Bulgária komoly uniós forrásoktól esik el a korrupció miatt

Az Európai Bizottság szerdán (2008. július 23.) nyilvánosságra hozta Bulgária és Románia bel- és igazságügyi helyzetét értékelő éves jelentését, melyben a folyamatosan ismétlődő korrupciós problémák miatt elmarasztalta mindkét országot. A kritika hangneme a korábban nyilvánosságra került tervezethez képest azonban sokkal mérsékeltebb, különösen Bulgária esetében.
Brüsszel a korrupció és pazarló gazdálkodás miatt felfüggesztette több száz millió euró támogatás folyósítását Bulgáriának, és visszavonta két kormányzati ügynökség jogát uniós pénzalapok kezelésére. A Csatlakozási Szerződésben megfogalmazott védzáradék bevezetésére - mely lehetővé tenné az EU tagállamok számára, hogy megtagadják a bolgár és román bíróságok által meghozott ítéletek elismerését - azonban nem került sor.
A Bizottság elismerte Bukarest és Szófia eddigi erőfeszítéseit, azonban a korrupció elleni küzdelem, Bulgária esetében pedig a szervezett bűnözés elleni fellépés fokozását kérte. A Bulgáriáról szóló jelentés szerint „világos stratégiára, és a rendszer átalakítása iránti egyértelmű elkötelezettségre van szükség minden szinten. Bulgáriának a jelenlegi intézményrendszerrel – annak hiányosságai ellenére – képesnek kell lennie eredményeket felmutatni a magas szintű korrupció és a szervezett bűnözés ellen, továbbá a támogatások felhasználásában érintett intézmények közötti érdekellentétek, valamint a szervezett bűnözés és a politikai elit közötti állítólagos kapcsolatok megszüntetése terén is.”
A bel- és igazságügyi jelentés mellett a Bizottság egy külön dokumentumot bocsátott ki, mely egyrészt az uniós támogatások bulgáriai felhasználását értékeli, másrészt pedig a korábbi több száz millió eurós támogatás felfüggesztésének formalizálását jelenti.
A Bizottság visszavonta az akkreditációt a Phare előcsatlakozási alapot kezelő bolgár állami ügynökségektől, ami formálisan 250 millió euró kifizetésének leállítását jelenti. Bulgária esetében a felfüggesztett támogatások, beleértve a Kohéziós Alapból és a mezőgazdasági segélyprogramból (SAPARD) származó forrásokat is, összesen több mint 800 millió euró leállítását jelenti. A Bizottság azonban hangsúlyozta, hogy hajlandó megváltoztatni álláspontját az előcsatlakozási alapokból származó források felfüggesztésével kapcsolatban, amennyiben Bulgária megteszi az ehhez „szükséges lépéseket”.
Meglena Kuneva bolgár biztos szerint a Bulgária bel- és igazságügyi helyzetét értékelő jelentés „politikai következtetéseket” tartalmaz, melyek a bolgár kormányzatot cselekvésre ösztönözhetik, ugyanis Bulgáriának most „kézzelfogható eredményeket” kell felmutatnia. A bolgár miniszterelnök, Szergej Sztanisev egy sajtótájékoztatón megalapozottnak ítélte a Bizottság kritikáját ugyanakkor hangsúlyozta, hogy a jelentés pozitív eredményekről is beszámol.
Romániát - Bulgáriától eltérően - nem sújtotta szankciókkal az Európai Bizottság, azonban a jelentés felszólította Bukarestet a korrupció elleni küzdelem átpolitizáltságának csökkentésére. A korábban nyilvánosságra került jelentéstervezettel ellentétben a jelentés nem tér ki arra, hogy a folyamatosan felmerülő problémák késleltethetnék Bulgária és Románia schengeni térséghez, illetve az eurózónához történő csatlakozását.

Sarkozy ekes out victory on constitutional changes

President Nicolas Sarkozy of France won approval for important constitutional changes on Monday, but by a very narrow margin. The changes, Sarkozy insisted, strengthen the power of Parliament and will make the president more accountable. But his critics, including the main opposition party, the Socialists, said they would increase the power of the already semiroyal president, creating a "monocracy."
Meeting in the chateau of Versailles, French lawmakers approved Sarkozy's proposals by 539 votes to 357, one vote more than the three-fifths majority required. To win, Sarkozy needed support from other parties; a defeat would have damaged his standing a little more than a year into his five-year term.
The changes limit the presidency to two five-year terms, eliminate the president's power to issue collective pardons and make certain appointments subject to parliamentary approval. Parliament must be informed within three days of any military operation abroad and must approve one lasting more than four months. The changes give Parliament more control over its agenda and limit the right of presidential decree.
The amendments also allow the president to address Parliament in an American-style "state of the union" speech. Since 1875, to preserve a strict separation of presidency and legislature, such a speech has been banned.
In the future, the Parliament, by a vote of three-fifths, can authorize the president to ratify a European Union enlargement either through a referendum or through a parliamentary vote. But if the president does not get this authorization, a referendum will be required.

Belgian PM resigns as divided country thrown into fresh crisis

Belgian Prime Minister Yves Leterme has offered his resignation to the divided country's king following failure to reach agreement between the governing parties on a reform of the state.
The Christian Democrat Mr Leterme had set himself a deadline of 15 July to reach an agreement between the five French and Flemish-speaking parties in his fractious coalition on a devolution of powers to the regions.
"Despite all efforts and perseverance, the prime minister believes the foreseen deadline for a governmental accord has not been respected. It has turned out that the opposing visions between the communities for the necessary creation of a new equilibrium in how our state is constructed are today irreconcilable," Mr Leterme said in a statement.
"This reveals that the consultation model at an exclusively federal level has reached its limits," the statement continued, "Yet a reform of the state remains an essential element of any government accord."
The prime minister's audience with the king late on Monday evening lasted more than four hours. At 3:30 in the morning, the palace issued a communique signalling that the monarch would "reserve its response" as to whether he would accept Mr Leterme's resignation.
The fragile coalition has barely held itself together since the government was sworn in following an unprecedented nine months of negotiations after the general election.
Agreement on a skeleton of economic and social measures had been agreed amongst the French and Flemish centre and right wing governing parties, but an impasse was reached when it came to the more contentious issues of a new division of powers and finances between the federal government and the provinces.
Wealthier, Dutch-speaking Flanders in the north has long desired that a range of responsibilities over taxation and social security be devolved to the provinces from the federal level. French-speaking Wallonia, whose manufacturing base has crumbled since the 1970s, fears the reduction in financial support this would deliver and believes devolution to be a stepping stone to a break-up of the country.
A reorganisation of electoral boundaries on the bilingual outskirts of majority-French Brussels - which, complicating matters, lies in the heart for Flanders - also hit the buffers.

EU military capabilities still depend on UK, French co-operation

Any moves to enhance European military capacity requires co-operation between France and the UK, according to a report published on Wednesday, despite the ambitions of some leaders to develop a strategy to orchestrate autonomous EU operations.
A three-year investigation by the International Institute for Strategic Studies argues that of the European Union member states' 2 million active personnel, only some 2.7 percent are sufficiently equipped and trained to meet the demands of current and expected overseas deployment.
The report, European Military Capabilities, argues that the future will see ever greater demands put on the various European forces - not large-scale wars, but growing number of targeted actions. The EU collectively spent €204 billion on its militaries in 2006, notes the report, but this has delivered a glut of infantry soldiers, while soldiers with more specialised skills are lacking.
The report also argues that there is too much overlap as countries devote monies to domestic firms producing military equipment, while research and development does not receive an adequate provision of funds.
Ahead of France taking over the helm of the European Union's six-month rotating presidency, President Nicolas Sarkozy announced his ambitions for a substantial beefing up of Europe's military capacity. He wants the EU to be able to simultaneously deploy 60,000 troops.
The IISS report however says that any such expansion remains dependent on Franco-British military co-operation. France and the UK are the bloc's most significant military spenders.
"It's notable that Britain has given a general welcome to Sarkozy's approach," said the group's editorial director, Alexander Nicoll, "and that the United States now argues that the world needs a stronger Europe, with a strong European Security and Defence Policy."
Last week, the UK's foreign secretary, David Miliband, gave a speech to the British parliament in support of French plans for EU military capabilities, arguing that increased military co-operation at the European level does not undermine NATO.
Mr Miliband said, in speech responding to the rejection of the Lisbon Treaty in Ireland last month, that EU military operations can be one of three main areas - alongside dealing with economic and environmental concerns - that should make up the substance of what the union can deliver to its citizens. The British foreign secretary also welcomed Mr Sarkozy's plans to have France rejoin NATO's integrated military command.

A légitársaságok CO2 emissziós díjat fizethetnek

Az EP tegnapi ülésén jóváhagyta a repülőgépek bevonását az unió kibocsátás-kereskedelmi rendszerbe, így 2012-től az összes Európából induló, illetve ide leszálló géppel rendelkező légitársaságra kiterjed majd a szabályozás. A kvóták 85 százalékát ingyen kapják a társaságok, míg 15 százalék árverésen kel majd el.
Miután korábban az EP és a Tanács delegációi megegyezésre jutottak arról, hogyan lehetne az EU gázkibocsátás-kereskedelmi rendszerét (Emission Trade System - ETS) kiterjeszteni a légi közlekedésre, a parlament július 8-án, kedden, 640 igen, 30 nem, 20 tartózkodó szavazattal jóváhagyta az erről szóló jogszabályt.
A plenáris ülésen elfogadott kompromisszum alapján 2012. január 1-jétől minden, az EU-ba érkező, illetve onnan induló járatot üzemeltető légitársaság bekerül az ETS-be. A kvóták 85 százalékát ingyenesen osztják ki a légitársaságok között, míg a fennmaradó 15 százaléknyi kvótát elárverezik. Ez alapján – az eddigi rendszertől eltérően – nem lesz „történelmi” alapú disztribúció, hanem a hatékonyabb gépeket használó légitársaságokat jutalmazó, egységes európai séma alapján osztanak majd kvótákat. Az aukciós bevételeket a klímaváltozás elleni küzdelemre kell felhasználni: különösen a kutatásra, a tisztább repülőgépek kifejlesztésére, a harmadik világban zajló erdőirtás elleni harcra, valamint az alacsony kibocsátású közlekedési rendszerek (pl. busz- és vasúti közlekedés) támogatására.
A kibocsátás-csökkentési célt a politikusok a 2004-2006-os évek bázisán határozzák meg, ami az első periódusban (2012-ben) ez 3 százalék, a másodikban (2013-ban) 5 százalék lesz. A további csökkentések mértékét az ETS felülvizsgálata során határozzák meg.
A megfelelő hatósági igazolással bíró katonai, rendőrségi, vámőrségi, tűzoltósági, humanitárius, valamint orvosi célú repülések nem tartoznak a jogszabály hatálya alá, valamint a kevés káros anyagot termelő kisvállalkozások szintén kivételek. Ugyanakkor az európai uralkodók és vezető politikusok hivatalos útjai beletartoznak majd a rendszerbe.

Illegális bevándorlók visszatéréséről szóló irányelv

Az Európai Parlament megszavazta az illegális bevándorlók visszatérésének uniós szabályozásáról szóló irányelvet, amelyről korábban egyeztettek az EP és a Tanács képviselői.
Az irányelv - amely az első lépés a közös bevándorlási politika felé - az önkéntes visszatérésre helyezi a hangsúlyt, meghatározza az őrizet maximális hosszát, és jogi garanciákat nyújt.
Az Európai Unió jövendő közös bevándorlási politikája három fő elemből állna: az illegális bevándorlás elleni harcból (ennek alapja a most tárgyalt „visszatérési irányelv”), a képzett munkaerő legális bevándorlásának ösztönzéséből („kékkártya” irányelv) és az illegális bevándorlók foglalkoztatásának szankcionálásából.
Az EP június 18-án, 369-197-106 arányban fogadta el a visszatérési irányelvet. Ez az illegális bevándorlók (tehát nem a menekültek!) önkéntes visszatérésére helyezi a hangsúlyt, meghatározza őrizetük maximális hosszát, védi emberi jogaikat, és rendelkezik a kiutasítottak ismételt belépésének tilalmáról.
A képviselők többsége támogatta a Néppárt által benyújtott kompromisszumos (a Tanáccsal egyeztetett) javaslatot, és elutasította a szocialista, zöldpárti és kommunista (GUE/NGL) módosító indítványokat. (A két utóbbi frakció az egész irányelvet elutasította volna.)
Az irányelv megengedi, hogy a tagállamok a bevándorlókra nézve a most elfogadottakhoz képest kedvezőbb előírásokat alkalmazzanak. A jogszabály a tagállamok kezében hagyja annak a jogát, hogy eldöntsék, törvényesítik vagy sem a „papír nélküli” bevándorlókat.
Az önkéntes visszatérés ösztönzése
A most tárgyalt visszatérési irányelv kétlépcsős eljárást határoz meg. Eszerint az illegális bevándorlónak a kiutasítási határozatot követő bizonyos időszakon belül lehetősége lenne az önkéntes távozásra.
Ha ezt nem teszi meg, kitoloncolási végzés következik. Szökés veszélye esetén az illegális bevándorlót - bírósági vagy hatósági döntés alapján - fogva lehetne tartani. Az irányelvtervezet maximálná a fogva tartási időt (ez most tagállamonként eltér, van, ahol nincs is meghatározva), és megfelelő életkörülményeket (egészségügyi ellátás, gyerekek oktatása stb.) biztosítana a fogva tartottak számára.
Hat hónap plusz tizenkettő
A kompromisszum szerint az önkéntes visszatérésre 7 és 30 nap közötti hosszúságú idő állna rendelkezésre, az őrizet (fogva tartás) pedig 6 hónapos lehetne. Ezt bizonyos esetekben meghosszabbíthatnák további 12 hónappal (ha az őrizetben lévő nem működne együtt a hatóságokkal, vagy ha elítélnék, illetve ha az ügyben érintett harmadik ország adminisztrációja túlságosan lassú lenne). Az EP elvetette azt a szocialista javaslatot, amely 3+3 hónapban maximálta volna az őrizetet.
Ha a bevándorlót hatósági döntés alapján tartják őrizetben, a döntést „a lehető legrövidebb időn belül” bírónak is jóvá kell hagynia. Az eredeti, bizottsági tervezet szerint erre 72 óra lett volna. Ezt az EP szakbizottsága 48 órára módosította. Az EP elvetette azt a szocialista módosító indítványt, amely visszaállította volna a 72 órás határidőt.
Főszabály szerint az őrizetet „erre szolgáló különleges idegenrendészeti fogdákban kell végrehajtani. Amennyiben egy tagállam nem tud különleges idegenrendészeti fogdákban helyet biztosítani, és kénytelen büntetés-végrehajtási intézetben való elhelyezéshez folyamodni, az őrizet alatt álló harmadik országbeli állampolgárokat a többi fogva tartottól elkülönítve kell tartani”.
A jogszabályba betoldottak egy ettől való eltérésre lehetőséget adó passzust. Eszerint „azokban az esetekben, amikor a kiutasítandó harmadik országbeli állampolgárok kivételesen nagy száma előre nem látott, súlyos terhet ró valamely tagállam idegenrendészeti fogdáinak kapacitására vagy közigazgatási vagy igazságügyi alkalmazottaira, akkor ez a tagállam – ameddig a kivételes helyzet fennáll – dönthet úgy, hogy az igazságügyi felülvizsgálatra (...) hosszabb időtartamot engedélyez, és sürgős lépéseket tesz az őrizet körülményeinek tekintetében.”
Magyar szabályok
A magyar 2007/II. törvény (a harmadik országbeli állampolgárok beutazásáról és tartózkodásáról) szerint jelenleg „az idegenrendészeti őrizet legfeljebb hetvenkét órára rendelhető el, amelyet az őrizet helye szerint illetékes helyi bíróság a harmadik országbeli állampolgár kiutazásáig, alkalmanként legfeljebb harminc nappal, meghosszabbíthat”.
„Az idegenrendészeti őrizetet meg kell szüntetni, ha a) a kiutasítás végrehajtásának feltételei biztosítottak; b) nyilvánvalóvá válik, hogy a kiutasítást nem lehet végrehajtani; c) az őrizet elrendelésétől számítva hat hónap eltelt.”
Újrabelépési tilalom
A kitoloncolási végzés a jogszabálytervezet szerint tartalmazhatna egy az unió területére való, ismételt belépést tiltó határozatot is. Ez legfeljebb öt évre szólna, és meghosszabbítható lenne, ha a kitoloncolt visszatérése súlyosan veszélyeztetné a közrendet, a közbiztonságot vagy a nemzetbiztonságot.
A bevándorlót továbbra sem szabadna visszaküldeni olyan országba, ahol élete vagy szabadsága veszélyben lenne. A jövőben az Európai Parlament a Tanáccsal közösen fogja megállapítani az ebből a szempontból biztonságosnak számító országok listáját.
Gyermekek védelme
A gyermekek és családok ideiglenes őrizetbe vételét csak legvégső eszközként szabadna alkalmazni, gyerekek ellen kényszerítő intézkedésnek sem lenne helye. Kísérő nélküli fiatalokat nem lehetne kitoloncolni, csak, ha családjuk vagy megfelelő fogadó intézmény gondoskodik róluk.
Jogi képviselet
Az eredeti javaslat szerint a tagállamok kötelesek lettek volna jogi képviseletet és tanácsadást biztosítani a pénztelen illegális bevándorlók számára. A Tanács ezt a tagállamokra bízta volna, tekintve a rájuk rótt kiadásokra. A kompromisszumos szöveg szerint kötelező a jogi segítség, de ennek összhangban kell állnia a nemzeti jogszabályokkal is. Az EU 2008-2013-as időszakra szóló, 676 millió eurós visszatérési alapja is felhasználható lenne a jogi képviselet biztosításának finanszírozására.
Hatályba lépés
Az irányelv végleges elfogadásához még szükség van a Tanács jóváhagyására is. Ez idén júliusban várható. A végleges szövegnek az EU Hivatalos Lapjában való megjelenése után a tagállamoknak 24 hónapjuk lesz a jogszabály nemzeti átültetésére.

Európai Innovációs és Technológiai Intézet

Az uniós tagországok versenyképességi ügyekben illetékes minisztereinek egyhangú döntése értelmében Budapesten lesz az uniós kutatóintézet (EIT) székhelye.
Az EIT létrehozásával az Európai Unió célja, hogy az innováció terén felzárkózzon a fő versenytársainak számító Egyesült Államokhoz és Japánhoz. A tervek szerint az egyetemekből, kutatóközpontokból és vállalatokból kiépülő hálózat az oktatás és a kutatás eredményesebbé tétele mellett vonzó munkalehetőséget teremtene a legkiválóbb európai tudósok számára is. A központ hét év alatt mintegy 300 millió eurós költségvetéssel rendelkezik majd, várhatóan 50-60 fős személyzettel kezdi meg működését. Első programjai minden bizonnyal a megújuló energiák és a klímaváltozás témakörében indulnak majd.
A döntést hivatalos közleményben üdvözölte a magyar kormány. A közlemény szerint „a brüsszeli döntéssel hatalmas lépést tettünk közös nemzeti célunk elérése, a tudásalapú társadalom és a fejlett Magyarország megteremtése felé. Az EIT az európai innováció középpontja lesz: feladata az Unió tudományos életének irányítása, a kutatás-fejlesztés, az oktatás és az innováció összefogása. A koordinációs központ működése valószínűleg jelentős vonzerőt jelent majd a kutatásban és fejlesztésben érdekelt tőke számára, a hozzáadott érték arányának növelésével erősíti majd Magyarország versenyképességét. Az uniós intézmény székhelyének elnyerése jelentős szakmai és diplomáciai siker a magyar kormány és az egész nemzet számára” - írja a közlemény.

Irish justice minister concedes Lisbon defeat

Across Ireland, voters have strongly voted No to the Lisbon Treaty, which looks all but certainly set for defeat.
Nationwide, based on a mix of official and unofficial tallies, the No is leading the Yes side 53.7 percent to 46.3 percent on a high turn-out of over 50 percent.
Dermot Ahern, the Irish justice minister, speaking on RTE television, said: "We're in uncharted waters here...The results are quite clear," he added, "I don't see how they can be overturned [from where they are at this point]."

Question marks over EU reaction
Britain has already signaled that London would continue with ratification while French prime minister Francois Fillon has said it would mean the end of the treaty.
According to Reuters, Britain has told other EU member states that it will complete the ratification process whatever the result of Ireland's referendum, set to be announced this afternoon (13 June).
Paris has signalled that it does not see any prospects for the Lisbon Treaty if Irish voters reject it. "If the Irish decide to reject the Lisbon treaty, obviously, there will be no Lisbon treaty," French prime minister Francois Fillon said in a TV interview on Thursday (12 June), according to media reports.

Brussels calls for Lisbon treaty ratification to continue
The European Commission has called for ratification of the Lisbon treaty to continue, despite the No result in Ireland's referendum. "This vote should not be seen as a vote against the EU… [It] has not solved the problems which the Lisbon Treaty is designed to solve," commission president Jose Manuel Barroso said in Brussels on Friday (13 June).
According to final results 53.4 percent of Irish people voted against the EU's Lisbon treaty in Thursday's referendum, while 46.6 percent voted in favour. Participation was at 53.13 percent.
Nevertheless, Mr Barroso said he believed "the treaty is alive" and "we should go on and try to find a solution." It is "important now that the EU does not fall again in depression and does not forget there are other issues to deal with," he added.
In a joint statement later on, France and Germany also called for the ratification of the Lisbon treaty to continue

World Food Summit

U.N. Says Food Plan Could Cost $30 Billion a Year

Faced with an immediate hunger crisis and the need to double food production in the next 30 years, world leaders meeting Tuesday to discuss soaring food prices were mostly in agreement on how the problem could be resolved. The questions were how to get there and who was going to pay for it.
The steps needed? Immediately deliver more food aid to the world’s hungry. Provide small farmers with seeds and fertilizer. Scrap export bans and restrictions. And vastly increase agriculture research and outreach programs to improve crop production.
The cost? Jacques Diouf, director general of the Food and Agriculture Organization of the United Nations and the host of the meeting, estimated it could run to $30 billion a year. “The problem of food insecurity is a political one,” he said. “It is a question of priorities in the face of the most fundamental of human needs. And it is those choices made by governments that determine the allocation of resources.”
As expected, biofuels emerged as the most contentious issue of the conference, and several speakers criticized government policies that diverted food crops to energy use, particularly at a time of increasing hunger.
President Hosni Mubarak of Egypt called for “an urgent international dialogue” on the food crisis that “sets standards for the responsible utilization of agricultural crops as food for human beings, not as fuel for human beings.” He suggested that biofuel production be restricted to agricultural waste and nonfood crops.
Brazil’s president, Luiz Inácio Lula da Silva, also took a swipe at the United States’ ethanol production, saying that corn-based ethanol could “obviously only compete with sugar-cane ethanol when it is shot up with subsidies and shielded behind tariff barriers.” Brazil and the United States are the world’s largest producers of ethanol. Most of Brazil’s ethanol comes from sugar cane and most in the United States comes from corn. “There is good ethanol and bad ethanol,” he said, adding that ethanol from sugar cane was far more energy efficient than corn ethanol. “Good ethanol helps clean up the planet and is competitive. Bad ethanol comes with the fat of subsidies.”
The United States’ agriculture secretary, Ed Schafer, who attended the meeting, dismissed the criticism, saying Brazil could be planting food crops like corn and soybeans on the acres it devotes to sugar cane from ethanol. “They’re choosing to grow sugar cane, and we choose to grow corn,” said Mr. Schafer, who maintains that ethanol has played a minor role in food inflation. “I don’t understand the distinction.”
The three-day conference drew dozens of world leaders, like President Nicolas Sarkozy of France and Prime Minister Yasuo Fukuda of Japan, to discuss food security. Food prices are at their highest in more than three decades and stockpiles are at perilous lows.
The reasons for the rise in food prices include weather problems that reduced crop yields, growing demand for food among the emerging middle class in China and other developing countries, and the increasing production of ethanol and other biofuels.
Mr. Diouf of the Food and Agriculture Organization sharply criticized wealthy nations for cutting spending on agricultural programs for the world’s poor, while spending billions of dollars on carbon markets, subsidies for their own farmers, weapons and biofuel production. “The developing countries did, in fact, forge policies, strategies and programs that — if they had received appropriate funding — would have given us world food security,” Mr. Diouf said, adding that countries had finally mobilized to help only after images of food riots and hunger emerged in the news media.
Susan Shepherd of Doctors Without Borders said that in Niger, where she has worked for the past few years, higher prices meant that families bought less food — or less nutritious food — for their children. “The only one who really focused on hunger and malnutrition — about the people who go hungry — was the pope,” she said, referring to a message from Pope Benedict XVI that was read at the conference.

BACK in 1996 and again in 2002, the UN’s Food and Agriculture Organisation arranged summits to reverse the miserable condition of world farming. They failed. This week yet another food summit got under way, in Rome. It takes place when, for the first time in a generation, there is widespread acceptance that something is needed beyond windy promises. But what?
Joachim von Braun, the head of the International Food Policy Research Institute (IFPRI), a Washington, DC, research group financed by governments, sees several things that the world food conference should do.
1, First, it needs to finance the world’s food-aid shortfall. Earlier this year, the World Food Programme (WFP), the main agency handing out emergency relief, put out an all-points bulletin asking for over $750m to offset the impact of higher cereals prices. Last week, it completed its fund-raising, thanks to an extraordinary gift of $500m from Saudi Arabia. Unlike most offers of “new money”, this turned out not to be old promises repackaged.
2,Next, the conference could help to rationalise biofuels policy. It probably won’t. Some non-governmental organisations want a moratorium on ethanol production. Even some big food companies would support something milder, such as international restrictions on producing ethanol from maize. In practice, the Rome conference cannot discuss even that. Just before it began, America’s secretary of agriculture, Ed Schafer, claimed that ethanol accounts for only 3%, at most, of the increase in world food prices—a highly contentious view, and one that is likely to leave the summit split and paralysed over biofuels.
3, The conference could come also up with some short-term fixes to bring down world prices. The most obvious such fix would be to reduce export bans, imposed by about 40 countries. A study by IFPRI calculates that getting rid of these would reduce world cereals prices by an average of 30%. Here, there is some good news. Vietnam has promised to resume some of its rice exports; Kazakhstan has done the same with wheat; India has said it will restart rice exports to some African countries. Summits have a way of persuading heads of state not to beggar their neighbours, so the Rome one could encourage more such promises.
“The underlying problem,” says Lennart Båge, the head of the UN’s International Fund for Agricultural Development, “is the decline in agricultural productivity growth. Unless we reverse that, we’ll be back in the same situation in a few years' time.”
4, A world trade deal on agriculture. Japan’s prime minister, Yasuo Fukuda, called on everyone to “smooth trade in agricultural products”, which sounds waffly but since any action will have to come at the next meeting of the G8 group of rich countries and since he will chair the meeting, it may count for something.
5, But most important, the Rome meeting could make a start on the main task of farming: a second green revolution. Ban Ki-moon, the UN secretary-general, suggests that world food production needs to rise by half by 2030 to satisfy growing demand. Behind the scenes, countries are preparing an avalanche of promises to help finance research into new seeds, build irrigation canals and spread fertiliser use (seeds, irrigation and fertilisers were the main components of the first green revolution of the 1960s). These promises could be the main achievements of the Rome summit. But they will be flawed and partial.

Bizottsági javaslatok az agrárpolitika átalakítására

A KAP 2003-ban elindított reformja számos felülvizsgálati záradékot tartalmaz 2007-2008-ra vonatkozóan, mely lehetővé teszi, hogy a meglévő politika alapvető reformja nélkül módosíthassák a jelenlegi jogszabályokat. Ennek megfelelően kezdett a Bizottság a KAP „állapotfelmérésébe”, melynek lezárulta után a Bizottság ismertette elképzeléseit a mezőgazdasági támogatások átalakításával kapcsolatban.
  • A Bizottság javasolja az egységes farmtámogatási rendszer (SPS) egyszerűsítését. Ezzel kapcsolatosan véglegesen eltörölnék a kötelező területpihentetést, amely jelenleg a szántóföldi növényeket termelő gazdálkodóknak előírja területük tíz százalékának ugaroltatását. Teljesen felszámolnák az esetenként még alkalmazható termeléstől függő támogatások rendszerét is, ez alól kivételt képeznének az anyatehénre, kecskére és juhra vonatkozó közvetlen kifizetések. A termelés és a támogatás teljes különválasztásával azt kívánják elérni, hogy a gazdák a piaci változásokra megfelelő módon reagáljanak, azaz a keresletnek megfelelően növelhessék termelésüket.
  • A Bizottság ad hoc intézkedésként már tavaly decemberben indítványozta a tejkvóták 2 százalékos növelését, a jelenlegi jogszabály-tervezetben azonban továbbmegy: a korlátok teljes megszüntetése mellett érvel. A tejkvóta felszámolását 2015 áprilisára tervezik, addig azonban öt lépésben végrehajtott, fokozatos növeléssel kívánják elérni a gazdák és a feldolgozóipar alkalmazkodását az új rendszerhez.
  • A Bizottság a durumbúza, a rizs és a sertéshús esetében az intervenció eltörlésére is javaslatot tett. A takarmánygabonák vonatkozásában az intervenció szintje nullára csökkenne, a kenyérgabona, a vaj és a sovány tejpor esetében pályázati rendszert vezetnének be.
  • A jogszabály-tervezetben kifizetési korlátozások is megjelennek: egy adott gazdaságnak folyósítható legkisebb összegű kifizetés évi 250 euró lenne. Egy másik elképzelés szerint az 1 hektárnál kisebb gazdálkodó egységek egyáltalán nem kaphatnának direkt támogatást, de az is elképzelhető hogy végül mindkét korlátozást bevezetik.
  • A Bizottság javaslatot tett az energianövényekre vonatkozó támogatás eltörlésére is.
  • Az előzetes híreszteléseknek megfelelően a Bizottság lehetőséget ad a jelenleg még az egyszerűbb egységes területalapú támogatási rendszert (SAPS) alkalmazó tíz új tagállamnak (Szlovénia és Málta már áttért az SPS-re), hogy 2010 helyett 2013-ig fenntarthassák ezt a rendszert. A sokkalta szigorúbb, hektáronkénti támogatás helyett a jogosultságon alapuló farmtámogatási rendszerre való áttérés alternatívája azonban addig is nyitva áll előttük. Magyarország várhatóan augusztus elsejéig bejelenti, át kíván-e térni az SPS-re.
  • A jogszabály-tervezet javasolja a vidékfejlesztésre történő forrásátcsoportosítás (moduláció) növelését: a nagyobb gazdálkodók agrártámogatásának a jelenlegi 5 százalék helyett 2012-re 13 százalékát csoportosítanák át a vidékfejlesztési alapba. Az így fennmaradó pénzeszközöket a tagállamok az éghajlatváltozás, a megújuló energiaforrások, a vízgazdálkodás és a biológiai sokféleség területét érintő programok megerősítésére fordíthatnák. Magyarországot a moduláció nem érinti addig, míg el nem érjük a száz százalékos támogatási szintet a közvetlen támogatások terén, tehát 2012-ig.

German foreign minister favours EU army

Germany's foreign minister, Frank-Walter Steinmeier, has indicated he would like to see a European army established.Speaking at a Social Democrat security policy conference in Berlin on Monday (5 May), Mr Steinmeier said he favoured the setting up of a "European armed force" and that he would like to see moves in this direction speeded up.
German daily Tagespiegel reported Mr Steinmeier as referring to the fact that the EU's new treaty, currently undergoing ratification across the European Union, allows for the possibility of a group of member states to "move ahead" in defence policy.
He noted that from Berlin's point of view, France is the key partner for this. Mr Steinmeier said he had already spoken with his French counterpart, Bernard Kouchner, on concrete steps to improve common areas in the military field. These include the areas of transport, helicopter capacity and procurement.
The end result of a consolidation of military capacities must be a European army, said Mr Steinmeier, according to German news agency DPA. At the same conference, other leading politicians from the Social Democratic party - which currently forms part of the governing coalition with the Christian Democrats in Germany - also spoke out in favour of the idea. Former defence minister and head of the SPD group Peter Struck said: "There will still be opposition to the idea of a European army as there once was against the single currency, the euro."But single states are no longer able to handle the threats of today," he continued.
The German politicians' comments appear to be in line with the views of French President Nicolas Sarkozy, who has in the past made several statements on the need for common European defence.
The French president has more recently not been so vocal on the issue. This is being seen as a deliberate ploy not to upset the EU treaty ratification process, particularly in neutral Ireland - the only country to have a referendum on the charter and where military issues are highly sensitive with the electorate.
An email from a Dublin-based UK official after a briefing by an official in the Irish Department of Foreign Affairs that was leaked to the press last month suggested that one of the reasons for having the treaty referendum before summer rather than in autumn was due to a fear of "unhelpful developments during the French presidency – particularly related to EU defence."
In addition Britain, as the other serious military power in the EU along with France, has also reacted coolly to Mr Sarkozy's push for more integration in EU defence. London has also yet to ratify the EU treaty.But Mr Sarkozy is expected to return to the issue in the second half of this year, during his stint at the EU helm.
The EU treaty, which has to be ratified by all 27 countries to come into force, allows for a group of member states who are politically willing to go forward to structured cooperation in defence.

The euro at ten

Ten years ago this month, EU leaders took the historic decision to launch the euro. The currency hit the streets in January 1999 and the Economic and Monetary Union (EMU) was born.
Now some 320m Europeans in 15 countries – more than the population of the US – use the same currency and benefit from an integrated EU market.
The euro has also helped us run sound public finances and macroeconomic policies – all of which have created more jobs.
Average government budget deficits in the EU fell to a record low of 0.6% of GDP in 2007 (compared to 4% in the 80s and 90s).
The benefits are tangible and real for everybody. The direct benefits of EMU for the citizen include:
  • Inflation in the last 10 years has been around 2% on average.
  • Almost 16 million jobs have been created since 1999
  • Lower long-term interest rates fell to less than 4%, half the level of the 90s.
  • There is no need anymore to exchange currencies which facilitates holidaying and shopping throughout the euro area.
  • Stable exchange rates boosted trade among euro area countries.

Although less visible for the citizen, other benefits are equally significant and real:

  • Public budget deficits fell to a record low of 0.6% of GDP on average in 2007 compared with around 4% of GDP in the 80s and 90s.
  • European markets are better integrated including in the financial area, which for consumers means cheaper products and services.
  • This rising international role of the euro, second only to the US dollar provides a shield against turbulences in the global economy.

EMU is a milestone of EU integration. EMU can and should deliver further benefits in the future if its full potential for citizens is to be realised. But the pressing challenges of globalisation, scarce natural resources, climate change and population ageing demand that we urgently improve its functioning for the next decade and beyond. A stronger EMU will also foster the EU's leadership in the global economy.

On the internal front, the euro area needs to increase the surveillance and coordination of its economic policies with the objective of ensuring that sound budgetary policies become a permanent feature, and to deal with the damage that persisting macro-economic imbalances may inflict on a country's competitiveness. In addition, the pace of economic integration needs to be stepped up to make markets work more smoothly.

Secondly, on the external front, the euro-area members must be able to define and agree common positions, to be able to speak with one voice in international forums.

Egységes nemzetközi fellépést az eurózónának!

Az Európai Bizottság az euró tíz évét vizsgáló közleményében pozitívan értékeli a csoport eddig elért eredményeit, ugyanakkor egy egységesebb nemzetközi fellépés érdekében hosszabb távon egy közös képviselet felállítását javasolja.
A csaknem pontosan tíz évvel ezelőtt született döntés értelmében az EU akkori vezetői 1999 január 1-jei dátummal határoztak az euró bevezetéséről. A közös valuta „vitathatatlan politikai és gazdasági siker”, nyilatkozta Joaquin Alumnia, gazdasági- és pénzügyi biztos szerdán (2008. május 7.), az Európai Parlamentben. Ugyanakkor hozzátette, hogy az euró „nem mindig örvend az őt megillető fogadtatásnak”, hiszen az egyes tagállamokban gyakran minden gazdasági probléma bűnbakjává kiáltják ki.
Az EU vezetői által szerdán elfogadott jelentés az euróövezet olyan kulcsfontosságú eredményeit hangsúlyozza, mint a „fenntartható árstabilitás”, a kamatlábak átlag 9%-ról 5%-ra csökkenése, az eredményesebb fiskális politikák és az 1999 óta teremtett 16 millió új munkahely. A dokumentum ugyanakkor elismeri, hogy az euró bevezetése óta eltelt tíz évben az évi 2%-os gazdasági növekedés nagyjából megegyezik a közös valuta bevezetését megelőző évek adataival.
A várhatóan a jövő év elején életbe lépő Lisszaboni Szerződés értelmében a Bizottság már a közösség pénzügyminisztereinek jóváhagyása nélkül küldhet „közvetlen figyelmeztetést” bármely tagállamnak, ha valamilyen területen a reformok elmaradását érzékeli.
Az euróövezet működésével kapcsolatban a biztos ugyanakkor szót emelt a csoport egységes fellépés mellett. Jelenleg ugyanis az eurózóna tagállamai külön-külön képviseltetik magukat olyan nemzetközi pénzügyi szervezetekben, mint a Nemzetközi Valutaalap vagy a fejlett országok vezetőit tömörítő G7 csúcstalálkozókon, ahelyett, hogy egységes véleményt és nagyobb súlyt képviselve, maga az eurócsoport képviseltetné magát. A Bizottság ugyanakkor tisztában van azzal, hogy ez jelenleg messze van a politikai realitástól, az egységes fellépésre való igény sokkal inkább egy közép-, hosszú távú célkitűzésként fogalmazódott meg.

Zöldet kapott a szlovák euró

A brüsszeli bizottság jóváhagyását adta ahhoz, hogy Szlovákia 2009. január elsején bevezesse az eurót. Szlovákia teljesítette az euró bevezetéséhez szükséges szigorú kritériumokat - jelentette be Joaquin Almunia, az unió pénzügyi biztosa.
"Szlovákia a fenntartható gazdasági konvergencia magas fokát érte el, és kész arra, hogy 2009. január 1-jén bevezesse az eurót. Ahhoz azonban, hogy az euró bevezetése valóban sikeres legyen, Szlovákiának további erőfeszítéseket kell tennie, hogy fenntartsa az alacsony inflációt, ambiciózusabbnak kell lennie a költségvetés konszolidációja tekintetében, és erősítenie kell versenyképességét. Fel kell gyorsítania a gyakorlati előkészületeket is annak biztosítására, hogy az átállás olyan zökkenőmentes legyen, mint 2008 januárjában Cipruson és Máltán" - mondta Almunia.Mint hozzátette, a többi, még nem euróövezetbeli tagállam "jól, bár eltérő ütemben halad az euró bevezetése felé". Felkérte ezeket a tagállamokat arra, hogy folytassák és javítsák erőfeszítéseit, "hiszen ez egyértelműen hosszú távú érdekük."

Local elections sign change in mood in Britain

Boris Johnson, the floppy-haired media celebrity and Conservative member of Parliament who transformed himself from a figure of fun into a plausible political force, was sworn in as mayor of London after an electoral victory that was a resounding rebuke to the Labour government of Prime Minister Gordon Brown.
In a brief speech, he reiterated promises to tackle crime, improve the bus system and increase affordable housing. Afterward, he met with the police and transport commissioners and with experts he hopes to enlist as part of his team, The AP reported.
As votes were tallied across the country after elections on Thursday, it emerged that the Labour Party had suffered its worst local election results in at least 40 years. With final votes in for the 159 local councils in which seats were being contested, Labour lost 331 seats over all, and the Conservative opposition gained 256.
The Labour Party took an estimated 24 percent of the overall vote, placing it a woeful third behind the Conservatives, with 44 percent, and the Liberal Democrats, with 25 percent.
But it was the mayoral race, in which Johnson, 43, defeated the experienced Labour incumbent, Ken Livingstone, 62, by 1,168,738 votes to 1,028,966 votes, that was the biggest shock - a sure sign of a deep national weariness with the Labour government. London has been resolutely Labour in recent years, and its loss is a bitter blow to the national party.
This was the first big test of Gordon Brown and David Cameron," said Stephan Shakespeare, a co-founder of YouGov, a polling company, speaking of the Conservative Party leader. "We've had a lot of ups and downs, a lot of debate and a lot of polling, and until this moment the general feeling of malaise that hung over this government hasn't been made concrete or specific. Now it has. It shows that something has profoundly changed in British politics."

Boris wins: Europe trembles

The significance of his win "it's not that Boris has passionate views on Europe. Indeed, although he's more famous for going to Eton, he went to the European School here in Brussels for a while, when his dad (later a Tory MEP) was working for the commission.
Later, as the Telegraph's man in Brussels, his witty dispatches hammered home the idea of a wasteful and bureaucratic European Union in the British public's mind. But Boris's victory, along with the local election results, mean a great deal for the European Union.
But my long view from Brussels is that the combination of a worsening economy, a sense of "time for a change", a restless media, a fixed public image of an inept Prime Minister combined with some really clunky decision making, and it is very difficult to see how Labour can win the next election.
If David Cameron becomes the next British Prime Minister, it could mean a profound change in the relations with the European Union. Although he clearly doesn't want Europe to be one of the high profile campaign issues, it will be forced up the agenda."

Immigrant issue key in Italy's elections

A crackdown on crime and tighter immigration controls have emerged as key issues in runoff elections this weekend after two women were recently raped in Milan and Rome, with immigrants accused of the crimes.
The rapes last week of an American woman in Milan and a Lesotho woman in Rome, in which immigrants are accused, stunned Italians and abruptly shifted the focus of the mayoral campaign in the capital to Italy's increasingly uncomfortable relationship with its growing immigrant population.
The unease was underscored by the unexpected success of the anti-immigrant Northern League party in national elections 10 days ago. The Northern League doubled its support nationally, capturing 8.2 percent of the vote, and hit peaks of more than 25 percent in regions like the Veneto. The Northern League took advantage of concern about crime and unregulated immigration, said Marzio Barbagli, a sociology professor at the University of Bologna.
Roberto Maroni, a top Northern League official, is widely expected to become minister of the interior, a post he held during Prime Minister Silvio Berlusconi's first short-lived administration in 1994. News reports in the past week quoted Maroni as saying that citizen safety would be a priority of the incoming government, including "a tougher line on illegal immigration," which he linked to violent crime.
Interior Ministry statistics released last Monday indicated that crime in Italy has grown less than 5 percent in two years, and even more slowly in Rome. The most significant rise was in house break-ins and muggings.
About 35 percent of all crimes were committed by foreigners, according to the Interior Ministry, with the list topped by immigrants from Romania, who have grown in number since it joined the European Union last year.
According to statistics from the first eight months of last year, the most recent available, about 16 percent of all foreigners charged with crimes were Romanian, a figure that rose to 75 percent in Rome. "There is a problem of crime in Italy, certainly, but above all because foreigners live in precarious situations when they first come," said Franco Pittau, coordinator of the annual immigration statistics report commissioned by Caritas/Migrantes, the social service arm of the Roman Catholic Church. The situation might be different, he suggested, if Italy implemented programs to assist new arrivals. Maroni has said that the new Berlusconi government will consider taking steps against Romanians.
On Thursday evening, Prime Minister Calin Popescu-Tariceanu of Romania telephoned Berlusconi to discuss the "recent spate of violence" involving Romanians in Italy, the Romanian government said Friday. The two leaders concurred that "the public perception of these facts must not harm Romanian citizens or bilateral relations" and agreed to meet as soon as Berlusconi takes office, the statement said.
Marcella Lucidi, the outgoing Italian undersecretary of the interior, who was responsible for immigration, said that if the entrance of Romania into the EU has created difficulties, "we should reflect on this at a European level," including the countries of the former Eastern bloc. "Italy can't act alone," Lucidi said.

EP elfogadta a Galileo finanszírozását

Az Európai Parlament tegnap nagy többséggel elfogadta a Tanács és a parlament delegációi által már elfogadott kompromisszumos javaslatot az európai műholdas navigációs rendszerről. Optimális esetben a rendszer öt éven belül működésbe állhat.
Az európai globális navigációs műholdrendszer (GNSS) két programból áll: az Egnos-ból és a Galileóból. Az Egnos (European Geostationary Navigation Overlay Service) egy regionális rendszer, amely a GPS-jeleket használja újra és további jelekkel javítja a műholdas navigáció teljesítményét. A Galileo pedig 30 műhold és az ehhez kapcsolódó földi irányító infrastruktúra összessége. A polgári célokra tervezett, és anyagi haszonnal is kecsegtető projekt a tervek szerint alternatívát jelenthet az amerikai GPS-nek és az orosz Glonass-nak is.
A Galileo fejlesztési szakasza során építik meg és lövik fel az első műholdakat, és ekkor hozzák létre az első földi infrastruktúrákat is. Az összes űrbeli és földi infrastruktúra a kiépítési szakaszban készül el. Ez a fázis 2013-ra érhet véget. Ez után következhet a hasznosítási szakasz.
A projektet végül teljes egészében EU-forrásokból finanszírozzák (az eredeti tervek még az EU és a magántőke egyharmad-kétharmad arányú részvételével - ppp-konstrukcióval - számoltak). A 2007-2013-as időszakra a programokra rendelkezésre álló teljes költségvetés 3,8 milliárd millió euró. A tagállamok és a programhoz kapcsolódó harmadik országok további finanszírozást is nyújthatnak (projekt összértéke 4,5 milliárd euró).
A jelentés kiemeli: „a programok keretében létrehozott vagy kifejlesztett tárgyi eszközök és immateriális javak összességének az Európai Közösség tulajdonát kell képeznie. A rendszerek üzemeltetéséből származó bevételek az Európai Közösséget illetik; e bevételeket a közösségi költségvetésnek juttatják, és a programok céljára különítik el.”
A programokat a Bizottság által képviselt Európai Közösség, az Európai GNSS Ellenőrző Hatóság (GSA) és az Európai Űrügynökség (ESA) irányítja majd, szigorú hatáskörmegosztással. A jogszabály tervezete szerint a Bizottság gondoskodik a személyes adatok és a magánélet védelmének biztosításáról és a rendszerek technikai struktúrájába való beépüléséről.
A jelentés kedd délutáni vitájában Barsiné Pataky Etelka emlékeztetett arra, hogy „az Európai Parlament a kezdeti időszaktól folyamatosan és határozottan támogatta a Galileo program megvalósítását”. Barsiné hozzátette: „a Galileo programmal új technológiát, fejlesztést, új vállalkozási lehetőséget és munkát ígértünk, különösen kiemeltük a kkv-k részvételi lehetőségeit a 27 tagállam vállalkozói előtt. A szabályozás ezt is biztosítja”. Zárszavában a jelentéstevő kiemelte: „made in Europe” programokról van szó, tehát „nem egyik vagy másik tagállam, egyik vagy másik iparvállalat ügyéről”.
