtott, fokozatos növeléssel kívánják elérni a gazdák és a feldolgozóipar alkalmazkodását az új rendszerhez.
  • A Bizottság a durumbúza, a rizs és a sertéshús esetében az intervenció eltörlésére is javaslatot tett. A takarmánygabonák vonatkozásában az intervenció szintje nullára csökkenne, a kenyérgabona, a vaj és a sovány tejpor esetében pályázati rendszert vezetnének be.
  • A jogszabály-tervezetben kifizetési korlátozások is megjelennek: egy adott gazdaságnak folyósítható legkisebb összegű kifizetés évi 250 euró lenne. Egy másik elképzelés szerint az 1 hektárnál kisebb gazdálkodó egységek egyáltalán nem kaphatnának direkt támogatást, de az is elképzelhető hogy végül mindkét korlátozást bevezetik.
  • A Bizottság javaslatot tett az energianövényekre vonatkozó támogatás eltörlésére is.
  • Az előzetes híreszteléseknek megfelelően a Bizottság lehetőséget ad a jelenleg még az egyszerűbb egységes területalapú támogatási rendszert (SAPS) alkalmazó tíz új tagállamnak (Szlovénia és Málta már áttért az SPS-re), hogy 2010 helyett 2013-ig fenntarthassák ezt a rendszert. A sokkalta szigorúbb, hektáronkénti támogatás helyett a jogosultságon alapuló farmtámogatási rendszerre való áttérés alternatívája azonban addig is nyitva áll előttük. Magyarország várhatóan augusztus elsejéig bejelenti, át kíván-e térni az SPS-re.
  • A jogszabály-tervezet javasolja a vidékfejlesztésre történő forrásátcsoportosítás (moduláció) növelését: a nagyobb gazdálkodók agrártámogatásának a jelenlegi 5 százalék helyett 2012-re 13 százalékát csoportosítanák át a vidékfejlesztési alapba. Az így fennmaradó pénzeszközöket a tagállamok az éghajlatváltozás, a megújuló energiaforrások, a vízgazdálkodás és a biológiai sokféleség területét érintő programok megerősítésére fordíthatnák. Magyarországot a moduláció nem érinti addig, míg el nem érjük a száz százalékos támogatási szintet a közvetlen támogatások terén, tehát 2012-ig.

German foreign minister favours EU army

Germany's foreign minister, Frank-Walter Steinmeier, has indicated he would like to see a European army established.Speaking at a Social Democrat security policy conference in Berlin on Monday (5 May), Mr Steinmeier said he favoured the setting up of a "European armed force" and that he would like to see moves in this direction speeded up.
German daily Tagespiegel reported Mr Steinmeier as referring to the fact that the EU's new treaty, currently undergoing ratification across the European Union, allows for the possibility of a group of member states to "move ahead" in defence policy.
He noted that from Berlin's point of view, France is the key partner for this. Mr Steinmeier said he had already spoken with his French counterpart, Bernard Kouchner, on concrete steps to improve common areas in the military field. These include the areas of transport, helicopter capacity and procurement.
The end result of a consolidation of military capacities must be a European army, said Mr Steinmeier, according to German news agency DPA. At the same conference, other leading politicians from the Social Democratic party - which currently forms part of the governing coalition with the Christian Democrats in Germany - also spoke out in favour of the idea. Former defence minister and head of the SPD group Peter Struck said: "There will still be opposition to the idea of a European army as there once was against the single currency, the euro."But single states are no longer able to handle the threats of today," he continued.
The German politicians' comments appear to be in line with the views of French President Nicolas Sarkozy, who has in the past made several statements on the need for common European defence.
The French president has more recently not been so vocal on the issue. This is being seen as a deliberate ploy not to upset the EU treaty ratification process, particularly in neutral Ireland - the only country to have a referendum on the charter and where military issues are highly sensitive with the electorate.
An email from a Dublin-based UK official after a briefing by an official in the Irish Department of Foreign Affairs that was leaked to the press last month suggested that one of the reasons for having the treaty referendum before summer rather than in autumn was due to a fear of "unhelpful developments during the French presidency – particularly related to EU defence."
In addition Britain, as the other serious military power in the EU along with France, has also reacted coolly to Mr Sarkozy's push for more integration in EU defence. London has also yet to ratify the EU treaty.But Mr Sarkozy is expected to return to the issue in the second half of this year, during his stint at the EU helm.
The EU treaty, which has to be ratified by all 27 countries to come into force, allows for a group of member states who are politically willing to go forward to structured cooperation in defence.

The euro at ten

Ten years ago this month, EU leaders took the historic decision to launch the euro. The currency hit the streets in January 1999 and the Economic and Monetary Union (EMU) was born.
Now some 320m Europeans in 15 countries – more than the population of the US – use the same currency and benefit from an integrated EU market.
The euro has also helped us run sound public finances and macroeconomic policies – all of which have created more jobs.
Average government budget deficits in the EU fell to a record low of 0.6% of GDP in 2007 (compared to 4% in the 80s and 90s).
The benefits are tangible and real for everybody. The direct benefits of EMU for the citizen include:
  • Inflation in the last 10 years has been around 2% on average.
  • Almost 16 million jobs have been created since 1999
  • Lower long-term interest rates fell to less than 4%, half the level of the 90s.
  • There is no need anymore to exchange currencies which facilitates holidaying and shopping throughout the euro area.
  • Stable exchange rates boosted trade among euro area countries.

Although less visible for the citizen, other benefits are equally significant and real:

  • Public budget deficits fell to a record low of 0.6% of GDP on average in 2007 compared with around 4% of GDP in the 80s and 90s.
  • European markets are better integrated including in the financial area, which for consumers means cheaper products and services.
  • This rising international role of the euro, second only to the US dollar provides a shield against turbulences in the global economy.

EMU is a milestone of EU integration. EMU can and should deliver further benefits in the future if its full potential for citizens is to be realised. But the pressing challenges of globalisation, scarce natural resources, climate change and population ageing demand that we urgently improve its functioning for the next decade and beyond. A stronger EMU will also foster the EU's leadership in the global economy.

On the internal front, the euro area needs to increase the surveillance and coordination of its economic policies with the objective of ensuring that sound budgetary policies become a permanent feature, and to deal with the damage that persisting macro-economic imbalances may inflict on a country's competitiveness. In addition, the pace of economic integration needs to be stepped up to make markets work more smoothly.

Secondly, on the external front, the euro-area members must be able to define and agree common positions, to be able to speak with one voice in international forums.

Egységes nemzetközi fellépést az eurózónának!

Az Európai Bizottság az euró tíz évét vizsgáló közleményében pozitívan értékeli a csoport eddig elért eredményeit, ugyanakkor egy egységesebb nemzetközi fellépés érdekében hosszabb távon egy közös képviselet felállítását javasolja.
A csaknem pontosan tíz évvel ezelőtt született döntés értelmében az EU akkori vezetői 1999 január 1-jei dátummal határoztak az euró bevezetéséről. A közös valuta „vitathatatlan politikai és gazdasági siker”, nyilatkozta Joaquin Alumnia, gazdasági- és pénzügyi biztos szerdán (2008. május 7.), az Európai Parlamentben. Ugyanakkor hozzátette, hogy az euró „nem mindig örvend az őt megillető fogadtatásnak”, hiszen az egyes tagállamokban gyakran minden gazdasági probléma bűnbakjává kiáltják ki.
Az EU vezetői által szerdán elfogadott jelentés az euróövezet olyan kulcsfontosságú eredményeit hangsúlyozza, mint a „fenntartható árstabilitás”, a kamatlábak átlag 9%-ról 5%-ra csökkenése, az eredményesebb fiskális politikák és az 1999 óta teremtett 16 millió új munkahely. A dokumentum ugyanakkor elismeri, hogy az euró bevezetése óta eltelt tíz évben az évi 2%-os gazdasági növekedés nagyjából megegyezik a közös valuta bevezetését megelőző évek adataival.
A várhatóan a jövő év elején életbe lépő Lisszaboni Szerződés értelmében a Bizottság már a közösség pénzügyminisztereinek jóváhagyása nélkül küldhet „közvetlen figyelmeztetést” bármely tagállamnak, ha valamilyen területen a reformok elmaradását érzékeli.
Az euróövezet működésével kapcsolatban a biztos ugyanakkor szót emelt a csoport egységes fellépés mellett. Jelenleg ugyanis az eurózóna tagállamai külön-külön képviseltetik magukat olyan nemzetközi pénzügyi szervezetekben, mint a Nemzetközi Valutaalap vagy a fejlett országok vezetőit tömörítő G7 csúcstalálkozókon, ahelyett, hogy egységes véleményt és nagyobb súlyt képviselve, maga az eurócsoport képviseltetné magát. A Bizottság ugyanakkor tisztában van azzal, hogy ez jelenleg messze van a politikai realitástól, az egységes fellépésre való igény sokkal inkább egy közép-, hosszú távú célkitűzésként fogalmazódott meg.

Zöldet kapott a szlovák euró

A brüsszeli bizottság jóváhagyását adta ahhoz, hogy Szlovákia 2009. január elsején bevezesse az eurót. Szlovákia teljesítette az euró bevezetéséhez szükséges szigorú kritériumokat - jelentette be Joaquin Almunia, az unió pénzügyi biztosa.
"Szlovákia a fenntartható gazdasági konvergencia magas fokát érte el, és kész arra, hogy 2009. január 1-jén bevezesse az eurót. Ahhoz azonban, hogy az euró bevezetése valóban sikeres legyen, Szlovákiának további erőfeszítéseket kell tennie, hogy fenntartsa az alacsony inflációt, ambiciózusabbnak kell lennie a költségvetés konszolidációja tekintetében, és erősítenie kell versenyképességét. Fel kell gyorsítania a gyakorlati előkészületeket is annak biztosítására, hogy az átállás olyan zökkenőmentes legyen, mint 2008 januárjában Cipruson és Máltán" - mondta Almunia.Mint hozzátette, a többi, még nem euróövezetbeli tagállam "jól, bár eltérő ütemben halad az euró bevezetése felé". Felkérte ezeket a tagállamokat arra, hogy folytassák és javítsák erőfeszítéseit, "hiszen ez egyértelműen hosszú távú érdekük."

Local elections sign change in mood in Britain

Boris Johnson, the floppy-haired media celebrity and Conservative member of Parliament who transformed himself from a figure of fun into a plausible political force, was sworn in as mayor of London after an electoral victory that was a resounding rebuke to the Labour government of Prime Minister Gordon Brown.
In a brief speech, he reiterated promises to tackle crime, improve the bus system and increase affordable housing. Afterward, he met with the police and transport commissioners and with experts he hopes to enlist as part of his team, The AP reported.
As votes were tallied across the country after elections on Thursday, it emerged that the Labour Party had suffered its worst local election results in at least 40 years. With final votes in for the 159 local councils in which seats were being contested, Labour lost 331 seats over all, and the Conservative opposition gained 256.
The Labour Party took an estimated 24 percent of the overall vote, placing it a woeful third behind the Conservatives, with 44 percent, and the Liberal Democrats, with 25 percent.
But it was the mayoral race, in which Johnson, 43, defeated the experienced Labour incumbent, Ken Livingstone, 62, by 1,168,738 votes to 1,028,966 votes, that was the biggest shock - a sure sign of a deep national weariness with the Labour government. London has been resolutely Labour in recent years, and its loss is a bitter blow to the national party.
This was the first big test of Gordon Brown and David Cameron," said Stephan Shakespeare, a co-founder of YouGov, a polling company, speaking of the Conservative Party leader. "We've had a lot of ups and downs, a lot of debate and a lot of polling, and until this moment the general feeling of malaise that hung over this government hasn't been made concrete or specific. Now it has. It shows that something has profoundly changed in British politics."

Boris wins: Europe trembles

The significance of his win "it's not that Boris has passionate views on Europe. Indeed, although he's more famous for going to Eton, he went to the European School here in Brussels for a while, when his dad (later a Tory MEP) was working for the commission.
Later, as the Telegraph's man in Brussels, his witty dispatches hammered home the idea of a wasteful and bureaucratic European Union in the British public's mind. But Boris's victory, along with the local election results, mean a great deal for the European Union.
But my long view from Brussels is that the combination of a worsening economy, a sense of "time for a change", a restless media, a fixed public image of an inept Prime Minister combined with some really clunky decision making, and it is very difficult to see how Labour can win the next election.
If David Cameron becomes the next British Prime Minister, it could mean a profound change in the relations with the European Union. Although he clearly doesn't want Europe to be one of the high profile campaign issues, it will be forced up the agenda."

Immigrant issue key in Italy's elections

A crackdown on crime and tighter immigration controls have emerged as key issues in runoff elections this weekend after two women were recently raped in Milan and Rome, with immigrants accused of the crimes.
The rapes last week of an American woman in Milan and a Lesotho woman in Rome, in which immigrants are accused, stunned Italians and abruptly shifted the focus of the mayoral campaign in the capital to Italy's increasingly uncomfortable relationship with its growing immigrant population.
The unease was underscored by the unexpected success of the anti-immigrant Northern League party in national elections 10 days ago. The Northern League doubled its support nationally, capturing 8.2 percent of the vote, and hit peaks of more than 25 percent in regions like the Veneto. The Northern League took advantage of concern about crime and unregulated immigration, said Marzio Barbagli, a sociology professor at the University of Bologna.
Roberto Maroni, a top Northern League official, is widely expected to become minister of the interior, a post he held during Prime Minister Silvio Berlusconi's first short-lived administration in 1994. News reports in the past week quoted Maroni as saying that citizen safety would be a priority of the incoming government, including "a tougher line on illegal immigration," which he linked to violent crime.
Interior Ministry statistics released last Monday indicated that crime in Italy has grown less than 5 percent in two years, and even more slowly in Rome. The most significant rise was in house break-ins and muggings.
About 35 percent of all crimes were committed by foreigners, according to the Interior Ministry, with the list topped by immigrants from Romania, who have grown in number since it joined the European Union last year.
According to statistics from the first eight months of last year, the most recent available, about 16 percent of all foreigners charged with crimes were Romanian, a figure that rose to 75 percent in Rome. "There is a problem of crime in Italy, certainly, but above all because foreigners live in precarious situations when they first come," said Franco Pittau, coordinator of the annual immigration statistics report commissioned by Caritas/Migrantes, the social service arm of the Roman Catholic Church. The situation might be different, he suggested, if Italy implemented programs to assist new arrivals. Maroni has said that the new Berlusconi government will consider taking steps against Romanians.
On Thursday evening, Prime Minister Calin Popescu-Tariceanu of Romania telephoned Berlusconi to discuss the "recent spate of violence" involving Romanians in Italy, the Romanian government said Friday. The two leaders concurred that "the public perception of these facts must not harm Romanian citizens or bilateral relations" and agreed to meet as soon as Berlusconi takes office, the statement said.
Marcella Lucidi, the outgoing Italian undersecretary of the interior, who was responsible for immigration, said that if the entrance of Romania into the EU has created difficulties, "we should reflect on this at a European level," including the countries of the former Eastern bloc. "Italy can't act alone," Lucidi said.

EP elfogadta a Galileo finanszírozását

Az Európai Parlament tegnap nagy többséggel elfogadta a Tanács és a parlament delegációi által már elfogadott kompromisszumos javaslatot az európai műholdas navigációs rendszerről. Optimális esetben a rendszer öt éven belül működésbe állhat.
Az európai globális navigációs műholdrendszer (GNSS) két programból áll: az Egnos-ból és a Galileóból. Az Egnos (European Geostationary Navigation Overlay Service) egy regionális rendszer, amely a GPS-jeleket használja újra és további jelekkel javítja a műholdas navigáció teljesítményét. A Galileo pedig 30 műhold és az ehhez kapcsolódó földi irányító infrastruktúra összessége. A polgári célokra tervezett, és anyagi haszonnal is kecsegtető projekt a tervek szerint alternatívát jelenthet az amerikai GPS-nek és az orosz Glonass-nak is.
A Galileo fejlesztési szakasza során építik meg és lövik fel az első műholdakat, és ekkor hozzák létre az első földi infrastruktúrákat is. Az összes űrbeli és földi infrastruktúra a kiépítési szakaszban készül el. Ez a fázis 2013-ra érhet véget. Ez után következhet a hasznosítási szakasz.
A projektet végül teljes egészében EU-forrásokból finanszírozzák (az eredeti tervek még az EU és a magántőke egyharmad-kétharmad arányú részvételével - ppp-konstrukcióval - számoltak). A 2007-2013-as időszakra a programokra rendelkezésre álló teljes költségvetés 3,8 milliárd millió euró. A tagállamok és a programhoz kapcsolódó harmadik országok további finanszírozást is nyújthatnak (projekt összértéke 4,5 milliárd euró).
A jelentés kiemeli: „a programok keretében létrehozott vagy kifejlesztett tárgyi eszközök és immateriális javak összességének az Európai Közösség tulajdonát kell képeznie. A rendszerek üzemeltetéséből származó bevételek az Európai Közösséget illetik; e bevételeket a közösségi költségvetésnek juttatják, és a programok céljára különítik el.”
A programokat a Bizottság által képviselt Európai Közösség, az Európai GNSS Ellenőrző Hatóság (GSA) és az Európai Űrügynökség (ESA) irányítja majd, szigorú hatáskörmegosztással. A jogszabály tervezete szerint a Bizottság gondoskodik a személyes adatok és a magánélet védelmének biztosításáról és a rendszerek technikai struktúrájába való beépüléséről.
A jelentés kedd délutáni vitájában Barsiné Pataky Etelka emlékeztetett arra, hogy „az Európai Parlament a kezdeti időszaktól folyamatosan és határozottan támogatta a Galileo program megvalósítását”. Barsiné hozzátette: „a Galileo programmal új technológiát, fejlesztést, új vállalkozási lehetőséget és munkát ígértünk, különösen kiemeltük a kkv-k részvételi lehetőségeit a 27 tagállam vállalkozói előtt. A szabályozás ezt is biztosítja”. Zárszavában a jelentéstevő kiemelte: „made in Europe” programokról van szó, tehát „nem egyik vagy másik tagállam, egyik vagy másik iparvállalat ügyéről”.

" A legfőbb bökkenő az uniós tagállamok számának szaporodása. ... Alaposabb elemzések rámutatnak a megváltozott belső csoportdinamikára: tizenkét szereplő körében a legnagyobb mennyiségben hatfős koalíciók alakulhatnak, lehetséges számuk 924. A jelenlegi, huszonhetes létszámmal már 296 010-féle hatfős csoport képződhet, ennél jóval nagyobb viszont a magasabb létszámú csoportok létrejöttének lehetősége. A nyolc fő feletti koalíciók különféle összetételei már milliós nagyságrendűek, a tizenhárom-tizennégy tagú csoportokból pedig - nem tévedés - húszmillió változat alakulhat ki. Mindebből az Unió mindennapjaiban az érzékelhető, hogy rendkívül változatos érdekcsoportok szerveződnek és bomlanak, szinte soha nincs egység, a részérdekek mögött is olyan koalíciók állnak, amelyeknek súlyuk van a vitákban. A végén persze általában letisztulnak és egyszerűsödnek az érdekkülönbségek, ám a kétpólusú szembenállásra szinte biztosan lehet számítani, akár az agrárszubvenciók jövőjéről, akár Koszovó sorsáról van szó.
Az Európai Unió inkább hasonlít valamiféle "kis ENSZ-hez", mint a hajdan megálmodott egységes közösséghez. Egyre nyilvánvalóbb, hogy nem tudta véghezvinni egyik fő küldetését: a nemzeti önzést meghaladó közös politikai cselekvés létrehozását. A kétszintű európai kormányzás ugyan látványos sikereket ért el, ugyanakkor ismét politikai divat "nemzeti érdekben" gondolkodni együttes európai célok helyett. Csakhogy az individuális tagállami érdek rendszerint más tagállamok - elvben hasonló érdekű integrációs társak - törekvéseivel ütközik. Ha bármelyikünk győz, egymást "nyomjuk le". Ezzel a relatív sikerrel büszkélkedhetnek a brüsszeli ülésekről nyilatkozó kormánypolitikusok: a többi családtag rovására szereztünk nagyobb koncot. Az igazi közösségi érdek az Unión kívül állókkal szemben mutatkozó előny, például környezetünk tisztasága, közlekedési folyosóink építése, világszintű versenyképességünk erősítése. Idehaza ez könyvelhető el családi sikerként, ilyen "győzelmekről" azonban ritkán lehet hallani. "

Turkey uses gas pipe as leverage in EU talks

Turkey is playing hardball in the geopolitical struggle over an $8 billion pipeline at the center of Europe's efforts to cut dependence on Russian natural gas.
Turkey is trying to profit from its strategic location bridging Europe and Central Asia and to become a key part of Europe's energy plan. This might bolster its push to join the European Union - if its negotiating tactics don't exhaust Europe's patience.
Europe wants Turkey to be a transit corridor along the Nabucco pipeline's route, which is to run 3,300 kilometers, or nearly 2,100 miles, from the Caspian Sea region to Austria. Turkey wants more control: acting as a regional energy hub, collecting gas from the east, buying some domestically at below-market prices and passing on the rest to Europe for a variable fee. "Nabucco is a demonstration project of Turkey's intent to join the European Union," said Brendan Devlin, assistant to Jozias van Aartsen, the EU's Nabucco negotiator. "By delivering on this project, Turkey would clearly underline its importance to the EU."

French report calls for revision of EU's reform plan

An internal French report on how Paris is performing in implementing economic reforms, included the EU's Lisbon agenda, shows France is lagging behind but also claims that the whole policy package should be radically revised.
The author of the report, economist and lawyer Laurent Cohen-Tanugi was appointed in October 2007 by the country's economy minister Christine Lagarde to look into the issue of Europe and its economic development in the context of globalisation.
According to its 2008 report, France recently slightly improved its scores due to labour reforms but it is still lagging behind the UK and Germany from among the big countries, as well as a group of smaller states leading the EU's table, mainly Denmark, Sweden and Austria.
The French report - expected to be taken up by French president Nicolas Sarkozy to open a debate about the future of the Lisbon package after 2010 - argues the EU should focus its efforts on industrial innovation, education training and new environmental technologies.

Levegővédelmi irányelv

Az unió tagállamai által jóváhagyott jogszabály újdonsága, hogy a levegőben lévő mikroszemcsés finom por arányára vonatkozóan is kötelező határértéket ír elő, ezzel kívánja visszaszorítani az olyan légúti megbetegedéseket, mint például az asztma vagy a hörghurut.
A levegő minőségéről szóló új jogszabály határértékeket és céldátumokat határoz meg - az emberi egészségre nézve legveszélyesebb szennyezőanyagok közé tartozó - finom por koncentrációjának csökkentésére, amelynek a koncentrációját a nagyobb részecskékkel együtt már szabályozták.
A tagállamoknak az új előírás alapján 2020-ig a 2010-es értékekhez képest átlagosan ötödével kell mérsékelniük a finom por koncentrációját a városi területeken. 2015-ig már 20 mikrogramm/köbméter alá kell csökkenteni a por jelenlétét, a meglévő légszennyezettségi határértékeken az új irányelv nem változtat.
Az új jogszabály ugyanakkor egyes határértékek eléréséhez nagyobb rugalmasságot biztosít a tagállamoknak azokon a területeken, ahol nehézséget okoz megfelelni az előírásoknak. Így az irányelv hatályba lépését követően három évig (2011 közepéig), vagy a nitrogén-dioxid és a benzol esetében legfeljebb öt évig (2010-2015) el lehet halasztani a korábban már szabályozott, nagyobb szemcsékre vonatkozó határérték teljesítését.
A most elfogadott irányelv a Bizottság által 2005 szeptemberében elfogadott, levegőszennyezésről szóló, 2005. évi tematikus stratégia egyik kulcsponti intézkedése, mely nagyra törő és költséghatékony célokat határoz meg az emberi egészség és a környezet minőségének javítására 2020-ig.

Berlusconi wins historic elections

Silvio Berlusconi has won his third Italian election with a bigger than expected swing to the centre right, but the media magnate said it would not be easy to solve deep economic problems. A strong mandate should enable Berlusconi to push reforms through parliament, but many Italians are disillusioned with politics and doubt any government can quickly cure the ills of Italy's fourth-largest economy.
He said his priorities were settling the future of state-controlled Alitalia, which the outgoing administration was struggling to privatize, and clean up a long-standing garbage crisis in Naples. Berlusconi's pledges include cutting taxes while reducing public debt, liberalizing the economy and getting tough on crime.
Pollsters' projections, based on partial results, gave Berlusconi a 99-seat majority in the 630-member lower house and an advantage of up to 30 seats in the Senate, which has 315 elected and seven lifetime senators.
A surprise winner in the election was Berlusconi's junior coalition partner, the anti-immigration Northern League which doubled its result over the 2006 election to around 8 percent. That result will help strengthen Berlusconi's majority, but analysts said it might give the League 'kingmaker' powers.
The big loser of the election was the left. Excluded from Veltroni's Democratic Party, the Rainbow Left, made up of communists and greens, fared so badly it may not win any seats. With many smaller parties facing a similar fate, Christian Democratic chief Pierferdinando Casini said parliament may have only five parties, compared with some 20 last time -- a major turnaround for Italy's traditionally fragmented politics. The new constellation will bring an unusual clarity and simplicity to Italian politics.

Végső jóváhagyás a Galileónak

Az Európai Unió közlekedési miniszterei hétfői (2008. április 7.) tanácskozásukon megállapodtak a Galileo műholdas navigációs rendszer elindításának utolsó kérdéseiről is.
A 30 műholdból és földi irányítóközpontból álló navigációs rendszerrel az unió egy, az Egyesült Államok globális helymeghatározó rendszeréhez (global positioning system - GPS) hasonló eszközt kíván kifejleszteni. A rendszer teljes mértékben az unió tulajdonát képezi majd, és a 2007-2013-as időszakra 3,4 milliárd eurós költségvetéssel rendelkezik. A Galileo 24 000 km magasságban keringő műholdjai ötféle szolgáltatást látnak majd el, alkalmazásuk a mindennapi életben is igen sokrétű lehet: a járművek irányításától a közlekedésbiztonságon át, a különféle kereskedelmi tevékenységek támogatásáig (bankszektor, geológia, közművek, energia stb.) terjedhet felhasználása.
A hétfői döntést követően a Galileo-program megvalósítását az Európai Bizottság felügyeli majd az Galileo Felügyelő Hatósággal (GSA- Galileo Supervisory Authority) és az Európai Űrügynökséggel együttműködve. A projekt politikai irányítása a Tanács valamint az Európai Parlament kezében marad.
A program finanszírozásáról - hosszas viták után - végül novemberben sikerült megállapodniuk a tagállamoknak. A korábbi elképzelésektől eltérően az infrastruktúra kifejlesztését végül nem helyezték a magánszektor kezébe, a kompromisszum értelmében a Galileo kiépítési szakaszának teljes költségét a közös kasszából fizetik majd.

Bukaresti NATO csúcs

Nicolas Sarkozy francia elnök a csúcstalálkozón bejelentette, hogy országa több mint négy évtized után visszatér a NATO integrált katonai parancsnokságába. Franciaország még Charles de Gaulle elnöksége idején, 1966-ban lépett ki az észak-atlanti szövetség katonai szárnyából, tiltakozásképpen a növekvő amerikai befolyás miatt. Sarkozy szerint azonban most eljött az ideje a francia-NATO kapcsolatok megújításának, egyúttal bejelentette, hogy 700 francia katonát küldenek Afganisztánba, a NATO ottani jelenlétének megerősítésére. A hivatalos döntés várhatóan az év végén fog megszületni, így Franciaország a szervezet jövő évi 60 éves jubileumi csúcstalálkozóján már teljes jogú tagként vehet rész.
A csúcstalálkozót követően Macedónia csalódottságát fejezte ki, hogy a görögök vétója miatt - Horvátországgal és Albániával ellentétben - az ország nem kapott meghívást a katonai szervezetbe. Ugyanakkor a nyugat-balkáni ország felvételét támogató amerikai kormányzat jelezte, hogy kétoldalú megállapodással kívánja Macedónia védelmét garantálni, melyet két héten belül aláírnak a felek.
A bukaresti csúcstalálkozón döntés született arról is, hogy a NATO további három országgal (Bosznia-Hercegovinával, Montenegróval és Szerbiával) alakít ki szorosabb együttműködést a Partnerség a Békéért program keretein belül. Belgrád - a másik két országgal ellentétben - egyelőre nem jelezte, hogy élni kívánna a lehetőséggel.
Több hónapos tárgyalásokat követően a Csehországba telepítendő amerikai radarokról is sikerült megállapodni: a prágai vezetés áldását adta, hogy az ország területén a közép-európai rakétaelhárító rendszer részét képező létesítményeket építsenek. A javaslat a valamennyi NATO-tagállam támogatását élvezi, mivel a radar az európai és észak-amerikai védelmi rendszer szerves részét képezné. Az amerikai kormányzat emellett Lengyelországba 10 elfogó vadászrepülőgépet is szeretne telepíteni, de erről még nem sikerült megállapodásra jutni a varsói vezetéssel.

France bolsters EU defences at NATO summit
France gave the European Union's defence arm a major boost at the NATO summit in Bucharest, which ended Friday, by winning concessions from its alliance partners, including the United States. A declaration signed by the 26 heads of state and government -- 21 of them also EU members -- underlined the change of tone on European defence, which some allies complain doubles up and wastes resources better used at NATO.
"We recognise the value that a stronger and more capable European defence brings, providing capabilities to address the common challenges both NATO and the EU face," the declaration read. "A stronger EU will further contribute to our common security."
Rarely, if ever, have Europe's military ambitions been encouraged in such a public way by a transatlantic alliance determined for so long to remain the one and only military structure taking care of security on the continent.
"Before, NATO spoke above all about relations between the EU and NATO. Here, European defence is being clearly mentioned," a French official said. "The fact that (US President) George W. Bush mentioned this in session and that it was set down in writing is a good result," he said, on condition of anonymity.
Until now, Bush has remained an implacable opponent of granting more autonomy to European defence, but -- as his voice has always been loudest at the alliance -- he is now setting the tone for other reluctant allies. "Building a strong NATO alliance also requires a strong European defense capacity," Bush told a conference ahead of the summit, NATO's biggest ever. "So at this summit, I will encourage our European partners to increase their defense investments to support both NATO and EU operations."
Pushing him has been French President Nicolas Sarkozy, who since coming to power last year has sought to improve relations with Washington. In exchange for a boost in Europe, Sarkozy also proposed France's full reintegration into NATO's military command structure, which then-president Charles de Gaulle pulled out of in 1966.
"The president of the United States made a declaration ... on the need for European defences that would complement the alliance, which was, in my opinion, a historic turning point in US policy," Sarkozy said Thursday. "It was a gesture we have been waiting for, that has been noticed. It's a gesture that shows understanding for what is happening in Europe."
A senior French official said: "That US opposition just had to be lifted. Otherwise nothing would be possible. Of course, not everything has been resolved on European defence but we have already lifted some obstacles."
With Washington's green light, Sarkozy now plans to use France's presidency of the EU, which runs from July 1 to December 31, to give new impetus to European Security and Defence Policy, launched in 1999.
The first challenge is Britain -- which was with France at the heart of the project almost a decade ago -- but which has been reluctant to boost the EU headquarters in Brussels and increase the European Defence Agency's budget. "For the moment we're waiting for London to ratify the Lisbon treaty (of EU reforms). But after that Prime Minister Gordon Brown has assured us that he would be ready to move forward on the topic," an official in Paris said.
Another hurdle is Germany, which France will have to convince to make a special effort to bring itself up to the military spending level of Paris and London. The European defence challenge remains formidable, but France maintains that Bucharest has been a sizeable first "success". "The closer we are to the Americans, the more independent we are, and we help European defence progress more too," a second senior French official said.

Ahern resigns

Praised for his statesmanship, but scandal forces Ahern to step down

Bertie Ahern's decade of domination of Dublin politics came to a sudden end yesterday when he dramatically announced his resignation as Irish Taoiseach and leader of the Fianna Fail party. He is to step down early next month as the financial sleaze controversies surrounding him show no sign of abating.
While there had been speculation that he might leave office this year, his move took most by surprise since he has been battling on, both in the courts and in an official tribunal.
News of Mr Ahern's departure received a mixed reaction in the Irish Republic but drew warm tributes from Gordon Brown and Tony Blair as well as, more surprisingly, compliments from Northern Ireland Unionists such as the Rev Ian Paisley. The favourite to succeed him is the experienced Brian Cowen, who was Minister for Foreign Affairs and is currently Finance Minister.
Mr Ahern was insistent that despite the welter of allegations concerning his financial affairs he had never taken a corrupt payment, declaring: "I know in my heart of hearts that I have done no wrong."
It has nonetheless become obvious that his explanations for a series of unorthodox money transfers were not believed by the public and that the issue was causing increasing concern within his own party.
Last May he led Fianna Fail to a historic third successive general election win. At that point he appeared master of the political scene after ten years as premier. He will be remembered for his contribution to the peace process which has led the Northern Ireland troubles to rest, and for his capable handling of the unprecedented boom in the Irish Republic's economy.
He can however expect to face further attention from the official tribunal which has for years carried out the most exacting scrutiny of his unconventional financial affairs. He has mounted a robust but ultimately unsuccessful defence of his behaviour.
Mr Ahern's credibility has been severely dented by revelations from the tribunal and it is not known whether further damaging disclosures are on the way. He announced his departure at a hastily-arranged news conference at Government Buildings in Dublin, flanked by senior ministers. Mr Ahern, who appeared emotional, was later given a standing ovation when he appeared in the parliament chamber.

Életbe lépett a nyitott égbolt

A most hatályba lépett EU-USA légiközlekedési megállapodás lehetővé teszi, hogy az Európai Unióban honos légitársaságok bármely tagállamból közvetlen légi járatokat indítsanak az Egyesült Államokba. A megállapodás felszámolja az útvonalakat, az árakat és a heti járatszámokat érintő valamennyi korlátozást, ami a járatok és a célállomások számának növekedését és a transzatlanti járatok árainak csökkenését eredményezheti.
Az EU és az USA között utazó, hozzávetőleg évi 50 millió személyt érintő megállapodás hatálya a legnagyobb nemzetközi légiközlekedési piacra terjed ki, amely a világ légi forgalmának 60%-át bonyolítja.
A megállapodás az útvonalak, az árak és a heti járatszámok érintő valamennyi korlátozásnak búcsút mond, ami a járatok és a célállomások számának növekedését és a transzatlanti járatok árainak csökkenését eredményezheti. London-Heathrow és az Egyesült Államok közötti légi járatok a múlt év azonos időszakához mérten akár 20 százalékkal is megnövekedhetnek, míg az utasoknál jelentkező megtakarítások egyes számítások szerint az első öt évben elérhetik a 12 milliárd eurót.
A Bizottság szerint a megállapodás nyomán összesen akár 80 000 új álláshely jöhet létre az Atlanti-óceán két partján, miközben a környezetkímélőbb transzatlanti légi járatokkal csökkenni fog az egy járatra eső károsanyag-kibocsátás.
Az Egyesült Államok és az EU 2008. május közepén kezdik meg a transzatlanti nyitott légiközlekedési terület létrehozására irányuló tárgyalások második szakaszát, amelynek célja az egységes légiközlekedési piac megvalósítása az EU és az USA között, ahol a beruházások szabadon áramolhatnak, és ahol a légi szolgáltatást érintő korlátozást megszüntetik, ideértve a mindkét fél hazai piacához való kölcsönös hozzáférést.
A most hatályba lépett megállapodást 2007. április 30-án, a Washingtonban tartott EU–USA transzatlanti csúcstalálkozón írták alá. A megállapodás a tagállamok és az Egyesült Államok közötti 21 kétoldalú, nemzeti jellegű korlátozásokat tartalmazó megállapodás helyébe lép. Mindezidáig az Európai Unióban honos légitársaságok az országuktól eltérő helyről nem indíthattak járatokat az Egyesült Államokba.

Újrakezdődnek a ciprusi béketárgyalások

Ciprus új elnöke, Demetrisz Krisztofiasz és Mehmet Ali Talat észak-ciprusi török vezető találkozójával ma újraindulhatnak a négy éve megfeneklett tárgyalások a megosztott sziget újraegyesítéséről.
Krisztofiasz múlt havi megválasztása óta ez lesz az első magas szintű megbeszélés a két fél között. Mindkét baloldali politikus egyaránt optimistán nyilatkozott a tárgyalások várható eredményéről. Az egyeztetések 2004-ben szakadtak meg, amikor a görög ciprusiak elutasították - a törökök által egyébként elfogadott - ún. Annan-tervet. A ma kezdődő tárgyalásokon az ENSZ különmegbízottja, Michael Moller is jelen lesz.

Kormányalakítás Belgiumban

Letette hivatali esküjét az Yves Leterme flamand kereszténydemokrata politikus vezette, új belga kormány. A létrejövő ötpárti nagykoalícióban a flamand és a vallon kereszténydemokraták, valamint a flamand és a vallon liberálisok mellett helyet kaptak a vallon szocialisták is. Az eskütétel után a kormány bizalmat kapott programjához a törvényhozás mindkét házában.
Belgiumnak a tavaly június 10-én tartott választások óta nem volt stabil kormánya. Addig szocialista-liberális koalíció kormányzott, Guy Verhofstadt flamand liberális politikus vezetésével. A koalíció a választásokon vereséget szenvedett, a kormányalakításra felkért Yves Leterme flamand kereszténydemokrata pártvezér pedig hosszú hónapokon át nem volt képes elfogadtatni a kormánykoalícióra kiszemelt vallon pártokkal kormányprogramját, amely többek közt a két tartomány eddiginél is nagyobb önállóságát célozták. Az egyeztetések folyamán az eredetileg jobbközép koalíció megalakítására irányuló tárgyalásokba bevonták a vallon szocialistákat is, most tehát Leterme vezetésével csaknem „nemzeti egységkormány” alakult Belgiumban.
Leterme kormányában a 15 miniszter közül nyolc flamand, hét vallon. Az ország lakosságán belül a flamandok enyhe túlsúlyban vannak. Belgiumban hosszú évek óta élő hagyomány, hogy a miniszterelnök flamand, de a tárcákat méltányosan igyekeznek elosztani.
Politikai elemzők ugyanakkor arra hívják fel a figyelmet, hogy a frissen alakult kormány nem kínál megfelelő megoldást azokra az intézményi és nyelvi problémákra, melyek a mostani kilenc hónapos válságnak is a fő okozói voltak, ezért ők nem jósolnak hosszú időt a nagykoalíciónak. A közvélemény-kutatások szerint a belgák osztják a szakértők álláspontját: több mint felük számít arra, hogy a koalíció idő előtt összeomlik.

5th freedom: Freedom of knowledge

As part of the EU's ongoing quest to make itself more competitive, the bloc's leaders have suggested creating a "fifth freedom" of knowledge to be added to the four original principles of free movement of persons, capital, services and goods in the European Union.
As part of the initiative, the bloc has pledged to boost cross-border mobility of researchers, students, scientists and university teachers, as well as labour markets and work conditions for European researchers and further reforms in high education.
According to the latest figures, the EU invested 1.84 percent of GDP in research in 2006 - the same as in 2004 and 2005 - despite having an overall 3 percent target of GDP to meet by 2010.
While EU leaders re-confirmed they want to boost efforts in achieving the long established knowledge and innovation goals, economy ministers also pointed out in their working sessions that several countries need better infrastructure in the sector before they can pour in the required investments. "Just by providing more money does not necessarily mean research and its practical results for national economies will be improved," said Jan Pociatek, the finance minister of Slovakia, a country also featuring poorly in terms of R&D investment. "We see it as a key problem of several countries," he noted, adding that the European Commission has been asked to prepare an analysis on the issue.

Az Európai Unió vezetői tegnapi ülésükön megállapodtak, hogy mindent megtesznek annak érdekében, hogy még az év végéig egyezségre jussanak az éghajlatváltozással kapcsolatos intézkedések részleteit illetőleg.
Ilyen szigorú menetrenddel van esély arra, hogy 2009 végére végleges formájában öntsék a javaslatcsomagot, amely így a Kiotói szerződést felváltó nemzetközi megállapodás előkészítése során az egységes uniós álláspont alapját képezheti. Retreat over green pledges
Angela Merkel, the German Chancellor called for concessions for German car-makers and heavy industry. "I will be standing up particularly for jobs in Germany’s car sector,” she said, under pressure from manufacturers such as Mercedes, Audi and Porsche which face big fines if they do not reduce exhaust emissions substantially. “We want a fair set of rules here,” she said, adding that efforts to protect the environment must not damage Europe’s industrial base.
Mr Barroso told The Times yesterday that the EU would act to protect different industrial sectors such as cement or steel after 2012 if they faced unfair competition from countries that refused to join a new global climate agreement. But the Germans, backed by the Austrians and several other EU countries, want heavy industry to win immediate exemptions from the emissions trading scheme which is designed to force companies to cut CO2 or face financial penalties.

Barcelonai Folyamat a Mediterrán Unióért
A francia elnök és a német kancellár között múlt héten született hannoveri egyezségnek megfelelően több ponton módosították Sarkozy eredeti javaslatát az EU déli szomszédait laza formációban integrálni kívánó Mediterrán Unióval (MU) kapcsolatban. A MU eredetileg csak a Mediterráneum térségéből tartalmazott volna országokat, ugyanakkor az együttműködéshez jelentős forrásokat rendelt volna - elsősorban az európai szomszédságpolitika büdzséjének rovására. Ez az álláspont elfogadhatatlan volt Németország számára, amelynek nyomására az aktuális javaslat alapján a Mediterrán Unió jóval kiterjedtebb lehet.
A szlovén elnök a jelenlegi javaslatot a Barcelonai Folyamat (1995) „feljavításának” nevezte, amelynek célja a politikai, gazdasági és kulturális együttműködés fejlesztése az Európai Unió és a Földközi-tenger országai között. A jelenlegi tervek szerint a MU-ban 37 állam vehet majd részt, az EU huszonhetek mellett a Földközi-tenger 12 országa, Marokkótól - Izraelen és a Palesztin Hatóságig keresztül - Törökországig. Az együttműködést egy közös titkárság irányítaná, és az elnökségét egyszerre egy déli (tagállam) és egy északi (partner) töltené be.

Malta's ruling Nationalists re-elected

Malta's conservative Nationalist Party, in power in the tiny Mediterranean state for most of the past two decades, has won re-election in the country's closest ever polls, beating traditional rival Labour by less than one percent of the vote. Prime Minister Lawrence Gonzi, who presided over the country's entry into the European Union in 2004, is expected to pursue his pro-EU and open economic policies in the archipelago of some 400,000 people.
Deputy Labour leader Michael Falzon conceded defeat after a marathon vote tally finally gave the Nationalists an edge of 1,542 votes in the early hours of Monday, more than 24 hours after polls closed on Saturday.
It was the Nationalists' third consecutive victory over Labour, their perpetual rival since independence from Britain in 1964. The Nationalist Party won 49.3 percent of the vote, followed by 48.8 percent for Labour, 1.3 percent for the green Democratic Alternative, 0.5 percent for the right-wing National Action and 0.1 percent for independent candidates, according to unofficial results.
Nearly 300,000 people voted in the cliffhanger polls, which enjoyed a turnout of some 93 percent -- actually on the low side in the politically polarised nation. Most voters are staunchly loyal to one or the other of the two main parties, which are both near the centre of the political spectrum. About half of Malta's population turned out last Thursday for twin rallies staged by the two main parties to cap the five-week election campaign.
In the hard-fought election campaign, Gonzi, 54, ran on economic achievements, while his challenger, Labour Party leader Alfred Sant, 60, pushed an anti-corruption platform. After a 2003 campaign dominated by the issue of EU membership -- the Nationalists wanted full status while Labour advocated a partnership accord -- domestic issues came to the fore this year including taxes, health care, education and the environment.
The Gonzi government has reined in Malta's budget deficit from 10 percent of gross domestic product in 2004 to just 1.6 percent in 2007, when the island nation enjoyed GDP growth of 4.3 percent, twice the EU average.

Spain's Zapatero wins general election

Spanish socialist leader Jose Luis Rodriguez Zapatero on Sunday won a decisive victory in what was his second general election, increasing his party's vote despite the killing on Friday of a former socialist municipal councillor in the militant-nationalist blighted Basque country. However, Mr Zapatero did not quite manage to win the absolute majority he had been hoping for. With 99.95 percent of the votes counted, his party now holds onto 169 seats, seven short of the 176 required for an absolute majority.
The main opposition party, the right-wing Popular Party (PP), also moderately increased their support, climbing to 153 seats from the 148 it held following the 2004 elections. Senator Pio Garcia Escudero, the PP's campaign co-ordinator, said: "I congratulate the Socialist Workers' Party [PSOE]. The victory is clear and was won in fair combat."
The country's multiple small regional nationalist and far-left parties were the main losers of the evening, seeing their support significantly diminished as results further consolidated what has been a growing bipartisanism between left and right in Spain's political culture.
The United Left, a coalition of former communists and other far-left groups received its worst result since 1982, dropping down to three from its previous five seats. Catalonia's leftists, the Catalan Republican Left, or ERC, lost five of its eight seats.
Analysts have suggested that the far left and irridentist groups have been squeezed by a combination of the socialists' broadly left-wing policies and moves closer to nationalist demands.
Over the past four years, Mr Zapatero pulled Spanish troops out of Iraq and introduced a swathe of progressive social reforms such as same-sex marriage, making divorces easier to obtain, an amnesty for undocumented workers and a package of gender equality laws – all of which were popular amongst young people and urban voters but which provoked the ire of the hard-right in the country.
The socialist leader promised during the campaign that he would consolidate his progressive agenda, pledging the creation of 2 million new jobs and saying he would increase the minimum wage and extend maternity leave. The party also intends to focus on climate change actions and the introduction of anti-discrimination legislation.

Europe launches its first re-supply ship

Jules Verne, the first of the European Space Agency’s Automated Transfer Vehicles (ATV), a new series of autonomous spaceships designed to re-supply and re-boost the International Space Station (ISS), was successfully launched into low Earth orbit by an Ariane 5 vehicle this morning. During the coming weeks, it will manoeuvre in order to rendezvous and eventually dock with the ISS to deliver cargo, propellant, water and oxygen to the orbital outpost.
Lift-off occurred at 05:03 CET (01:03 local) from the Guiana Space Centre, Europe’s spaceport in Kourou, French Guiana. This flight required a new version of Europe’s workhorse launcher, the Ariane 5ES, specially adapted to the task of lofting the nearly 20-tonne vehicle – more than twice as heavy as the previous largest Ariane 5 payload – to a low circular orbit inclined at 51.6 degrees relative to the Equator and equipped with an upper stage with re-ignition capabilities.
The unusual launch trajectory required the deployment of two new telemetry tracking stations, one on a ship in the Atlantic Ocean and one on the Azores Islands. The Ariane 5 upper stage performed an initial 8-minute burn over the Atlantic and entered a 45-minute coast phase, flying over Europe and Asia before reigniting for a 40-second circularisation burn over Australia. Separation of Jules Verne ATV occurred at 06:09 CET (02:09 local) and was monitored by a ground station located in New Zealand.
Located within the premises of the French Space Agency CNES, the ATV Control Centre will ensure flight control throughout the mission in coordination with the ISS mission control centres in Moscow and Houston. After having demonstrated safety manoeuvres in free flight, the ATV will perform orbital ‘phasing’ manoeuvres in order to rendezvous with the ISS for a first docking slot scheduled for 3 April after the departure of NASA’s Space Shuttle Endeavour.
Named after the famous French 19th century visionary and author, the Jules Verne ATV is the largest and most sophisticated spacecraft ever developed in Europe, combining the functions of an autonomous free-flying platform, a manoeuvrable space vehicle and a space station module. About 10 m high with a diameter of 4.5 m, it weighed 19,357 kg at launch. It incorporates a 45-m3 pressurised module, derived from the Columbus pressure shell, and a Russian-built docking system, similar to those used on Soyuz manned ferries and on the Progress re-supply ship. About three times larger than its Russian counterpart, it can also deliver about three times more cargo.
The ATV is also the very first spacecraft in the world designed to conduct automated docking in full compliance with the very tight safety constraints imposed by human spaceflight operations. It features high accuracy navigation systems and a flight software far more complex than that used on Ariane 5.
On this first ATV mission, Jules Verne will deliver 4.6 tonnes of payload to the ISS, including 1 150 kg of dry cargo, 856 kg of propellant for the Russian Zvezda module, 270 kg of drinking water and 21 kg of oxygen. On future ATV missions, the payload capacity will be increased to 7.4 tonnes.
About half of the payload onboard Jules Verne ATV is re-boost propellant, which will be used by its own propulsion system for periodic manoeuvres to increase the altitude of the ISS in order to compensate its natural decay caused by atmospheric drag.
Upon leaving, after four months spent docked to the ISS, Jules Verne ATV will carry away waste from the Station. It will then be de-orbited over the Southern Pacific Ocean and burn up in the atmosphere in a fully controlled manner.
Only the beginning Beyond Jules Verne, ESA has already contracted industry to produce four more ATVs to be flown through to 2015. With both ESA’s ATV and Russia’s Progress, the ISS will be able to rely on two independent servicing systems to ensure its operations after the retirement of the US space shuttle in 2010. The Japanese HTV (H-II Transfer Vehicle) will also soon join the scene. This will be vital to ensure the system's overall robustness and reliability.
“Last month, with the docking of Columbus, Europe got its own flat in the ISS building, with the launch of the first ATV, we now have our own delivery truck” said Daniel Sacotte, ESA’s Director for Human Spaceflight, Microgravity and Exploration. “We have become co-owners of the ISS, now we are about to become fully- fledged partners in running it. With the ATV we will be servicing the ISS by delivering cargo and providing orbital reboost.”

Az EU rekordösszegű élelmezési segélyprogramot indít útjára

Az Európai Unió az általa valaha kezdeményezett legnagyobb szabású segélyprogram keretében 160 millió eurót biztosít a világ legszegényebb országaiban tapasztalható élelmezési problémák enyhítésére – jelentette be Louis Michel, az EU fejlesztésért és humanitárius segítségnyújtásért felelős biztosa Brüsszelben, hozzátéve, hogy a segély összege tovább nőhet, amennyiben a folytatódik az élelmiszerárak közelmúltban kezdődött drasztikus emelkedése.
A segély legnagyobb része olyan „prioritást élvező területeknek” jut majd, mint Szudán, Csád, Kenya, Etiópia, Uganda, a Kongói Demokratikus Köztársaság, Tanzánia, Burundi, a Száhel-övezet országai, Libéria, Zimbabwe, Afganisztán, Nepál, Sri Lanka, Kolumbia és a Palesztin Területek.
A Bizottság becslései szerint körülbelül 18,7 millió ember érzékeli majd közvetlenül az intézkedések pozitív hatását, leginkább a gyermekek és a fiatal anyák, a menekültek, és a menekülteket befogadó országok lakossága. Ugyanakkor a program nem csak a természeti katasztrófák, járványok vagy fegyveres konfliktusok sújtotta térségekben élők közvetlen segélyezését tűzi ki célul, hanem magában foglal olyan hosszú távú intézkedéseket is, mint a vetőmagok, mezőgazdasági gépek vagy a műtrágya használatának terjesztése.
A Bizottság egy olyan krízisalap létrehozását is szeretné elérni, amely lehetővé tenné a segélyek reálértékének megőrzését az élelmiszerárak tovább folytatódó gyors emelkedése esetén is. Az élelmiszerek árszintjének közelmúltban bekövetkezett gyors növekedése a magas olajárakkal, a kínai és indiai lakosság fogyasztásának megugrásával, valamint a tavalyi rossz terméssel magyarázható.

Szivárog a Barroso-csapat

Bár még több mint egy év van hátra a Barroso-bizottság mandátumából, egyre több hír kap szárnyra arról, hogy a biztosok széküket otthoni vezető pozíciókra cserélik, gyengítve ezzel a jelenlegi elnök újraválasztásának esélyeit.
A sort múlt héten Markosz Kiprianu egészségügyi biztos nyitotta, akinek az új kommunista elnök, Demetrisz Krisztofiasz a ciprusi külügyminiszteri posztot ajánlotta fel. Brüsszeli híresztelések szerint Kiprianut az egyik legbefolyásosabb és legfajsúlyosabb tárcával rendelkező Franco Frattini követheti, aki már bejelentette, hogy az áprilisi olasz választások előtt négy hétig szülőföldjén Silvio Berlusconi mellett szeretne kampányolni, aki megválasztása esetén nagy valószínűséggel számít rá csapatában. Amennyiben Spanyolországban a hétvégi választásokat Jose Luis Rodriguez Zapatero nyeri, úgy a gazdasági és pénzügyi területért felelős Joaquin Almunia is búcsút inthet Brüsszelnek. A potenciális előremenekülők közt tartják még számon Joe Borg halászatért felelős biztost, akit a március 8-án esedékes máltai választások, illetve az utána alakuló kormány teendői szólíthatnak haza.
Mondhatni hagyományos, hogy a Bizottság megbízatásának vége felé a különböző portfoliókért felelős politikusok lassan elszivárognak, hogy még ötéves mandátumuk lejárta előtt hazai pályán biztosítsák be jövőjüket. Hasonlóképpen volt ez Prodi elnöksége alatt, akinek csapatából Pedro Solbes spanyol pénzügyminiszterként, Michel Barnier francia külügyminiszterként, Erkki Liikanen pedig a finn központi bank elnökeként folytatta még brüsszeli mandátuma lejárta előtt, míg Anna Diamantopulu parlamenti képviselőként tért vissza Görögországba.
De kavar még egyet a kártyákon a 2009. január 1-jén életbe lépő Lisszaboni Szerződés is. Mivel az új külügyi és biztonságpolitikai főképviselő egyben a Bizottság alelnöke is lesz, a posztra leginkább esélyes spanyol Javier Solana nemcsak a külpolitikáért felelős osztrák Benita Ferrero-Waldnert, de honfitársát, Joaquin Almuniát is kiszoríthatja a Bizottságból, ugyanis a biztosi kollégiumban egy nemzetből csak egyetlen képviselő foglalhat helyet. (2014-től a testület létszáma a tagállamok számának kétharmadára csökken majd.)
Mindez nem kis fejfájást okoz a Bizottság jelenlegi elnökének, Barrosonak, aki több nyilatkozatában is utalt már rá, hogy szívesen maradna Brüsszelben „még egy körre”. A volt portugál miniszterelnöknek így jelenleg azon kell dolgoznia, hogy a változások ellenére is erős képet mutasson a külvilág felé, és 2009 őszéig megőrizze csapata egységét.

Sarkozy and Merkel find agreement on key EU issues

French President Nicolas Sarkozy and his German counterpart, Angela Merkel, appear to have reached a deal on two key issues, with both leaders on Monday referring to the friendship between the two countries after months of cool relations.
Following talks on the margins of the CeBIT information technology trade fair in Hanover Germany on Monday (3 March), Berlin and Paris reached agreement on France's planned Mediterranean union and on how to approach European Commission proposals to reduce pollution from new cars.
Germany is strongly opposed to the car plans, feeling they unfairly hit German manufacturers, but Ms Merkel announced that a "deal is envisaged with France on the European targets to reduce carbon dioxide from cars." France, home to more efficient car manufacturers such as Renault, had favoured Brussels' plans, which suggest fining those who break the CO2 emissions limits.
Mr Sarkozy said there would be a "common position from France and Germany in the coming days," reports AFP.
The two leaders also patched up their differences on France's proposed union of Mediterranean countries, with Paris having watered down the original plan following public criticism by Ms Merkel.
The German chancellor said the project "is to be called Mediterranean Union", adding that it "should be a project of all 27 member states."
"If Germany and France are not in agreement, it will be hard to find unity in Europe," said Ms Merkel.Mr Sarkozy said: "It is more important than ever that France and Germany get on and work together."

Hungary to join Russia's South Stream pipeline

Hungary was on Thursday to become the latest country to sign up to Russia's ambitious South Stream gas pipeline project during a visit to Moscow by Prime Minister Ferenc Gyurcsany, the Kremlin said.
In a statement outlining the deal, the Kremlin painted Hungary as an exemplary partner within the European Union and NATO, implicitly contrasting Budapest's friendly position with that of Western critics who worry about Moscow's energy might. The statement said that the two sides would sign an "inter-governmental agreement on cooperation in creating a gas pipeline for transporting natural gas through Hungary." "This allows Hungary's inclusion in the planned construction of the South Stream main gas pipeline project," the statement said.
The South Stream project is part of a two-pronged plan by Russia to cement its grip on Europe's gas market, the other part of the plan being construction of a pipeline under the Baltic Sea to northern Germany and beyond.
This year Moscow has signed deals with Bulgaria and Serbia including them in South Stream. Led by Russian energy giant Gazprom and Italy's ENI, the project envisages building a gas pipeline under the Black Sea from Russia to Bulgaria and then branches to Austria and Italy.
Thursday's statement by the Kremlin praised the two countries' economic ties, noting that Hungarian oil company MOL was developing fields in Siberia and the Volga region, while Hungary's OTP bank had invested in Russia's banking sector. It said trade turnover between Hungary and Russia last year equalled 8.7 billion dollars (5.7 billion euros).
The South Stream pipeline is expected to carry up to 30 billion cubic metres of gas a year under the Black Sea from Russia, Gazprom says. Analyst Chris Weafer, of Moscow-based URALSIB bank, said South Stream was Russia's attempt to counter the rival Nabucco project and was likely to go ahead with fewer problems than the Nord Stream pipeline under the Baltic.
Together with recent agreements between Moscow and the Central Asian gas provider Turkmenistan, South Stream was likely to significantly set back Nabucco, he said. South Stream "is a pipeline that was really not planned to be done that quickly. It's a direct result of the European Union having announced plans to build Nabucco," Weafer said.

Cyprus elects communist president

Cyprus' communist party leader Dimitris Christofias won Sunday's (24 February) elections, becoming the EU's only communist head of state. Mr Christofias, the head of the communist Akel Party, won against former foreign minister Ioannis Kasoulides with around 54% against Mr Kasoulides' 46.6 percent.
Despite being Soviet-educated and leading a communist party however, Mr Christofias has vowed to preserve his country's market economy and ruled out nationalisations of companies. In addition, countering attacks to his EU commitment in a debate with his rival last week, he insisted he was "not a Eurosceptic". But he added: "I'm a Euro-fighter. I fight for Cyprus's best interests within Europe. I won't say yes to everything the EU says," Bloomberg reports.
However, what Mr Christofias' election also brings to the table, are hopes for a relaunch of discussions on the reunification of the divided island. Cyprus has been independent since 1960 and divided since a Turkish invasion of the island's northern part in 1974, triggered by a Greek-inspired coup.
Currently Northern Cyprus is only recognised internationally by Turkey. Both Mr Christofias and Mr Kasoulides campaigned on re-launching the peace talks that had stopped in 2004 after a failed referendum on the matter, when Greek Cypriots rejected the idea of reunifying Cyprus.
"There is only one ideology: Cyprus and its salvation and a more just society," the new president told his supporters in Nicosia last night. Mr Christofias' Akel party has traditionally good relations with Cypriot Turks and analysts note that the conditions are currently good for a re-launch of the process, as Northern Cyprus has also been run by moderate left-wing President Mehmet Ali Talat since 2005.

Koszovó kikiáltotta függetlenségét

A pristinai parlament vasárnapi (2008. február 17.) rendkívüli ülésén közfelkiáltással kinyilvánította Koszovó függetlenségét Szerbiától. Az Európai Unió nyugalomra intette a balkáni térséget, miután Koszovó vasárnap kikiáltotta függetlenségét Szerbiától.
Fatmir Sejdiu elnök, Hashim Thaci miniszterelnök és Jakup Krasniqi házelnök ezután aláírták a "független és demokratikus állam" megalakulásáról szóló nyilatkozatot. A parlamenti határozat szerint a cél a Martti Ahtisaari ENSZ-közvetítő által javasolt, korlátozott önálló államiság megteremtése az Európai Unió felügyelete alatt. A koszovói parlament 109 képviselője fogadta el a függetlenségi nyilatkozatot, a voksoláson nem vett részt a szerb kisebbség 11 parlamenti képviselője.
Szerbia soha nem fogja elismerni Koszovó önállóságát - jelentette ki Boris Tadic szerb elnök. Az Európai Unió közben nyugalomra intette a balkáni térséget. "Arra szólítunk fel mindenkit Koszovóban és a tágabb értelemben vett térségben, hogy őrizze meg nyugalmát, és ne válaszoljon semmilyen provokációra" - fogalmazott Brüsszelben Jens Mester EU-szóvivő. Mint hozzátette, "a nemzetközi közösség nem fogja eltűrni az erőszakos cselekményeket Koszovóban".
Szerbia hivatalosan tiltakozott szombaton az Európai Unió soros elnökségét betöltő Szlovéniánál a koszovói EU-vállalás jóváhagyása miatt. A tiltakozó jegyzéket Bozidar Djelic szerb miniszterelnök-helyettes adta át Miroslav Lucinak, Szlovénia belgrádi nagykövetének. "Szerbia kormánya törvénytelennek tekinti a döntést, amelyet az ENSZ Biztonsági Tanácsának hatáskörén kívül hoztak. Szerbia kormánya határozottan ellenzi, hogy olyan misszió érkezzen Koszovóba, amelynek nincs világos jogi alapja, olyan, amilyet csak az ENSZ Biztonsági Tanácsa adhat" - áll a szerb dokumentumban.
Moszkva az ENSZ Biztonsági Tanácsának azonnali összehívását kérte az ügyben. Az orosz külügyminisztérium közleményben utasította el a koszovói függetlenség kinyilvánítását, s a világszervezet vezető testületének sürgős összehívását kérte ez ügyben. Oroszország a moszkvai külügyi nyilatkozat szerint "teljes támogatásáról biztosítja Szerbia igazságos törekvéseit az ország területi integritásának helyreállítására".

Egységes európai fizetési övezet

Ma indul az egységes fizetési övezet (SEPA – Single Euro Payment Area), amely megkönnyíti az euróövezetben a kis összegű átutalásokat, s megszüntet minden különbségtételt az országhatáron belüli és az azon átnyúló fizetési műveletek között.
Az egységes fizetési övezetben a fogyasztók készpénz nélküli eurófizetéseket bonyolíthatnak majd le az euróövezet bármely országában tartózkodó kedvezményezett javára, mindezt egyetlen bankszámláról, ugyanazon fizetési módok segítségével. Az övezet létrejöttével a teljes kis összegű euró-pénzforgalom belföldinek minősül majd, egyúttal az euróövezetben megszűnik minden különbségtétel az országhatáron belüli és az azon átnyúló fizetési műveletek között. A rendszer bevezetésével a határon átnyúló tranzakciók időigénye a fizetési térségen belül nem lehet hosszabb, költsége pedig nem lehet magasabb, mint az országon belüli átutalásoké.

Benyújtotta lemondását az olasz kormányfő

Benyújtotta lemondását Romano Prodi olasz kormányfő, miután elvesztette a bizalmi szavazást a szenátusban. Prodi ügyvivőként vezeti a kormányt, amíg zajlanak a válság rendezését célzó politikai tárgyalások.
Giorgio Napolitano államfőnek döntenie kell arról, hogy előre hozott választásokat ír ki, vagy valaki mást kér fel kormányalakításra. Romano Prodi szavazáson 156 támogató szavazatot kapott, 161 szenátor azonban ellene voksolt, egy tartózkodott. A bizalmi szavazás megnyeréséhez 160 szavazatra lett volna szükség.
Várható volt a húsz hónapja hivatalban lévő balközép kormány kudarca, miután a Demokratikus Unió Európáért (UDEUR)elnevezésű kis katolikus párt kilépett a kormánykoalícióból, megfosztva azt csekély szenátusi többségétől. Prodi ezek után kért bizalmi szavazást kormánya ellen a képviselőházban és a szenátusban. Az előbbiben, ahol a kormánykoalíciónak kényelmes többsége van, meg is kapta a bizalmat.
Prodi lemondása után a köztársasági elnök egy átmeneti kormányt nevezhet ki, amely az olasz választási rendszer megreformálását kapná feladatul, vagy pedig előre hozott választásokat írhat ki. A legfrissebb közvélemény-kutatások szerint az előre hozott választásokat a konzervatív Silvio Berlusconi nyerné meg. Az alkotmány értelmében Napolitano elnöknek konzultálnia kell a pártok és a parlament vezetőivel, valamint a volt államfőkkel.

Climate and energy package

The European Commission announced a comprehensive package of proposals on energy and tackling climate change, aiming to lead the world in legislative measures preventing global warming.By 2020, Europe must cut greenhouse gas emissions by 20%, produce 20% of its energy from renewable sources and increase energy efficiency by 20%, according to the proposals – or "20/20/20 by 2020," as commission President Jose Manuel Barroso called the targets.
In an address to the European Parliament introducing the various initiatives, President Barroso called the package "the most far-reaching set of legislative proposals to be made by the European Commission for many years...[Europe] will show how a modern economy can be designed to meet the challenge. This is sustainable development in action," he said.
"The proposals ensure we are a world leader of the low-carbon economy," said competition commissioner Neelie Kroes at a press conference unveiling the various elements of the package alongside President Barroso and energy and environment commissioners Andris Piebalgs and Stavros Dimas.
At the heart of its new measures, the commission is to tighten up the existing emissions trading scheme (ETS) by having carbon allowances set at the EU level, rather than at the member state level. Furthermore, over the period 2012 to 2020, the ETS will extend the number of industrial sectors it covers.
For those economic sectors not covered by the ETS such as agriculture, waste, buildings and transport, member states will receive binding national emissions targets, with richer countries receiving stricter targets than poorer ones.
Twelve of the less economically developed member states, including almost all of the countries that joined since 2004, will actually be permitted to increase their greenhouse gas emissions.
An increase in the use of renewable energy also figures prominently in the package, with the commission requiring 20% use of energy from renewable sources such as wind power, solar power and geothermal heat. Each member state has been assigned a specific target for the percentage of renewables in the energy mix. Countries that already have a well-established renewable energy sector will be assigned targets that are tougher still.
Additionally, the commission has set a target of 10% use of biofuels in transport, despite the objections of environmental groups and development NGOs, who worry that biofuels actually increase greenhouse gas emissions and undermine food security in the developing world.
The commission also says that saving 20% of energy consumption through energy efficiency is "a crucial part of the puzzle".
Of particular importance to cutting emissions, according to the commission, is the role of carbon capture and storage (CCS), a controversial new technology that "captures" carbon from power plants and stores it in underground geological formations or deep oceans instead of releasing it into the atmosphere.
New guidelines on state aid will provide a framework for countries to support environmental protection – in particular in the field of energy, but also for support for the development of CCS technology.
Environmental campaigners say the measures do not go far enough. By contrast, some representatives of industry say the measures go too far and will hurt European competitiveness.
The package must still be approved by the European Parliament and member states, meaning implementation of the proposals is unlikely to be achieved before 2009.

Ciprus és Málta bevezette az eurót

15 tagúra bővült az eurózóna, miután január 1-jétől Málta és Ciprus is bevezette a közös valutát. Egy euró 0.585274 ciprusi fontot és 0.4293 máltai lírát ér. A két szigetország 2004-ben csatlakozott az EU-hoz, amelyek közül eddig egyedül Szlovénia vezette be a közös pénzt 2007. január 1-jén.
A két ország csatlakozásával az eurózóna 15 tagúvá vált és az EU-ban 1,2 millióval több európai polgár használja az eurót nemzeti fizetőeszközként. A ciprusi és a máltai bevezetéssel hat új euró érme kerül forgalomba.
A két tagállam csatlakozásáról 2007 májusában született döntés, miután teljesítették a maastrichti feltételeket. Felmérések szerint ugyanakkor mind a ciprusiak, mind a máltaiak tartanak az euró bevezetésből fakadó áremelkedéstől.

Portugál elnökség értékelése

A portugál elnökség kedélyes improvizatív stílusával jól oldotta meg feladatait, elsősorban a német elnökségtől örökségbe kapott reformszerződés végső formába öltését. Az elnökség munkáját gördülékennyé tette, hogy a portugál miniszterelnök, Socrates és a Bizottság elnöke, Barroso egy versenyistállóból származó politikusok.
A portugál félév fő eseményei a lisszaboni tárgyalásokon zajlottak. Az európai politika formálására azonban nagyobb hatással lesz Gordon Brown miniszterelnöki kinevezése és az általa megformált új Angol külpolitika. A félév másik főszereplője Sarkozy, az új francia kormány lendülete sokszor mintha túl kívánna lépni az EU keretein.

Kilenc tagállammal bővült a schengeni övezet

2007. december 21-től kilenc állam csatlakozott a schengeni övezethez, s ezzel eltűntek a határok a magyar-osztrák, magyar-szlovén és magyar-szlovák határszakaszokon. Csehország, Észtország, Lengyelország, Lettország, Litvánia, Magyarország, Málta, Szlovákia és Szlovénia mostani csatlakozásával a schengeni térség 24 tagot foglal magában.

Az EU a légiközlekedésre is kiterjeszti a kvótarenszert
Az Európai Unió környezetvédelmi minisztereinek brüsszeli tanácskozásán megegyezés született a repülőgépek széndioxid kibocsátásának korlátozásáról, melyet 2012-től vezetnek be. A környezetvédelmi miniszterek a széndioxid-kibocsátási kvótarendszert terjesztenék ki a légi közlekedésre, amely a 27 tagállamból felszálló, illetve az oda érkező repülőgépekre valamint a tagállamok közötti légi forgalomra egyaránt vonatkozna.
A légitársaságok előtt két lehetőség áll, vagy csökkentik széndioxid kibocsátásukat vagy lehetőségük van kvóták vásárlására. A környezetvédelmi miniszterek szerint a javaslat jól tükrözi az EU környezetvédelem iránti elkötelezettségét, amely már a múlt heti, Bali szigetén tartott klímakonferencián is megnyilvánult.
EU ministers agree on wine reform
EU farm ministers reached a deal on Wednesday on reforming wine policy, after Europe's farm chief offered more flexibility and cash incentives to persuade reluctant producers such as France and Italy to sign up.
The idea is to avoid huge unwanted surpluses for which there is no market by draining off Europe's notorious "wine lakes" -- and also help EU wines compete against cheaper New World rivals.
The reform, many months in the making, will give generous subsidies to winemakers for digging up their vines over three years. Apart from offering more cash to many countries, particularly Italy and Greece, Europe's farm chief also agreed to phase-outs of many traditional subsidy areas such as emergency distillation.
EU Commission abandoned its idea of ending the existing ban on new vine plantings in 2013, extending this expiry date to 2018. Vine planting is strictly controlled in the EU and, with few exceptions, no new plantings are now allowed until mid-2010.
One of the most controversial areas, the proposal to ban sugar used in winemaking to boost alcohol content, was removed during the negotiations since it sparked fierce resistance from at least 20 of the EU's 27 member countries. Sugar may continue to be added to wine during production, subject to conditions.
Many problem areas were smoothed out earlier in the week, such as a carrot-and-stick plan -- similar to that used in the recent EU sugar reform -- to encourage winemakers to dig up unneeded vines by giving subsidies on a sliding annual scale. This scheme would remove some 175,000 hectares of land under vines out of the EU's existing 3.4 million hectares.

Költségvetés 2008

Az EP megszavazta az Európai Unió 2008-as költségvetését, amely több forrást biztosít a Galileo-programra, a koszovói EU-misszióra, a Frontexnek, valamint a lisszaboni stratégiával összefüggő programoknak. Jövőre - az EU történetében első alkalommal - nem az agrárkiadások jelentik majd a legnagyobb tételt. A teljes közösségi költségvetés 120,3 milliárd euró lesz.
Az EU általános költségvetési kerete 2008-ban a kifizetéseket tekintve 120 milliárd 346 millió euró lesz. Ez a tagállami bruttó nemzeti jövedelmek közel 0,96 százalékának felel meg.

Lisszaboni Szerződés

Az EU állam- és kormányfői aláírták az EU reformszerződését Lisszabonban. José Manuel Barroso szerint a dokumentum a kibővült EU szerződése, amely egyesíti a nemrég még vasfüggönnyel elválasztott Európát, mert annak kidolgozásában minden tagország részt vett.
szerződés aláírása után azonnal elkezdődik a ratifikációs folyamat, amelynek során a tagállamok nemzeti parlamentjeik vagy népszavazás útján jóváhagyják a dokumentumot. A legtöbb tagállam 2008 első felében szeretné ratifikálni a Lisszaboni Szerződést, melyről valószínűleg csak Írországban rendeznek referendumot. A ratifikációs folyamat 2009 elejére zárulhat le, miközben 2008-ban a tagállamok még megpróbálnak dűlőre jutni a szerződésben részletesen ki nem dolgozott elemekről, mint például az EU diplomáciai szolgálatának felállítása.

Aláírták az Alapjogi Chartát Strasbourgban

Ünnepélyes keretek között került sor az EU új alapszerződéséhez csatolandó Alapjogi Charta aláírására, melyet az uniós intézmények vezetői láttak el kézjegyükkel.
Az Európai Parlament november 29-én, 477 igen, 106 nem, 35 tartózkodó szavazattal hagyta jóvá az Európai Unió alapjogi chartáját, amelyet az EU reformszerződéséhez csatolnak.
