Jelentős európai recessziót vár az unió

Idén meredeken, 1,8 százalékkal csökken az Európai Unió gazdasága, az eurót használó országoké pedig 1,9 százalékkal átlagosan - derül ki az Európai Bizottság hétfőn Brüsszelben kiadott gazdasági előrejelzéséből.

Az adatok szerint az unióban minden bizonnyal emelkedik a munkanélküliség és a költségvetési hiány, de csökken az infláció. A bizottság emellett súlyos bizonytalanságokra is int a közeljövőre nézve.

Magyarországon idén 1,6 százalékos esést jósol Brüsszel, míg jövőre kerek egy százalékos növekedést. Az államháztartás GDP-hez mért hiánya idén 2,8 százalékos lesz az előrejelzés szerint. A brüsszeli bizottság a nemzetközi pénzügyi, illetve gazdasági válság miatt döntött úgy, hogy a szokásosnál jóval előbb, május helyett már év elején készít egy gazdasági előrejelzést. Ebben tovább rontotta tavaly őszi, már eleve borús várakozásait.

Megállapította, hogy a korábban vártnál erőteljesebb lassulásra kell számítani, de 2009 vége előtt ismét növekedés várható. 2010-ben az idei 1,8 százalékos GDP-csökkenés után már 0,5 százalékos emelkedés várható Brüsszel szerint. Mindez a fokozódó pénzügy válság reálgazdasági hatásainak, a világkereskedelem és a világ össztermelése ebből következő súlyos visszaesésének, és egyes országokban a lakáspiaci korrekciónak tudható be. Az állami kiadások és állami beruházások azonban enyhíthetik ezt a problémát, és az inflációs nyomás enyhülése is hozzájárul a magánfogyasztás serkentéséhez - derül ki a témáról kiadott közleményből, amely azt is megjegyzi, hogy "a tagállamok által 2008 augusztusa óta bejelentett, saját hatáskörben hozott pénzügyi intézkedések körülbelül háromnegyed százalékponttal enyhítik a GDP növekedésének idei visszaesését".

A gazdaság hanyatlása az előrejelzési időszak során lényeges hatással jár majd a foglalkoztatásra és az államháztartásra - vélte Joaquín Almunia gazdasági és pénzügyi biztos. Hangoztatta azt is, hogy "a bizalom helyreállítása érdekében fontos, hogy a tagállamok kifejezett kötelezettséget vállaljanak a megbomlott államháztartási egyensúly helyreállítására amint a gazdaság visszatér a rendes kerékvágásba, mert így biztosítható az államháztartás közép- és hosszú távú fenntarthatósága".

Az előrejelzés szerint tavaly a növekedés a 2007-ben mért közel 3 százalékról 1 százalék körüli értékre csökkent az EU-ban és az euróövezetben egyaránt. Almuniáék szerint a tavalyi utolsó negyedévben világszerte jelentősen visszaesett a gazdasági tevékenység, és ez a tendencia rövid távon valószínűleg folytatódni fog. Tavaly a második félévben az euróövezet fennállása óta először süllyedt technikai recesszióba.

Az idén az EU-ban előreláthatólag 3,5 millió munkahely szűnik meg Brüsszel szerint. A munkanélküliségi ráta 8,7 százalékra nőhet az EU-n és 9,25 százalékra az euróövezeten belül, és a munkanélküliség további emelkedése várható 2010-ben. A rosszabb kilátások az államháztartási egyensúlyt is megviselik. Az EU tagállamainak államháztartási hiánya az idén megduplázódhat, 2009-ben elérve a 4,5 százalékos átlagértéket (az euróövezetben 1,75 százalékról 4 százalékra nőhet).

Az inflációs nyomás viszont gyorsan mérséklődik a prognózis szerint, a bizottság jelentős mértékben lefelé módosította őszi előrejelzéseit. Az EU tagállamaiban tavaly mért 3,7 százalékról (3,3 százalék az euróövezetben) idén 1,2 százalékra (az euróövezetben 1,0 százalékra) csökken. Az előrejelzés szerint Magyarországon idén 2, jövőre, 0,4 százalékkal romlik a foglalkoztatás, a munkanélküliek aránya 8,8, illetve 9,1 százalék lesz. Az infláció idén 2,8, jövőre 2,2 százalék körül alakul. Az államháztartás hiány a GDP-hez viszonyítva idén 2,8, jövőre 3 százalék lehet Magyarországon, míg a belső államadósság 73,8, illetve 74 százalékra nőhet.

Euro in Slovakia

Ten years after the original 11 countries in western Europe set up a common currency, the monetary union is due to enlarge to Slovakia, as its 16th member state and the first in central Europe to switch to the euro.

"I'm sure this event will trigger a lot of positive expectations and positive results for the Slovak economy and citizens," EU economy and monetary affairs Joaquin Almunia told journalists ahead of 1 January.

"The Slovak economy was able to fulfil al the conditions required to join the euro less than five years after the country entered the EU and this had required a political will and a very dynamic economy. Now it's the time to reap the benefits of sharing the same currency," with 325 million Europeans in the 15-strong eurozone.

Who comes next?

As a significantly poorer country having transformed itself from a centrally-planned economy to a market economy, Slovakia's accession to the EU's monetary union has been watched closely as a test case for other states hoping to join. "Slovakia will be the key example in the future when decisions on future entrants are made because if the country functions smoothly, it will be a good argument for the countries in the same region," Zsolt Darvas, from the Brussels-based Bruegel think-tank told EUobserver.

He pointed out that Poland and Hungary are the most likely to join after their Visegrad neighbour, as the governments of both countries have indicated they would like to enter the so-called European Exchange Rate Mechanism (ERM II), a fixed exchange rate waiting room for the euro.

As the candidates to join the European currency need to remain in the system for a minimum of two years, Mr Darvas argues that both Poland and Hungary could join the euro in three years from now. While Poland currently meets all necessary euro entry criteria, albeit with slightly high inflation, Hungary would have a problem with a public debt, currently at the level of 66 percent of GDP, above the eurozone's threshold of 60 percent.

The Czech Republic would also make it to the euro club without major problems according to several analysts. But just as in the UK, where some insiders say the government is considering such a possibility, the euro remains a matter of political division.

The Baltic states of Estonia, Lithuania and Latvia have all joined ERMII but are currently facing problems due to the global financial crisis, so their original plans to adopt the euro in 2009 or 2010 have been postponed until an unknown date.

On the other hand, Denmark might be the next western European country to shift to the common currency area - also as an indirect consequence of the credit crunch and economic recession.

Did Sarkozy's stint change the EU for good?

Six months after France illuminated the Eiffel Tower in a deep cobalt blue to open its European Union presidency, the Czech Republic - which takes over the job in January - asked privately if the French president, Nicolas Sarkozy, would take part in a handover ceremony.

Sarkozy, came the polite but firm reply, does not want to be the person who switches off the giant neon EU symbol on the famous Paris landmark. The anecdote, relayed privately by an informed official, is telling. With his hyperactive political style, Sarkozy has dominated the European stage at a time of crisis and is making no secret of his reluctance to leave the limelight. "I have loved this job," Sarkozy told the European Parliament in Strasbourg on Tuesday in his farewell presidency appearance there.

What is less clear is whether his eventful six-month presidency has fundamentally changed the EU - and French attitudes to it - or simply given a restless leader a tool to burnish his image at home and abroad.

  Few dispute that the French presidency had its successes. Although Moscow failed to implement the letter of a cease-fire in Georgia negotiated by Sarkozy, it did enough for the EU to resume formal partnership talks with Russia, the bloc's vast neighbor, key energy supplier and trading partner.

  Then, as the international economic crisis took hold, Paris filled part of the vacuum left by the outgoing U.S. administration, helping convene a meeting of the most powerful global economies and coordinating a European response.

  And last week Sarkozy persuaded all 27 EU nations to sign up to binding laws on how to cut carbon dioxide emissions by 20 percent by 2020. Despite making compromises to industry, this still left Europe in the vanguard of efforts to curb global warming.

  Sarkozy's leadership has helped to reconnect the French with the EU, just three years after France - a founding member of the bloc - shocked itself and others by rejecting the EU's constitution in a referendum. In a BVA poll published Tuesday, 56 percent of the French approved of Sarkozy's EU presidency, while his domestic policies remain deeply unpopular.

  Sarkozy has also surprised some by forging an alliance with Gordon Brown, the British prime minister, even inviting him to a meeting of countries that use the euro, which Britain has shunned.

  Not everyone is pleased of course. Relations between Paris and Berlin are frosty. At a meeting in London with Brown two weeks ago, Sarkozy made clear his exasperation with the German chancellor, Angela Merkel, for her reluctance to bolster government spending further to combat the slowdown, according to one diplomat who attended the meeting but is not authorized to speak about it.

"For six months he felt like the king of the world - Bush was a lame-duck president and he was in the driving seat of the EU," Moïsi said. "Now Obama is coming in and he is no longer president of Europe. He will not accept such a demise."

In some ways, Sarkozy has already forged a legacy. By lobbying for the G20 meeting in Washington in November and setting the stage for a follow-up in London in April, he has created a precedent that his successors cannot ignore. If the global economy continues to deteriorate, his ability as crisis manager might be called on once more

Sarkozy's main challenge...will be to maintain good relations with Britain, repair ties with Germany and then establish a close link with Obama. "Managing that equation will be key to his ability to remain influential beyond the presidency."

There is, however, a debate over what lessons to draw from the last six months. One of the deals struck under the French EU presidency was to pave the way for a second Irish referendum on the Lisbon Treaty - an accord meant to strengthen the EU as a world player that was rejected by the Irish in a first referendum last June.

Beyond squabbles, the main question, observers say, is whether recent crises suggest that Europe can operate as a bloc to balance the rise of the growing economic powers in Asia. Persistent divisions have weakened the EU's hand with Moscow. Tensions between France and Britain, and between France and Germany, have strained the EU's response to the economic crisis. In Paris, diplomats are optimistic. As one senior official put it Tuesday: "The French presidency has shown that when Europe wants, it can have a voice."

New Romanian government

Emil Boc is the new Romanian prime minister. He has been sworn into his role. He is the youngest ever Romanian leader and will lead a coalition of the liberal and social democrats. Boc was the second choice of President Traian Basescu when Theodor Stolojan turned him down last week.

President Basescu said: “A compromise was needed in order to get through a difficult period, and I want to believe that this government will fulfill its mission until 2012.”

Boc says his goal is the stability of the country, to sort out the economic crisis, tighten state budgets, and introduce reforms, draconian ones if necessary. Boc says the aim is to get Romania out from under the watchful eye of the EU while continuing the drive for membership of the Eurozone. (Euronews)

Romania's parliament approved a new government on Monday after the prime minister designate vowed to cut public spending by 20 percent to try to deal with a looming economic crisis. Emil Boc's center-left government was approved in a 324-115 vote by parliament, after the two main coalition partners won 70 percent of seats in Nov. 30 elections.

"The crisis is not an excuse to not have reforms," Boc said before the vote. "We will have a measured government that will reduce costs by 20 percent." The new government "has two messages," he said: "More work and (we will use) the same cars, same offices and the same sofas."

The government was sworn in late Monday by President Traian Basescu. Boc, 42, heads the Democratic Liberal Party, which will control the economy, defense and finance ministries.

The other main coalition party is the Social Democratic Party. Its leader, Mircea Geoana, is the new head of the Senate. The new head of the lower chamber of deputies is a former Miss Romania, Roberta Anastase of the Democratic Liberal Party. (AP)

Latvia Secures 7.5 Billion Euros in IMF, EU Loans

Latvia will receive a 7.5 billion- euro ($10.4 billion) loan from a group led by the International Monetary Fund and the European Union to help bolster the country’s economy and banking system roiled by the global financial crisis.

The financial assistance package will cover the period up to the beginning of 2011, the European Commission said in an e- mailed statement today. The IMF will provide 1.7 billion euros, the Nordic countries will together give 1.8 billion euros and the European Union will supply as much as 3.1 billion euros, with the balance covered by the European Bank for Reconstruction and Development, the World Bank, Poland, Estonia and the Czech Republic, according to the statement.

Latvia, like Hungary, Belarus, Iceland and Serbia, turned to the IMF for financial support after its economy contracted 4.6 percent in the third quarter and the government was forced to take over its second-biggest bank. Fitch Ratings had previously estimated that the bailout could be about 5 billion euros, according to a baseline scenario.

Latvia’s parliament passed measures to slash expenditures and cut public sector wages by 15 percent in 2009, and to reduce the budget deficit to less than 5 percent of gross domestic product as part of the agreement to secure the loan. The austerity program is equal to about 7 percent of GDP.

Latvia may “have to adjust the budget even more severely,” should the economic contraction be deeper than forecast, Prime Minister Ivars Godmanis said at the news conference in Riga today. “These strong policies justify the exceptional level of access to Fund resources -- equivalent to around 1200 percent of Latvia’s quota in the IMF,” said IMF Managing Director Dominique Strauss-Kahn in an e-mailed statement today.

Latvia’s economy is expected to contract 5 percent next year, compared with a 10 percent expansion in 2007, as the cuts in government spending and revenue equal about 7 percent of its gross domestic product.

The 7.5 billion euro figure means Latvia is getting a bailout equal to about 33 percent of its estimated $30 billion economy, compared with Hungary’s $25.5 billion loan, which was equal to about 17 percent of its $147 billion economy, Ken Orchard, Vice-President and Senior Analyst at Moody’s Sovereign Risk Group, said in a telephone interview. Latvia has more short-term debt than Hungary, Orchard said. Before the EU statement was released, Orchard said he expected the loan would reassure financial markets.

EU nations agree on new rules for fish catch

The European Union nations have agreed on changes to the way fishermen will hunt the Atlantic next year, hoping it will give threatened fish a sustainable future and fishermen more lucrative catches.
The 27 EU fisheries ministers agreed unanimously to contain the wasteful practice of throwing certain fish overboard because they do not meet catch quotas or commercial or environmental standards. The effort is top replenish dwindling stocks of fish. The rules agreed to for 2009 will allow fishermen to market more fish while catching fewer, the ministers said Friday.

A képviselők elfogadták az EU 2009-es költségvetését

Az Európai Parlament strasbourgi plenárisán megszavazta az Európai Unió jövő évi költségvetését. A kifizetések szintjén 116,1 milliárd eurós büdzsében a korábban javasoltnál több jut a növekedés, a kohézió és a foglalkoztatás támogatására.

A Tanács és az EP képviselői által november 21-én elfogadott tervezet szerint 2009-ben 116,1 milliárd euró lesz az Európai Unió költségvetése (a kifizetéseket tekintve). A kötelezettségvállalások szintjén 133,8 milliárd eurós a 2009-es büdzsé, ahogy azt az EP első olvasatban javasolta. A képviselők ugyanakkor kritikával illették, hogy a maximális kiadási plafon (kötelezettségvállalási szint) és a valóban felhasznált összegek (kifizetések) közötti különbség évről évre növekszik. A parlament ezért többek között a kohéziós alap hatékonyabb felhasználását és a költségvetés jobb felhasználhatóságának biztosítását várja el a Bizottságtól és a tagállamoktól. Az elfogadott költségvetés lehetővé teszi, hogy több pénz jusson a parlament által az első olvasatban prioritásként megjelölt területekre (ilyen például az első fejezet: foglalkoztatás, növekedés, kohézió, versenyképesség).

A korábbi tervezethez képest többet kap a műholdas Galileo-program, az EU határvédelmi ügynöksége, a Frontex is, valamint emelkedik az Európai Menekültalap, valamint az energiával, a klímaváltozással kapcsolatos politikák költségvetése is.

Parlamenti jóváhagyás a klímacsomagnak

A klímacsomagról az Európai Tanács múlt heti csúcsán született kompromisszumos megállapodást tegnap (2008. december 17.) az Európai Parlament is nagy többséggel megszavazta. Ezzel a döntéssel végérvényesen jóváhagyták az unió 2020-ig megvalósítandó, energiahatékonyságra, megújuló energiákra és a szén-dioxid kibocsátásának csökkentésre vonatkozó „húszas” keretcsomagját.

Kibocsátási kvóták: 2025-tól csak árverésen

Az Európai Tanácson született döntés szerint az uniós üvegházgáz-kibocsátást 2020-ra 20 százalékkal - szélesebb körű nemzetközi megállapodás esetén 30 százalékkal – kell csökkenteni. A kibocsátás csökkentésének kiemelt uniós eszköze az európai kibocsátás-kereskedelmi rendszer (EU Emission Trading System - ETS). Ebben meghatározzák a lehetséges maximális kibocsátást, a fel nem használt kvótákat pedig értékesíteni lehet. A rendszerbe tartozó gázok kibocsátását az ETS harmadik, 2013-tól 2020-ig tartó szakaszában a viszonyítási évnek választott 2005-höz képest 21 százalékkal kell csökkenteni.

A csúcson számos kelet-európai állam nyomására, ezen országok korábbi kibocsátás-csökkentésére tekintettel a csúcs résztvevői végül úgy döntöttek, kompenzációként az összes árverésen értékesítendő kibocsátási kvóta 12 százalékát újraosztják ezen érintett tagországok között. Jelenleg az ETS-be mintegy 10 ezer ipari, energetikai létesítmény tartozik. Ezekből származik az uniós üvegházgáz-kibocsátás mintegy 40 százaléka. A képviselők helyeselték, hogy az ETS-t újabb ipari területekre (alumínium, petrolkémia stb.) is kiterjesszék.

Az ETS első és második szakaszában (2005-2012) a kvóták nagy részét ingyenesen osztották ki. Az európai tanácsi megállapodás értelmében viszont 2025-ig (nem pedig 2020-ig, ahogy az a korábbi szövegekben szerepelt) kellene elérni, hogy az összes kibocsátási egységet csak aukción lehessen megvásárolni (2013-ig 20, 2020-ig 80 százalék a cél). Az energiaszektorban azonban már 2013-ig el kellene érni a 100 százalékos árvereztetési arányt.

Az egész rendszer számos kivételt tartalmaz. A képviselők az árverésből származó bevételeket - amelyek bizottsági becslések szerint 2020-ra éves szinten akár az 50 milliárd eurót is elérhetik - a klímaváltozás elleni küzdelemre akarják felhasználni.

Tagállami erőfeszítések az üvegházgázok visszaszorítására 2013 és 2020 között minden tagállamnak csökkentenie kell az üvegházhatású gázok kibocsátását azokon a területeken is, amelyek nem tartoznak az ETS rendszerébe. Ilyen például a közúti és tengeri szállítás, az építőipar, a szolgáltatások, a kisebb ipari létesítmények, a mezőgazdaság és a hulladékgazdálkodás. (Ez jelenleg az uniós összkibocsátás 60 százalékát teszi ki.)

Az EP támogatta az Európai Bizottság által javasolt nemzeti kibocsátás-csökkentési célértékeket, amelyek uniós szinten 10 százalékos csökkentést jelentenek 2020-ra. Magyarországnak 2020-ra a 2005-ös szinthez képest 10 százalékkal kell csökkentenie az ETS-en kívüli kibocsátását.

Szén-dioxid-megkötés

Az Európai Unió támogatja az erőművek szén-dioxid-kibocsátásának a föld mélyében történő tárolását, az úgynevezett széncsapdás tárolási technológia alkalmazását. A parlament támogatta a javaslatot, mivel egyes számítások szerint ez a technológia 2050-re akár 50 százalékkal is csökkentheti az uniós szén-dioxid-kibocsátást.

Megújuló energiaforrások

Az EP támogatta azt a célkitűzést, hogy 2020-ra az EU összes energiafogyasztásának legalább 20 százaléka megújuló energiaforrásokat használjon fel, az ezt szabályozó irányelvet 2014-ben felülvizsgálják, viszont a kijelölt célarány ekkor sem változhat.

Magyarország a 2005-ös adatok szerint 4,3 százalékon állt, a hazánknak kiosztott kvóta értelmében ezt 2020-ig 12,6 százalékra kellene feltornázni.

Az EP emellett támogatta az Európai Bizottságnak azt a javaslatát is, hogy 2020-ra a közúti közlekedésben felhasznált üzemanyagoknak legalább 10 százaléka származzon megújuló energiaforrásokból. A képviselők kiemelten ösztönöznék a második generációs - hulladékból vagy biomasszából, vagyis az élelmiszer-termeléssel nem versengő módon előállított - bioüzemanyag felhasználását.

Autók szén-dioxid-kibocsátása

Az előzetes egyezség szerint 2012-re a jelenlegi 160 grammról egységesen átlagosan 120 grammra kell csökkenteni az autók által kilométerenként kibocsátott szén-dioxid mennyiségét. 30 grammnyi csökkentést a gépjárműmotor technológiájának fejlesztésével, míg a fennmaradó 10 grammnyit egyéb fejlesztésekkel kellene elérni, mint például a jobb gumik vagy a bioüzemanyagok használata.

A hosszú távú célkitűzés szerint 2020-tól kezdve az új autók kilométerenkénti szén-dioxid-kibocsátása átlagban nem léphetné túl a 95 grammot. 2015-ig köztes célokat határoznak meg az autógyártók számára, 2012-től kezdve azonban - egyre növekvő mértékben - bírsággal sújtanák a megengedett határértéken felüli kibocsátást.

10 százalékkal kevesebb üvegházgáz az üzemanyagokból

A képviselők támogatták, hogy az üzemanyaggyártókat kötelezzék az üvegházházhatású gázok kibocsátásának 10 százalékkal történő csökkentésére 2020-ig, mellyel mintegy 500 millió tonna széndioxid levegőbe jutását lehetne megakadályozni.

Slovenia blocks Croatian EU talks

Slovenia has moved to block neighbouring Croatia from joining it in the European Union, in a continuing dispute over boundaries. Croatia began negotiations on joining the 27-member bloc three years ago, with further talks due on Friday.

But Slovenian Prime Minister Borut Pahor said Croatia had submitted maps showing boundaries Slovenia disputed as part of its pre-joining reform process. Croatia denied the claim and called on Slovenia to reconsider its move.

Mr Pahor said Croatia was using documents in negotiations that are prejudicial to the 17-year-old territorial dispute between the two countries - a charge Croatia denies. Croatian Prime Minister Ivo Sanader said his government still hoped to complete talks by the end of 2009 as planned and expected Slovenia to reconsider. "I'm not a big optimist when I say that, but I think that it would be good if they did that," he said, according to AFP news agency.

European Parliament approves opening of defence market

The EU moved one step closer to a single market in the area of defence on Tuesday (16 December), with the European Parliament approving a commission proposal aimed at harmonising and simplifying national rules in this area.

The current Nice treaty provides that internal market rules are not applied to the defence market, allowing member states to exclude defence contracts from EU procurement rules. Moreover, 27 national licensing procedures make transfers of defence material between countries difficult, as they differ in terms of requirements. The licensing rules also apply to the export of defence related products such as spare parts or even army boots. Applying heterogeneous and disproportionate national licensing systems is hampering the security of supply between member states and costs businesses over €400 million a year, a commission statement reads.

The proposal drafted by German green MEP Heide Ruhle and endorsed by the plenum on Tuesday provides a European system of licences which will be uniform and applicable throughout the 27 member states. Licences will nonetheless be granted at the national level, with governments still free to impose sanctions if the contractor fails to respect the licensing conditions. The parliament also added some extra provisions to guarantee the security of transfers, notably with respect to the final recipients of products or components, in order to ensure that arms do not reach conflict zones.

The market fragmentation was also a problem identified in the recently reviewed EU security strategy, endorsed by heads of states and governments at their 11-12 December meeting. "Restructuring of the European defence technological and industrial base, in particular around centres of European excellence, avoiding duplication, in order to ensure its soundness and its competitiveness, is a strategic and economic necessity. In this connection, the European Council calls for early finalisation of the Directives on intra-Community transfer of defence goods and on defence procurement," the summit conclusions read.

EU security and defence boosted - European Council

The European Union's security and defence policy and a deal dating back to 1999 in which the EU would be able to deploy 60,000 troops within 60 days won a renewed political endorsement on Friday(12 December) by EU leaders, who failed however to establish any deadlines or specific financial commitments.

"Co-operation with NATO is important, but we need our own defence policy together with our allies. The EU cannot remain a midget in defence and a giant economically. This is not possible," French President Nicolas Sarkozy told a press conference after the last meeting of heads of state and government he chaired as EU president.

Yet what had earlier been presented as one of the main priorities of the French EU presidency, L'Europe de la defence got left behind in favour of discussions over the Lisbon Treaty, climate change and the financial crisis during the summit.

Unlike these three thorniest of dossiers, the defence package was largely uncontroversial, as it was mainly a political statement aimed at giving "a fresh impetus" to the bloc's security and defence policy (ESDP) without antagonising NATO or touching upon the national competence of member states in this area.

Pooling and sharing equipment, aircraft and ships was still a "goal" to be reached on a "voluntary basis ... with priority being given to planning, crisis management, space and maritime security."

French President Nicolas Sarkozy said Friday that African and not EU troops should be sent to reinforce U.N. peacekeepers in troubled Congo. Sarkozy, the current EU president, said European nations were too stretched in other military commitments elsewhere to commit to sending an EU battlegroup to eastern Congo, where rebels are fighting government forces.

Ireland agrees to 2nd vote on EU treaty - European Council

Ireland agreed in principle Thursday to hold a second vote on an accord designed to strengthen the European Union, but opponents promised to try to turn Europe-wide elections next year into a referendum on the way the bloc does business.

EU leaders in Brussels this week (11-12 December) agreed to a series of concessions to allow Dublin to make possible a second vote on the bloc's Lisbon Treaty some time in the course of next year.

These include a guarantee that each member state will keep a commissioner in future European Commissions – despite the document initially foreseeing a reduction of the size of the institution, as well as a promise that the EU would not impose rules on Ireland concerning taxation, "ethical issues" – such as abortion, euthanasia and gay marriages - or interfere with its traditional neutrality.

In order to make these promises legally binding, they will be written into a protocol in Croatia's accession treaty.

In exchange for receiving concessions from the other EU countries, Ireland has committed to holding a second referendum on the Lisbon Treaty by November 2009.

Tassos Papadopoulos, hard-line Cypriot leader, dies at 74

Tassos Papadopoulos, the hard-line former president of Cyprus, who ushered the divided island into the European Union after rallying Greek Cypriots to reject a United Nations peace deal, died Friday of lung cancer. He was 74.

Papadopoulos served as president from 2003 to March 2008. A longtime chain smoker, he was hospitalized last month with severe breathing problems.

His successor, President Dimitris Christofias, called him "one of the protagonists of our country's modern history." Mehmet Ali Talat, the Turkish Cypriot leader, expressed sorrow over Papadopoulos's death and conveyed his condolences to the late president's family, his official Web site said.

Switzerland in the Schengen area

Land border controls between Switzerland and the 24 countries currently making up the Schengen area have been lifted on the 12th of December 2008. Switzerland has also joined the Dublin system, which establishes the criteria for determining which Member State is responsible for examining an application for asylum.

Commission President, Mr José Manuel Barroso, announced: "I would like to congratulate Switzerland, the European Presidency and all the Member States for their efforts to extend the Schengen area to include Switzerland as from today. My sincere congratulations to Switzerland. Schengen has been successful in dismantling obstacles to unity, peace and freedom in Europe, while also paving the way for enhanced security. Today, Switzerland has once again shown its commitment to cooperating as closely as possible with the European Union for the benefit of the Swiss people."

Following the enlargement of the Schengen area to include nine new members (Estonia, the Czech Republic, Lithuania, Hungary, Latvia, Malta, Poland, Slovakia and Slovenia) on 21 December last year, today Switzerland is celebrating its accession. This will facilitate the development of border regions and the expansion of tourism, and will have a beneficial impact on infrastructures. For bona fide travellers, moving between the existing Schengen members and Switzerland will be faster and easier. Third-country nationals will be able to travel carrying a single Schengen visa and will no longer need separate national visas.

Switzerland’s link-up to the Schengen Information System - which enables information to be shared on wanted and missing people, those refused entry, and lost and stolen property - was secured before its membership could be agreed. In November the Ministers for Justice and Home Affairs concluded that Switzerland met the criteria laid down in the Community acquis.

The Commission is certain that the Swiss authorities will take all the necessary steps to ensure that air border controls can be lifted as planned in March 2009.

A pragmatic solution was found for the border between Switzerland and Liechtenstein, and the Commission hopes that the procedures for ratifying the Protocol on the association of Liechtenstein will be completed as soon as possible, allowing Liechtenstein to join the Schengen area by the end of 2009, once an assessment has been carried out.

Switzerland has also acceded to the Dublin acquis. In this connection, the Commission on 3 December submitted amendments to the Dublin and Eurodac Regulations that aim to consolidate protection for asylum seekers and to make the Dublin system more effective. This proposal is in line with the desire to create a common European asylum system with which Switzerland will now be associated, involving a very high level of protection for asylum seekers and for those benefiting from international protection within the EU.

OVER to you, President Obama. That was the message from European Union leaders at a summit on Friday December 12th, as they agreed that Europe would take a global lead in fighting climate change. But they also agreed to protect local heavy industry if the world’s biggest polluters did not follow suit, starting with America.

In theory, the Brussels summit for government chiefs from the 27 EU states was merely a tidying-up exercise. It was intended to spell out how Europe will fulfil promises already made back in March 2007 to make deep cuts in EU carbon emissions, to use energy more efficiently, and increase the use of energy from renewable sources, like wind, wave power and the burning of plant waste. Those promises—inelegantly dubbed the 20-20-20 plan—would involve cutting greenhouse-gas emissions by 20% over 1990 levels, obtaining 20% of energy from renewables and making 20% savings in energy use over forecast levels, all by the year 2020.

That was then. In the intervening months, leaders have seen booming economies slip into a nasty slump, prompting fears that they might slide away from their 2007 deal. In the end, the final summit conclusions preserved those headline promises, as well as a pledge that the EU would make 30% cuts in emissions if other big polluters agree to their own binding carbon limits at an important international meeting to be held in Copenhagen at the end of 2009. But political bosses agreed to make hefty concessions to countries with industries that emit lots of greenhouse gases, such as Germany and Italy, as well as ex-communist nations like Poland, that burn large amounts of coal to produce electricity.

A trading scheme remains at the heart of the next wave of EU action on climate change. Initial plans were to sell allowances to firms at auction, rather than give them away free, as mostly happens now. With recessionary winds swirling, the summit agreed big concessions to countries that worried about spiralling electricity bills for consumers, or job losses through “carbon leakage”: jargon for factory owners shutting up shop and relocating to parts of the world that do not penalise greenhouse gases.

A new clause allows the EU’s poorest, most coal-dependent countries to receive up to 70% of their allowances for industrial carbon emissions free initially. By 2020, however, their firms will have to buy all permits at auction.

Concerns over carbon leakage were met with a promise that, if other big polluters do not sign up to binding curbs at Copenhagen next year, heavy industrial sectors vulnerable to foreign competition would receive up to 100% of their allowances free—but only if they meet “benchmarks” for using the cleanest available technology. There will also be funds for developing carbon capture and storage (CCS) technology.

Eurocrats say that awarding free allowances will not harm Europe’s drive to reduce emissions, noting that allowances will be capped, and then steadily reduced in number each year. There will still be high costs for non-compliance with the plan, they argue. The concessions mean there would be no costs for firms complying with the plan, and in many cases windfall profits, as they pass on the nominal costs of allowances to consumers, despite receiving them for free. Such windfall profits have already earned some power generators in Europe billions of euros, sparking rows.

EU funds euro1.7 billion in rail works

The European Union has approved euro1.7 billion (US$2.15 billion) in funding for 11 railway projects aimed at clearing bottlenecks in Europe's transport grid.

The European Commission said Friday that the decision also shows that it is continuing to invest to improve the continent's environment and business competitiveness. The works will specifically be used for the modernization of tunnels and the building of new lines in Austria, France, Germany, Slovenia and Hungary. The main aim is to make the main lines from Berlin to Palermo and Lyon to Budapest easier to use.

Alku a gépkocsik szén-dioxid-kibocsátásáról

Hosszas egyeztetések után az unió tagországai és intézményei hétfőn végül megállapodtak arról, hogy 2015-től az EU-ban az újonnan gyártott autók széndioxid-kibocsátása nem haladhatja meg kilométerenként a 130 grammot.

A megállapodás valamelyest visszalépést jelent az eredeti célokhoz képest, mely 2012-től vezette volna be ezt a maximumot, de az alku értelmében ezt csak 2015-től kell alkalmazni, 2012-től kezdődő fokozatos csökkentés mellett.

A megállapodás 2020-ra további jelentős csökkentést helyez kilátásba. Az előírást nem teljesítő autógyártók büntetése is fokozatosan fog növekedni, eleinte plusz kibocsátásért grammonként 5 euró büntetésre számíthatnak, mely büntetés idővel fokozatosan növekszik, majd 2018-ra grammonként már 95 euró bírságot kell fizetnie a maximális kibocsátást túllépő gyároknak.

Környezetvédő szervezetek már előre bírálták az uniós döntéshozókat, jelen trendeket figyelembe véve ugyanis prognosztizálható, hogy - a megállapodás ellenére - még évekig nőni fog az újonnan gyártott autók szén-dioxid kibocsátása, mielőtt a megállapodás értelmében a gyártók csökkentenék azt. Sajtóértesülések szerint az eredeti terv enyhítését elsősorban a befolyásos német autógyártó cégek járták ki.

2005-ben kilométerenként 159 gramm volt az EU-ban az új autók széndioxid-kibocsátása.

Romanian elections

Romania's parliamentary election results Monday showed the centrist and leftist parties less than a percentage point apart with more than 99 percent of the vote counted, raising the prospect of tough negotiations to form a coalition.

The leftist Social Democrats had slightly more with more than 33.5 percent while the centrist Democratic Liberal Party, supported by President Traian Basescu, had about 33 percent of the votes from Sunday's election, in which anxiety over the global financial crisis was a major issue.

The center-right Liberal Party was third with about 18 percent so far, said Election Office spokesman Marian Muhulet.

With 99.62 percent of the vote counted, the near final results showed the ethnic Hungarian Party with more than 6 percent of votes. The ultranationalist Greater Romania Party was failing to reach the 5 percent minimum, the results showed.

Basescu will name the prime minister, and Parliament will vote on whether to validate his choice.

Izland 2011

Az izlandi kormányfő bizottságot hoz létre, melynek feladata az ország Európai Unióhoz való csatlakozásának vizsgálata lesz. Lapinformációk szerint az észak-európai szigetország külügyminisztériuma 2009-ben benyújtandó csatlakozási kérelemmel és 2011-es belépéssel számol.

Geir Haarde miniszterelnök azt is bejelentette, hogy a kormányzó Függetlenség Párt a jövő októberre tervezett kongresszusát már januárban megtartja, hogy az ország esetleges csatlakozását már ekkor meg tudják vitatni.

Az izlandi lakosság korábban ellenezte az ország uniós csatlakozását, azonban a pénzügyi rendszer összeomlását követően egyre erősödnek a belépést követelők hangok: jelenleg a lakosság 70 százaléka támogatná az EU-tagságot. Szombaton (2008. november 15.) 6000 ember tüntetett Reykjavíkban. A szigetország lakosságának két százalékát kitevő demonstrálók a kormány válságkezelési intézkedéseivel voltak elégedetlenek. Helyszíni beszámolók szerint több tüntető is uniós zászlót lobogtatott.

Felmerült, hogy Izland a válságból való kilábalás érdekében bevezetné a közös európai fizetőeszközt. Az EU azonban Izland tudtára adta, hogy az euróra való áttérés csak az uniós tagsággal együtt lehetséges.

Euro-zone in recession

The 15 countries that use the euro are officially in a recession, the European Union said Friday, as their economies shrank for a second straight quarter because of the world financial crisis and sinking demand.

EU statistics published Friday show the euro zone shrank by 0.2 percent in both the third and second quarters compared to the quarter before. Two successive quarters of negative growth is the usual definition of a recession. From a year ago, the euro-zone grew 0.8 percent in the third quarter and 1.4 percent in the second.

The entire 27 countries of the EU have so far escaped recession thanks to growth in eastern Europe. But they shrank 0.2 percent in the third quarter after zero growth in the second quarter-on-quarter. From a year ago, third-quarter growth was 1.7 percent and second-quarter growth was 0.8 percent.

Two of the region's largest economies — Germany and Italy — are in recession, Eurostat said, while France narrowly escaped, growing just 0.1 percent in the third quarter after shrinking in the second quarter.

The spending slowdown and tight credit conditions are starting to hurt: carmakers said Friday that sales are slumping even as euro-zone inflation calms from record highs. So far, euro economies have not seen the jobless rate surge — but the EU executive Commission estimates that it will rise steadily over coming months.

Business and consumer confidence figures show business and consumers are worried, with companies readying to make cutbacks and households trying to save more as they worry about job losses. Both are hurt by tighter credit conditions that raise the cost of borrowing money.

It is the first recession since the euro currency was launched in 1999, when the European Central Bank took control of interest rates. That is the major lever of economic growth because changing borrowing costs can stoke or cool growth.

Magyarország 25,1 milliárd dolláros pénzügyi mentőövet kap

A Nemzetközi Valutaalap (IMF), a Világbank és az Európai Unió megegyezése alapján hazánk 25,1 milliárd dolláros gazdasági mentőövet kap a pénzügyi válság hatásainak enyhítésére.

A 25,1 milliárdos hitelkeretből a Valutaalap 15,7 milliárd dollárt (12,5 milliárd euró), az EU - a Szerződés 119. cikke szerint középtávú pénzügyi támogatást nyújtó mechanizmus keretében - további 8,1 milliárd dollárt (6,5 milliárd euró), a Világbank pedig 1,3 milliárd dollárt (1 milliárd euró) biztosít. A csomag jóváhagyásra már november elején az IMF végrehajtó tanácsa elé kerülhet a Valutaalap gyorsított eljárása keretében.

Dominique Strauss-Kahn, a Valutaalap főigazgatója közölte: a magyar hatóságok átfogó intézkedéscsomagot dolgoztak ki a befektetői bizalom helyreállítására, valamint a magyar pénzügyi szférában az utóbbi hetekben tapasztalt feszültség csillapítására. "Ez a csomag erősíteni fogja az ország gazdaságának rövid távú stabilitását és javítani fogja hosszú távú növekedési potenciálját" - áll a főigazgató közleményben.

Az intézkedések célja a fizetőképesség javítása és a pénzügyi szektor erősítése. A csomagban lépések szerepelnek a megfelelő forint- és devizalikviditás biztosítására, valamint, hogy a bankrendszernek "erős tőkeszint" álljon rendelkezésére. Dominique Strauss-Kahn hangsúlyozta: a határozott magyar intézkedések igazolják, hogy az ország kivételes szintű forrásokhoz férhet hozzá a Valutaalaptól. Utalt rá, hogy a hitelkeret összege a magyar IMF-kvóta több mint tízszerese, 1020 százaléka. Az IMF főigazgatója azt is közölte: a Valutaalap - amely szorosan együttműködött a magyar segítség ügyében az Európai Unióval, az EU-elnökséggel és a Világbankkal - a továbbiakban is segítséget nyújt majd a magyar hatóságoknak a jelenlegi globális pénzügyi zavarokhoz történő alkalmazkodásban.

A támogatással kapcsolatban Amelia Torres brüsszeli szóvívő jelezte: az unió figyel arra, hogy az IMF -segítséghez kapcsolódó esetleges feltételek összhangban legyenek az uniós gazdaságpolitikai ajánlásokkal, és azzal kölcsönösen erősítsék egymást. A szóvivő azt is elmondta, hogy az EU-támogatás várhatóan nem az uniós költségvetésből származik majd, hanem a Bizottság pénzpiaci műveletekkel teremti elő. Korábbi válságidőszakokban Brüsszel más esetekben is segítette már a nehéz helyzetbe jutott tagállamokat. A múlt évtized elején például Olaszország és Görögország kapott hasonló jellegű támogatást.

A kínai Hu Csia kapta idén a Szaharov-díjat

Hu Csia kínai politikai aktivista nyerte az Európai Parlament gondolatszabadságért adományozott Szaharov-díját. Az idei elismerést december 17‑én adják át Strasbourgban.

A polgári jogokkal, környezetvédelemmel és az AIDS-szel kapcsolatos tanácsadással is foglalkozó Hu Csia kiemelkedő emberi jogi aktivista és másként gondolkodó a Kínai Népköztársaságban. A „mezítlábas ügyvédek” elnevezésű jogászokat, ügyvédeket és akadémikusokat tömörítő mozgalom egykori koordinátoraként, többek között, sürgette az 1989‑as Tiananmen téri vérengzés hivatalos kivizsgálását.

Pénzügyi válság

Az Európai Tanács ülésén a tagállamok felsorakoztak az eurózóna országainak hétvégén elfogadott intézkedéscsomagja mögé. A francia elnöki hivatalban vasárnap összegyűlt 15 ország vezetője közös akciótervben állapodott meg a pénzügyi válság leküzdésére, melynek lényege a bankközi hitelek állami garantálása és szükség esetén a bankok újratőkésítése a banki csődök megakadályozására.

Emellett a Huszonhetek támogatják egy nemzetközi konferencia összehívását, melynek feladata a globális pénzügyi rendszer újragondolása lenne. A tagállamok még ebben az évben szeretnék lebonyolítani a konferenciát, amelyre Sarkozy szerint november lenne a legalkalmasabb időpont. „Új kapitalizmusra van szükség, ahol a pénzügyek szolgálják az üzletet és a polgárokat, nem pedig fordítva” – tette hozzá a francia elnök, aki a hét végén az Egyesült Államokba utazik, hogy találkozzon George W. Bush amerikai elnökkel.

„Költséghatékony” klímacsomagot akarnak a tagállamok

A tagállamok állam- és kormányfőinek sikerült olyan kompromisszumra jutniuk a kérdésben, melynek értelmében a decemberben elfogadásra kerülő csomag lehetőséget biztosít az országoknak az abban foglaltak „költséghatékony” végrehajtására. Az Európai Tanács egyúttal felkérte az elnökséget és a Bizottságot, hogy az elkövetkező hetekben végezzen intenzív munkát annak érdekében, hogy az Európai Tanács 2008 decemberében az európai gazdaság számára is megfelelő döntést hozzon.

„A cél és a határidő változatlan maradt. A pénzügyi válság nem szolgáltathat elegendő indokot a csomag elhalasztására” - mondta a csúcstalálkozót követően Nicolas Sarkozy, a Tanács soros elnökségét betöltő Franciaország elnöke.

A javaslattal a jelenlegi formájában több tagállam sem ért egyet. Az ún. „nyolcak” (Bulgária, Észtország, Lengyelország, Lettország, Litvánia, Magyarország, Románia és Szlovákia) szeretnék elérni, hogy 2005 helyett 1990-et tekintsék a bázisévnek, azaz az ebben az évben mért kibocsátáshoz képest kelljen 20 százalékos kibocsátás-csökkentést elérni. Olaszország pedig az ország gazdasági nehézségei miatt fontolgatott vétót a kérdésben, mivel véleménye szerint a kibocsátás csökkentése túl nagy terhet róna iparára.

Ugyanakkor még korántsem hárult el minden akadály a végső döntés előtt, mivel Donald Tusk kormányfő jelezte: Lengyelország továbbra is fenntartja magának a vétó lehetőségét, ha nem lát más megoldást. Lengyelország számára a széntüzelésű erőművek leállítása jelentené a legnagyobb nehézséget.

Centre-right leaders 'informally' back Barroso for second term

Conservative EU leaders gathered in Brussels ahead of an EU summit "informally" proposed Jose Manuel Barroso for a second mandate as president of the European Commission, with a final agreement to be taken in at the end of the year.

"There was no official proposal, just an informal discussion. The decision will be taken at the next EPP summit in December," Javier Jimenez, press officer for the center-right European People's Party (EPP), told EUobserver.

"[Talks] seem to go in that direction," European Parliament Hans-Gert Poettering, himself a former chairman of the EPP group, told a press conference. "Not only did I support Mr Barroso, but I ensured that he was our candidate and I will continue to support him," he said, referring to the time when he chaired the EPP group in the European Parliament.

Brian Cowen ír miniszterelnök az európai állam- és kormányfők találkozóján ígéretet tett arra, hogy a Lisszaboni Szerződés ratifikációjával kapcsolatos ír megoldási tervet az Európai Tanács decemberi ülésén ismerteti.

Az Európai Tanács elfogadta az Európai Bevándorlási és Menekültügyi Paktumot. A tagállamok megszavazták, hogy a paktum alapelvei alapján hozott intézkedések végrehajtása az Európai Tanács 2010. júniusi ülésétől kezdődően éves vita tárgyát fogja képezni.

A tagállamok döntöttek az Európai Unió távlati jövőjét vizsgáló reflexiós csoport („bölcsek tanácsa”) összetételéről is, melynek feladata, hogy 2020-2030-ig előre nézve áttekintsék az EU-ra váró legfontosabb kihívásokat. A testület elnökének az egykori spanyol miniszterelnököt, Felipe Gonzálezt kérték fel.

Paris summit fails to stop unilateral action by EU states

Despite a display of unity and call for a confidence in the financial system by leaders of Europe's four biggest economies at a mini-summit in Paris, Germany took emergency measures to save one of the country's key mortgage providers and unilaterally moved to guarantee all private deposits to prevent further deepening of the banking crisis.

On Sunday (5 October), Berlin hammered out a €50 billion plan to save Hypo Real Estate, Germany's second biggest property lender, after a previous bail-out deal of €35 billion fell apart. The country also announced it was guaranteeing the deposits of all private savers. The collapse of the earlier rescue arrangement - approved by the European Commission last week - was caused by a decision by commercial banks and insurance companies to withdraw from the deal. They were originally supposed to cover €8 billion of the savings costs.

Forced to follow Dublin

At a meeting with her colleagues from France, Britain and Italy in Paris on Saturday, German Chancellor Angela Merkel urged "those who were responsible [for the financial crisis] to be accountable," confirming Berlin's previous line suggesting that it should not only be governments and public money that comes to the rescue of the financial sector. Ms Merkel also criticised unilateral moves by EU member states to guaranteeing all deposits in banks as Ireland and Greece had done. She pointed out that Brussels would look into the issue and hold talks with Dublin and Athens.

However, only a day later, Berlin decided to take the same measures, announcing an unlimited guarantee for all private savings.

Shortly after the Germany's move, Austrian finance minister Wilhelm Molterer said he would propose that Vienna also raise its deposit guarantee, in a bid to "to ensure Austrian savings are not withdrawn and transferred to Germany," he told ORF TV. Denmark later also followed suit, with the country's finance ministry stating that the current situation "is regarded with great concern," as it "threatens financial stability in Denmark and, if unaddressed, it may cause significant disruptions to firms and households."

The Sunday turbulence in EU capitals came following a desperate attempt by French President Nicolas Sarkozy and his guests at an emergency mini-summit to boost confidence in the European financial markets. An EU-wide reponse to the crisis however was rejected - apart from "co-ordination" between countries, with moves to be left to member states themselves.

The mini-summit agreed on a list of initiatives that the four countries will present to other EU member states at a meeting of the bloc's finance ministers on Tuesday (7 October), and to their partners in the G8 club of world's leading industrial nations meeting in Washington on Friday (10 October).

Possible EU mission on Somali pirates

The European Union is to launch a combined air and sea anti-piracy operation off the coast of Somalia following the hijacking of a tank-carrying Ukrainian ship.

At least 10 countries, probably including Britain, are willing to take part, the French defence minister Herve Morin said. The force is expected to include three frigates, one of them German, three surveillance ships, and a supply vessel, with the plan expected to be finalised next month.

The MV Faina, the Ukrainian vessel with 33 Soviet-era T72 tanks on board hijacked by Somalian, is the most prominent of more than 60 attacks so far this year on shipping in the area.
Moscow has already diapatched a warship containing special forces and commandos to the Gulf of Aden.

The region is a vital shipping lane linking Europe, the Middle East and Asia, and analysts have warned that growing insurance costs could force trade out of the Suez Canal and move all the way around Africa instead, with Des Browne, the defence minister, said global trade routes were critical to the EU's security and way of life. He said that the mission would be about "ensuring that oil that travels around this world travels around it securely", adding that the EU had to work closely with the US on the issue.

A 2005-ben kettészakadt szélsőjobboldali FPÖ két utódpártja – a még inkább jobbra tolódott FPÖ és a kormányfelelősséget vállaló, némileg mérsékeltebb BZÖ (Szövetség Ausztria Jövőjéért) együtt 29,8 százaléknyi szavazatot kapott, többet, mint 1999-ben, amikor az eddigi legtöbb voks jutott nekik. Centre-left opposition wins Slovenia election

Slovenia's centre-left parties defeated conservative Prime Minister Janez Jansa in a parliamentary election on Sunday, returning to power after a four-year break.

Many in this small but prosperous EU member state felt Jansa had failed to tame high inflation, which the new government will have to curb while keeping the booming economy on track despite a global financial slowdown.

With some 99.9 percent of votes in the tiny Alpine country counted, the opposition Social Democrats (SD) of Borut Pahor held a small lead over Jansa's SDS, but SD's two coalition partners were faring better than those of the SDS. According to the partial results, the SD and its two centre-left allies, Zares and the Liberal Democrats, would together control some 43 seats in the 90-member parliament, versus 40 seats of the SDS and its present coalition partners.

The State Electoral Commission said the SD had 30.5 percent, compared to 29.3 percent for SDS. Official results, which will include the votes from abroad that represent some 2.7 percent of the electoral body, are expected by October 1. Turnout was some 62.2 percent, up from 60.7 percent four years ago.

A pensioners party, Desus, that had been a junior partner in Jansa's ruling coalition and is likely to get 7 seats, has indicated it would side with the winner.

EU secures deal on Russia withdrawal

Following four-hour talks between Russian President Dmitry Medvedev and French leader Nicolas Sarkozy, Moscow has agreed to pull out its troops "from the zones adjacent to South Ossetia and Abkhazia to the line preceding the start of hostilities" by mid-October.

"This withdrawal will be implemented within 10 days of the deployment of international mechanisms in these zones, including no fewer than 200 observers from the European Union, which must take place no later than 1 October 2008," Mr Medvedev said on Monday (8 September).

He promised to dismantle a security checkpoint near the Black Sea port of Poti deep in Georgian territory within seven days - stressing, however, that all depends on Georgia's commitment not to regain control over its two breakaway regions of South Ossetia and Abkhazia by force. Under the deal, the new EU monitors will become guarantors of Georgian non-aggression. OSCE and UN monitors will also be allowed to return to South Ossetia and Abkhazia, but it remains unclear how many Russian soldiers will stay in the two rebel enclaves for now.

International talks in Geneva on 15 October will debate the future security in the breakaway regions and Georgian refugees' right of return, but will not discuss their future status, according to the 8 September EU-Russia agreement.

A foglalási rendszerekkel kapcsolatos, jelenleg hatályos szabályozás légi szállítókra, utazási irodákra, és bizonyos esetekben vasútüzemeltetőkre vonatkozik. „A szigorúbb garanciák révén, az utazási ügynökök és a fogyasztók nagyobb védelmet élvezhetnek a piaci visszaélésekkel szemben. A foglalási rendszerekben érdekelt légi társaságok nem befolyásolhatják saját javukra az üzletet. A fogyasztók nagyobb választékot és jobb szolgáltatást kaphatnak utazási ügynökeiktől. Röviden: reméljük, hogy új lendületet adhatunk az ágazatnak az online jegyfoglalások egyre növekvő hatásának fényében” – mondta Timothy Kirkhope (néppárti, brit) parlamenti jelentéstevő.

A húsz éve elfogadott jogszabály bevezetése óta a piac gyökeresen megváltozott. Korábban például a légitársaságok elsősorban saját foglalási rendszerekkel dolgoztak, ma viszont ezek többnyire függetlenek. A korábbi szigorú előírások az Európai Bizottság szerint a mostani körülmények között visszafogják a versenyt - így például arra ösztönzik a társaságokat, hogy a saját honlapjukon árulják jegyeiket -, ezzel pedig magasan tartják az árakat.

A bizottsági javaslat lényege az, hogy a légitársaságok és a foglalási rendszerek korlátozás nélkül tárgyalhassanak a légi szolgáltatások értékesítésének feltételeiről, és hogy erősödjön a verseny az alacsonyabb árak és a jobb szolgáltatások érdekében. Azok a szállítók, amelyek egyben egy foglalási rendszer tulajdonosai is, a többi foglalási rendszernek is kötelesek lesznek megadni mindazon információkat, amelyeket saját leánycégüknek adnak.

A képviselők a szakbizottságban ragaszkodtak ahhoz, hogy a foglalási rendszerekben feltüntetett árak pontosan megegyezzenek a fogyasztó által fizetendőkkel, tehát tartalmazzák az összes adót, díjat, pótdíjat, amelyet a légi- vagy vasúttársaságnak kell fizetni.

Azoknál a rendszereknél, amelyek sorrendbe rakják a legkedvezőbb utazási lehetőségeket, a képviselők előírnák, hogy a 90 percnél nem hosszabb repülőutak mellett alternatívaként tüntessék fel a megfelelő vonatösszeköttetéseket is.

A szakbizottság azt is javasolta, hogy a jövőben a foglalási rendszerek könnyen érthető formában tüntessék fel a repülő egy utasra eső széndioxid-kibocsátását és üzemanyag-fogyasztását is, úgy, hogy ezek összehasonlíthatók legyenek a megfelelő busz-, illetve vonatút adataival.

Az EU felfüggeszti az EU-orosz partnerségi tárgyalásokat

Az Európai Unió tagállamainak állam és kormányfői az Európai Tanács hétfői (2008. szeptember 1.) rendkívüli ülésén megállapodtak abban, hogy mindaddig felfüggesztik az EU-orosz együttműködési megállapodásról folytatott tárgyalásokat, amíg Moszkva nem vonja ki a csapatait Grúziából.

Az eredeti tervek szerint szeptember közepén folytatódtak volna a nyár elején kezdődött megbeszélések az új partnerségi szerződésről. José Manuel Barroso, az Európai Bizottság elnöke az ülés után bejelentette, hogy a tárgyalások következő fordulóit elhalasztották, s azokra csak azt követően kerülhet sor, ha Oroszország az augusztus eleji pozíciókba vonja vissza csapatait. Bejelentették azt is, hogy Nicolas Sarkozy francia elnök vezetésével a jövő héten uniós delegáció utazik Moszkvába és Tbiliszibe, hogy elérje a Sarkozy nevéhez fűződő, hatpontos nemzetközi fegyverszüneti terv betartását.

Döntés született egy grúziai uniós különmegbízott kinevezéséről is, akinek a személyéről legkésőbb szeptember 15-ig fognak megállapodni a Tanácsban.

A csúcstalálkozón jelezték, hogy az Európai Unió Grúzia talpraállításában is szerepet kíván vállalni. Az Európai Bizottság már korábban 6 millió eurós összeget különített el a kaukázusi ország számára, melyhez most a tagállamok újabb 8,4 milliót ajánlottak fel.

A várakozásoknak megfelelően az unió vezetői végül nem hoztak komolyabb szankciókat Oroszország ellen, ám Sarkozy jelezte, hogy a későbbiekben további uniós döntések is születhetnek, ha azt a helyzet szükségessé teszi. A novemberre tervezett EU-orosz csúcstalálkozó elhalasztásáról azonban egyelőre nincs szó. Egyes tagországok – különösen Lengyelország – azt szerették volna, ha az unió már most komolyabb büntetőintézkedéseket hoz Moszkva ellen.

A találkozó zárónyilatkozatában az Európai Unió arra szólította fel Oroszországot, hogy ne szigetelje el magát Európától. Az EU a nemzetközi jog szempontjából elfogadhatatlannak minősítette a Grúzia elleni orosz inváziót, és közleményében jelezte: Európa és Oroszország kapcsolata útkereszteződéshez érkezett. Csizov ugyanakkor jelezte, hogy Moszkva figyelemmel fogja kísérni az EU és Grúzia közötti kapcsolatot, és nem fogja hagyni, hogy „a helyzet tovább romoljon.”

Sarkozy congratulates France, EU on great success at Beijing Olympics

French President Nicolas Sarkozy on Sunday expressed his congratulations to French and the European Union (EU) athletes on their "great success" at the Beijing Olympics. Sarkozy said in a statement that French athletes have won 40 medals, including seven gold, 16 silver and 17 bronze medals, exceeding the performance at the Sydney Olympic Games.
Sarkozy, whose country holds the rotating presidency of the EU, also congratulated all the EU countries on their fine performance. He said considering the EU countries as a whole, they have a total of 280 medals, including 87 gold, 101 silver and 92 bronze medals.

Differences emerge in Europe of a response to Georgia conflict

If the United States and Europe have sounded different notes over the conflict between Russia and Georgia, an equally striking split has emerged between some leaders in Western and Eastern Europe over the causes and consequences of the violence.

President Lech Kaczynski of Poland and his counterparts from Ukraine and the three Baltic countries traveled to Tbilisi on Tuesday to express their solidarity with Georgia, a country that, like their own nations, spent decades in the grip of the Soviet Union. "Russia has again shown its true face," Kaczynski said Tuesday, questioning whether the Russian decision to halt military activity in Georgia was permanent.

The trip by Kaczynski, President Toomas Hendrik Ilves of Estonia, President Valdis Zatlers of Latvia, President Valdas Adamkus of Lithuania and President Viktor Yushchenko of Ukraine comes three days after their countries issued a joint statement urging the European Union and NATO to "stand up against the spread of imperialist and revisionist policy" by Russia.

In Moscow, they warned, refusal to give Georgia fast-track access to NATO membership "was seen as a green light for aggression."

All five countries have memories of what they now view as occupation by Russia. The Baltic countries and Ukraine were part of the Soviet Union; Poland has a long history of conflict with Russia.

These views from Eastern Europe stand in stark contrast to the calibrated statements from French and German officials, which have refrained from designating a culprit in the conflict. On the other end of the spectrum, Italian officials appeared to side with Russia. "We cannot create an anti-Russia coalition in Europe, and on this point we are close to Putin's position," the Italian foreign minister, Franco Frattini, told La Stampa in an interview published Monday, stressing that Prime Minister Silvio Berlusconi was a close ally of Prime Minister Vladimir Putin of Russia. Frattini is also European Commissioner for Justice, Freedom and Security. "This war has pushed Georgia further away" from Europe, Frattini said.

France, which holds the EU presidency, and Germany, which has close links to both Russia and Georgia, have taken the lead in the diplomatic effort.

In Brussels on Wednesday, further European divisions may emerge when the French foreign minister, Bernard Kouchner, briefs his 26 EU counterparts on his mediation efforts in Russia and Georgia. Not all East Europeans back Georgia; not all Western Europeans are as equivocal as the public statements designed to defuse the conflict.

One question that will almost certainly continue to divide Europe is the Georgian bid to join NATO, which will be on the table again at an alliance meeting in December. At a NATO summit meeting in Bucharest in April, France and Germany blocked a U.S.-backed push to give Georgia and Ukraine a so-called membership action plan. Both Paris and Berlin insisted then that this would not jeopardize NATO membership in the future.

Georgian officials, backed by some Eastern countries, say that the recent violence should lead to an acceleration of the process to deter Russia from future military action. But French and German diplomats privately said that if anything, the conflict had dimmed Georgian chances of joining NATO in the near future because the strategic environment in the region more fragile. The unease surfaced at a news conference after NATO ambassadors met the Georgian envoy to NATO in Brussels on Tuesday. (IHT)

A kritika hangneme a korábban nyilvánosságra került tervezethez képest azonban sokkal mérsékeltebb, különösen Bulgária esetében.

Brüsszel a korrupció és pazarló gazdálkodás miatt felfüggesztette több száz millió euró támogatás folyósítását Bulgáriának, és visszavonta két kormányzati ügynökség jogát uniós pénzalapok kezelésére. A Csatlakozási Szerződésben megfogalmazott védzáradék bevezetésére - mely lehetővé tenné az EU tagállamok számára, hogy megtagadják a bolgár és román bíróságok által meghozott ítéletek elismerését - azonban nem került sor.

A Bizottság elismerte Bukarest és Szófia eddigi erőfeszítéseit, azonban a korrupció elleni küzdelem, Bulgária esetében pedig a szervezett bűnözés elleni fellépés fokozását kérte. A Bulgáriáról szóló jelentés szerint „világos stratégiára, és a rendszer átalakítása iránti egyértelmű elkötelezettségre van szükség minden szinten. Bulgáriának a jelenlegi intézményrendszerrel – annak hiányosságai ellenére – képesnek kell lennie eredményeket felmutatni a magas szintű korrupció és a szervezett bűnözés ellen, továbbá a támogatások felhasználásában érintett intézmények közötti érdekellentétek, valamint a szervezett bűnözés és a politikai elit közötti állítólagos kapcsolatok megszüntetése terén is.”

A bel- és igazságügyi jelentés mellett a Bizottság egy külön dokumentumot bocsátott ki, mely egyrészt az uniós támogatások bulgáriai felhasználását értékeli, másrészt pedig a korábbi több száz millió eurós támogatás felfüggesztésének formalizálását jelenti.

A Bizottság visszavonta az akkreditációt a Phare előcsatlakozási alapot kezelő bolgár állami ügynökségektől, ami formálisan 250 millió euró kifizetésének leállítását jelenti. Bulgária esetében a felfüggesztett támogatások, beleértve a Kohéziós Alapból és a mezőgazdasági segélyprogramból (SAPARD) származó forrásokat is, összesen több mint 800 millió euró leállítását jelenti. A korábban nyilvánosságra került jelentéstervezettel ellentétben a jelentés nem tér ki arra, hogy a folyamatosan felmerülő problémák késleltethetnék Bulgária és Románia schengeni térséghez, illetve az eurózónához történő csatlakozását.

Sarkozy ekes out victory on constitutional changes

President Nicolas Sarkozy of France won approval for important constitutional changes on Monday, but by a very narrow margin. The changes, Sarkozy insisted, strengthen the power of Parliament and will make the president more accountable. But his critics, including the main opposition party, the Socialists, said they would increase the power of the already semiroyal president, creating a "monocracy."

Meeting in the chateau of Versailles, French lawmakers approved Sarkozy's proposals by 539 votes to 357, one vote more than the three-fifths majority required. To win, Sarkozy needed support from other parties; a defeat would have damaged his standing a little more than a year into his five-year term.

The changes limit the presidency to two five-year terms, eliminate the president's power to issue collective pardons and make certain appointments subject to parliamentary approval. Parliament must be informed within three days of any military operation abroad and must approve one lasting more than four months. The changes give Parliament more control over its agenda and limit the right of presidential decree.

The amendments also allow the president to address Parliament in an American-style "state of the union" speech. Since 1875, to preserve a strict separation of presidency and legislature, such a speech has been banned.

In the future, the Parliament, by a vote of three-fifths, can authorize the president to ratify a European Union enlargement either through a referendum or through a parliamentary vote. But if the president does not get this authorization, a referendum will be required.

Belgian PM resigns as divided country thrown into fresh crisis

Belgian Prime Minister Yves Leterme has offered his resignation to the divided country's king following failure to reach agreement between the governing parties on a reform of the state.

The Christian Democrat Mr Leterme had set himself a deadline of 15 July to reach an agreement between the five French and Flemish-speaking parties in his fractious coalition on a devolution of powers to the regions.

"Despite all efforts and perseverance, the prime minister believes the foreseen deadline for a governmental accord has not been respected. It has turned out that the opposing visions between the communities for the necessary creation of a new equilibrium in how our state is constructed are today irreconcilable," Mr Leterme said in a statement.

"This reveals that the consultation model at an exclusively federal level has reached its limits," the statement continued, "Yet a reform of the state remains an essential element of any government accord."

The prime minister's audience with the king late on Monday evening lasted more than four hours. At 3:30 in the morning, the palace issued a communique signalling that the monarch would "reserve its response" as to whether he would accept Mr Leterme's resignation.

The fragile coalition has barely held itself together since the government was sworn in following an unprecedented nine months of negotiations after the general election.

Agreement on a skeleton of economic and social measures had been agreed amongst the French and Flemish centre and right wing governing parties, but an impasse was reached when it came to the more contentious issues of a new division of powers and finances between the federal government and the provinces.

Wealthier, Dutch-speaking Flanders in the north has long desired that a range of responsibilities over taxation and social security be devolved to the provinces from the federal level. French-speaking Wallonia, whose manufacturing base has crumbled since the 1970s, fears the reduction in financial support this would deliver and believes devolution to be a stepping stone to a break-up of the country.

A reorganisation of electoral boundaries on the bilingual outskirts of majority-French Brussels - which, complicating matters, lies in the heart for Flanders - also hit the buffers.

EU military capabilities still depend on UK, French co-operation

Any moves to enhance European military capacity requires co-operation between France and the UK, according to a report published on Wednesday, despite the ambitions of some leaders to develop a strategy to orchestrate autonomous EU operations.

A three-year investigation by the International Institute for Strategic Studies argues that of the European Union member states' 2 million active personnel, only some 2.7 percent are sufficiently equipped and trained to meet the demands of current and expected overseas deployment.

The report, European Military Capabilities, argues that the future will see ever greater demands put on the various European forces - not large-scale wars, but growing number of targeted actions. The EU collectively spent €204 billion on its militaries in 2006, notes the report, but this has delivered a glut of infantry soldiers, while soldiers with more specialised skills are lacking.

The report also argues that there is too much overlap as countries devote monies to domestic firms producing military equipment, while research and development does not receive an adequate provision of funds.

Ahead of France taking over the helm of the European Union's six-month rotating presidency, President Nicolas Sarkozy announced his ambitions for a substantial beefing up of Europe's military capacity. He wants the EU to be able to simultaneously deploy 60,000 troops.

The IISS report however says that any such expansion remains dependent on Franco-British military co-operation. France and the UK are the bloc's most significant military spenders.

"It's notable that Britain has given a general welcome to Sarkozy's approach," said the group's editorial director, Alexander Nicoll, "and that the United States now argues that the world needs a stronger Europe, with a strong European Security and Defence Policy."

Last week, the UK's foreign secretary, David Miliband, gave a speech to the British parliament in support of French plans for EU military capabilities, arguing that increased military co-operation at the European level does not undermine NATO.

Mr Miliband said, in speech responding to the rejection of the Lisbon Treaty in Ireland last month, that EU military operations can be one of three main areas - alongside dealing with economic and environmental concerns - that should make up the substance of what the union can deliver to its citizens. The British foreign secretary also welcomed Mr Sarkozy's plans to have France rejoin NATO's integrated military command.

Az EP tegnapi ülésén jóváhagyta a repülőgépek bevonását az unió kibocsátás-kereskedelmi rendszerbe, így 2012-től az összes Európából induló, illetve ide leszálló géppel rendelkező légitársaságra kiterjed majd a szabályozás. A kvóták 85 százalékát ingyen kapják a társaságok, míg 15 százalék árverésen kel majd el.

Miután korábban az EP és a Tanács delegációi megegyezésre jutottak arról, hogyan lehetne az EU gázkibocsátás-kereskedelmi rendszerét (Emission Trade System - ETS) kiterjeszteni a légi közlekedésre, a parlament július 8-án, kedden, 640 igen, 30 nem, 20 tartózkodó szavazattal jóváhagyta az erről szóló jogszabályt.

A plenáris ülésen elfogadott kompromisszum alapján 2012. január 1-jétől minden, az EU-ba érkező, illetve onnan induló járatot üzemeltető légitársaság bekerül az ETS-be. A kvóták 85 százalékát ingyenesen osztják ki a légitársaságok között, míg a fennmaradó 15 százaléknyi kvótát elárverezik. Ez alapján – az eddigi rendszertől eltérően – nem lesz „történelmi” alapú disztribúció, hanem a hatékonyabb gépeket használó légitársaságokat jutalmazó, egységes európai séma alapján osztanak majd kvótákat. Az aukciós bevételeket a klímaváltozás elleni küzdelemre kell felhasználni: különösen a kutatásra, a tisztább repülőgépek kifejlesztésére, a harmadik világban zajló erdőirtás elleni harcra, valamint az alacsony kibocsátású közlekedési rendszerek (pl. busz- és vasúti közlekedés) támogatására.

A kibocsátás-csökkentési célt a politikusok a 2004-2006-os évek bázisán határozzák meg, ami az első periódusban (2012-ben) ez 3 százalék, a másodikban (2013-ban) 5 százalék lesz. A további csökkentések mértékét az ETS felülvizsgálata során határozzák meg.

A megfelelő hatósági igazolással bíró katonai, rendőrségi, vámőrségi, tűzoltósági, humanitárius, valamint orvosi célú repülések nem tartoznak a jogszabály hatálya alá, valamint a kevés káros anyagot termelő kisvállalkozások szintén kivételek. Ugyanakkor az európai uralkodók és vezető politikusok hivatalos útjai beletartoznak majd a rendszerbe.

Illegális bevándorlók visszatéréséről szóló irányelv

Az Európai Parlament megszavazta az illegális bevándorlók visszatérésének uniós szabályozásáról szóló irányelvet, amelyről korábban egyeztettek az EP és a Tanács képviselői.

Az irányelv - amely az első lépés a közös bevándorlási politika felé - az önkéntes visszatérésre helyezi a hangsúlyt, meghatározza az őrizet maximális hosszát, és jogi garanciákat nyújt.

Az Európai Unió jövendő közös bevándorlási politikája három fő elemből állna: az illegális bevándorlás elleni harcból (ennek alapja a most tárgyalt „visszatérési irányelv”), a képzett munkaerő legális bevándorlásának ösztönzéséből („kékkártya” irányelv) és az illegális bevándorlók foglalkoztatásának szankcionálásából.

Az EP június 18-án, 369-197-106 arányban fogadta el a visszatérési irányelvet. Ez az illegális bevándorlók (tehát nem a menekültek!) önkéntes visszatérésére helyezi a hangsúlyt, meghatározza őrizetük maximális hosszát, védi emberi jogaikat, és rendelkezik a kiutasítottak ismételt belépésének tilalmáról.

A képviselők többsége támogatta a Néppárt által benyújtott kompromisszumos (a Tanáccsal egyeztetett) javaslatot, és elutasította a szocialista, zöldpárti és kommunista (GUE/NGL) módosító indítványokat. (A két utóbbi frakció az egész irányelvet elutasította volna.)

Az irányelv megengedi, hogy a tagállamok a bevándorlókra nézve a most elfogadottakhoz képest kedvezőbb előírásokat alkalmazzanak. A jogszabály a tagállamok kezében hagyja annak a jogát, hogy eldöntsék, törvényesítik vagy sem a „papír nélküli” bevándorlókat.

Az önkéntes visszatérés ösztönzése

A most tárgyalt visszatérési irányelv kétlépcsős eljárást határoz meg. Eszerint az illegális bevándorlónak a kiutasítási határozatot követő bizonyos időszakon belül lehetősége lenne az önkéntes távozásra.

Ha ezt nem teszi meg, kitoloncolási végzés következik. Szökés veszélye esetén az illegális bevándorlót - bírósági vagy hatósági döntés alapján - fogva lehetne tartani. Az irányelvtervezet maximálná a fogva tartási időt (ez most tagállamonként eltér, van, ahol nincs is meghatározva), és megfelelő életkörülményeket (egészségügyi ellátás, gyerekek oktatása stb.) biztosítana a fogva tartottak számára.

Hat hónap plusz tizenkettő

A kompromisszum szerint az önkéntes visszatérésre 7 és 30 nap közötti hosszúságú idő állna rendelkezésre, az őrizet (fogva tartás) pedig 6 hónapos lehetne. Ezt bizonyos esetekben meghosszabbíthatnák további 12 hónappal (ha az őrizetben lévő nem működne együtt a hatóságokkal, vagy ha elítélnék, illetve ha az ügyben érintett harmadik ország adminisztrációja túlságosan lassú lenne). Az EP elvetette azt a szocialista javaslatot, amely 3+3 hónapban maximálta volna az őrizetet.

Ha a bevándorlót hatósági döntés alapján tartják őrizetben, a döntést „a lehető legrövidebb időn belül” bírónak is jóvá kell hagynia. Az eredeti, bizottsági tervezet szerint erre 72 óra lett volna. Ezt az EP szakbizottsága 48 órára módosította. Az EP elvetette azt a szocialista módosító indítványt, amely visszaállította volna a 72 órás határidőt.

Főszabály szerint az őrizetet „erre szolgáló különleges idegenrendészeti fogdákban kell végrehajtani. Amennyiben egy tagállam nem tud különleges idegenrendészeti fogdákban helyet biztosítani, és kénytelen büntetés-végrehajtási intézetben való elhelyezéshez folyamodni, az őrizet alatt álló harmadik országbeli állampolgárokat a többi fogva tartottól elkülönítve kell tartani”.

A jogszabályba betoldottak egy ettől való eltérésre lehetőséget adó passzust. Eszerint „azokban az esetekben, amikor a kiutasítandó harmadik országbeli állampolgárok kivételesen nagy száma előre nem látott, súlyos terhet ró valamely tagállam idegenrendészeti fogdáinak kapacitására vagy közigazgatási vagy igazságügyi alkalmazottaira, akkor ez a tagállam – ameddig a kivételes helyzet fennáll – dönthet úgy, hogy az igazságügyi felülvizsgálatra (...) hosszabb időtartamot engedélyez, és sürgős lépéseket tesz az őrizet körülményeinek tekintetében.”

Magyar szabályok

A magyar 2007/II. törvény (a harmadik országbeli állampolgárok beutazásáról és tartózkodásáról) szerint jelenleg „az idegenrendészeti őrizet legfeljebb hetvenkét órára rendelhető el, amelyet az őrizet helye szerint illetékes helyi bíróság a harmadik országbeli állampolgár kiutazásáig, alkalmanként legfeljebb harminc nappal, meghosszabbíthat”.

„Az idegenrendészeti őrizetet meg kell szüntetni, ha a) a kiutasítás végrehajtásának feltételei biztosítottak; b) nyilvánvalóvá válik, hogy a kiutasítást nem lehet végrehajtani; c) az őrizet elrendelésétől számítva hat hónap eltelt.”

Újrabelépési tilalom

A kitoloncolási végzés a jogszabálytervezet szerint tartalmazhatna egy az unió területére való, ismételt belépést tiltó határozatot is. Ez legfeljebb öt évre szólna, és meghosszabbítható lenne, ha a kitoloncolt visszatérése súlyosan veszélyeztetné a közrendet, a közbiztonságot vagy a nemzetbiztonságot.

A bevándorlót továbbra sem szabadna visszaküldeni olyan országba, ahol élete vagy szabadsága veszélyben lenne. A jövőben az Európai Parlament a Tanáccsal közösen fogja megállapítani az ebből a szempontból biztonságosnak számító országok listáját.

Gyermekek védelme

A gyermekek és családok ideiglenes őrizetbe vételét csak legvégső eszközként szabadna alkalmazni, gyerekek ellen kényszerítő intézkedésnek sem lenne helye. Kísérő nélküli fiatalokat nem lehetne kitoloncolni, csak, ha családjuk vagy megfelelő fogadó intézmény gondoskodik róluk.

Jogi képviselet

Az eredeti javaslat szerint a tagállamok kötelesek lettek volna jogi képviseletet és tanácsadást biztosítani a pénztelen illegális bevándorlók számára. A Tanács ezt a tagállamokra bízta volna, tekintve a rájuk rótt kiadásokra. A kompromisszumos szöveg szerint kötelező a jogi segítség, de ennek összhangban kell állnia a nemzeti jogszabályokkal is. Az EU 2008-2013-as időszakra szóló, 676 millió eurós visszatérési alapja is felhasználható lenne a jogi képviselet biztosításának finanszírozására.

Hatályba lépés

Az irányelv végleges elfogadásához még szükség van a Tanács jóváhagyására is. Ez idén júliusban várható. A végleges szövegnek az EU Hivatalos Lapjában való megjelenése után a tagállamoknak 24 hónapjuk lesz a jogszabály nemzeti átültetésére.

Európai Innovációs és Technológiai Intézet

Az uniós tagországok versenyképességi ügyekben illetékes minisztereinek egyhangú döntése értelmében Budapesten lesz az uniós kutatóintézet (EIT) székhelye.

Az EIT létrehozásával az Európai Unió célja, hogy az innováció terén felzárkózzon a fő versenytársainak számító Egyesült Államokhoz és Japánhoz. A tervek szerint az egyetemekből, kutatóközpontokból és vállalatokból kiépülő hálózat az oktatás és a kutatás eredményesebbé tétele mellett vonzó munkalehetőséget teremtene a legkiválóbb európai tudósok számára is. A központ hét év alatt mintegy 300 millió eurós költségvetéssel rendelkezik majd, várhatóan 50-60 fős személyzettel kezdi meg működését. Első programjai minden bizonnyal a megújuló energiák és a klímaváltozás témakörében indulnak majd.

A döntést hivatalos közleményben üdvözölte a magyar kormány. A közlemény szerint „a brüsszeli döntéssel hatalmas lépést tettünk közös nemzeti célunk elérése, a tudásalapú társadalom és a fejlett Magyarország megteremtése felé. Az EIT az európai innováció középpontja lesz: feladata az Unió tudományos életének irányítása, a kutatás-fejlesztés, az oktatás és az innováció összefogása. A koordinációs központ működése valószínűleg jelentős vonzerőt jelent majd a kutatásban és fejlesztésben érdekelt tőke számára, a hozzáadott érték arányának növelésével erősíti majd Magyarország versenyképességét. Az uniós intézmény székhelyének elnyerése jelentős szakmai és diplomáciai siker a magyar kormány és az egész nemzet számára” - írja a közlemény.

Irish justice minister concedes Lisbon defeat

Across Ireland, voters have strongly voted No to the Lisbon Treaty, which looks all but certainly set for defeat.

Nationwide, based on a mix of official and unofficial tallies, the No is leading the Yes side 53.7 percent to 46.3 percent on a high turn-out of over 50 percent.

Dermot Ahern, the Irish justice minister, speaking on RTE television, said: "We're in uncharted waters here...The results are quite clear," he added, "I don't see how they can be overturned [from where they are at this point]."

Question marks over EU reaction

Britain has already signaled that London would continue with ratification while French prime minister Francois Fillon has said it would mean the end of the treaty.

According to Reuters, Britain has told other EU member states that it will complete the ratification process whatever the result of Ireland's referendum, set to be announced this afternoon (13 June).

Paris has signalled that it does not see any prospects for the Lisbon Treaty if Irish voters reject it. "If the Irish decide to reject the Lisbon treaty, obviously, there will be no Lisbon treaty," French prime minister Francois Fillon said in a TV interview on Thursday (12 June), according to media reports.

Brussels calls for Lisbon treaty ratification to continue

The European Commission has called for ratification of the Lisbon treaty to continue, despite the No result in Ireland's referendum. "This vote should not be seen as a vote against the EU… [It] has not solved the problems which the Lisbon Treaty is designed to solve," commission president Jose Manuel Barroso said in Brussels on Friday (13 June).

According to final results 53.4 percent of Irish people voted against the EU's Lisbon treaty in Thursday's referendum, while 46.6 percent voted in favour. Participation was at 53.13 percent.

Nevertheless, Mr Barroso said he believed "the treaty is alive" and "we should go on and try to find a solution." It is "important now that the EU does not fall again in depression and does not forget there are other issues to deal with," he added.

In a joint statement later on, France and Germany also called for the ratification of the Lisbon treaty to continue
